EBENSBURG - Ebensburg Borough and Cambria Township have agreed to replace a pipe near Candlelight Drive to alleviate flooding issues in exchange for county liquid fuels money.
Borough Manager Dan Penatzer compared the flooding to a stoppered bathtub; when the rain stops, the plug is pulled, and flood waters quickly recede from flooded areas.
The problem, however, is that the area floods every time it rains - not just during heavy storms.
Engineering studies indicate that a 36-inch pipe under Candlelight Drive needs to be replaced, he said. There is a 54-inch pipe under Center Street and another 54-inch pipe near a Uni-Mart store that crosses under Route 22.
Penatzer told council Monday the borough had reached a trade agreement with the county, which couldn't afford the work, while both the borough and township already have equipment and available manpower.
"The county has the ability to accomplish some paving projects. The borough has the ability to do construction and add a retaining wall," President Commissioner Douglas Lengenfelder said.
"We could not afford to go in and just [do the construction], especially with the size of the pipes and the
type of drainage that they need."
Penatzer said the borough needs construction easements from two private property owners who might be reluctant to let the project move forward.
One of them, Jason Jacoby, told council "adding a 2-foot bigger pipe [running] 25 yards isn't going to work."

Montgomery County Executive Isiah Leggett is recommending the county direct about $41.3 million more than he originally proposed toward school construction projects.
The extra funds would produce a total of more than $1.5 billion for Montgomery County Public Schools capital improvement program for fiscal years 2015 through 2020, compared to Leggetts original proposal in January of about $1.1 billion.
Leggetts recommendation to increase county funding for the school system follows unsuccessful efforts in the General Assembly to give Montgomery $20 million more a year in state funding for school construction projects.
School board President Philip Kauffman said Monday the extra money Leggett is recommending would help the school system somewhat, but still leaves a significant funding gap.
There still will be significant delays to projects across the county, he said.
Before Leggett released his recommendation, the County Councils Education Committee approved Monday a plan aimed at addressing the roughly $230 million gap between the school systems request for capital funds and Leggetts original proposal.
Council President Craig L. Rice (D-Dist. 2) of Germantown said the recommended funding which come from school impact tax revenue might alter that plan.
Were right now in feverish meetings to see what in fact this means for us, Rice said Tuesday.
Under the plan the council committee approved, the school system would cut about $170 million over the six-year period through one-year delays to all projects including additions, revitalization and expansion projects that dont have construction funds in fiscal 2015.
Larry Bowers, the county school systems chief operating officer, said the plan wouldnt delay any project that is either already under way or going to get under way in fiscal 2015.

Using the pushbuttons, a user can configure Series IO ultrasonic sensors to use numerous modes, including pump-up/pump-down, rising/declining analog slope and beam width adjustments, among others. The pushbuttons also configure trip points, output function, output behavior, and even the shape of the sound cone, says Marcel Ulrich, Product Manager. High-visibility green and yellow LEDs verify power and target status, and also assist with pushbutton programming.
Series IO ultrasonic sensors have UL, CSA and CCC approval, and feature a completely sealed, IP67-rated housing, making them suitable for use in outdoor application environments. Additional features include two programmable switch outputs, latching mode and window functions, synchronization options and temperature compensation. They are available in switch point and analog versions, both available with 500 mm, or 2, 4 or 6 m sensing ranges. All units are 30 mm diameter by overall length of 93 mm.
For expanded parameter access and programming, Series IO sensors are also configurable through IO-Link and PactWare software. In fact, for users with an IO-Link controller, one of the most significant benefits of IO-Link is the ability to modify and monitor sensor parameters on the fly, says Ulrich.
IO-Link opens up an entirely new dimension of configuration and communication of and with sensors, enabling them to be uniquely customized to the application at hand. IO-Link is based on an intelligent point-to-point connection system on the field level.
