HUNTINGTON -- The Cabell County Board of Education voted to approve more than $10,000 in changes to the school system's newest facilities during the board's regular meeting Tuesday.
Approximately $9,221 in change orders for Huntington East Middle School and another $1,699 for the school system's new transportation garage in Lesage were approved during the meeting at the Cabell County Schools central office.
The change orders call for installation of blinds for privacy in the school's health clinic, the installation of wire raceways for wiring and fire caulking for the window blinds in the art room at the school, and the addition of loose furnishings, including waste baskets and other non-furniture items, said Mike O'Dell, assistant superintendent of operations.
He said the Huntington East projects are minor projects that either failed to receive bids during the initial bidding process, or they were needs that were not clarified in the original bids.
The funding for those projects will come from the contingency fund for the school's construction, in which there is a little more than $50,000 remaining, O'Dell said.
He also said the installation of an aluminum security door for the outside aluminum access ladder to the roof of the transportation garage in Lesage was needed to prevent anyone from accessing the facility's roof.
The funding for that project also comes from the contingency fund for the garage's construction, which was less than $10,000 at last check, O'Dell said.
The board also considered revisions to the Cabell County Schools Policy Manual, a measure which was on first reading during the meeting, so the board did not take any action.
The proposed changes would put the manual in line with state code and measures that were passed by the West Virginia Legislature last year, said Todd Alexander assistant superintendent.

Hundreds of angry water customers jammed a rare Arizona Corporation Commission (ACC) meeting in Payson Friday to complain bitterly about steep proposed increases in the water rates for eight Rim Country communities served by Payson Water Company (PWC), formerly owned by Brooke Utilities.
Residents of Gisela and Deer Creek dominated the testimony, pleading with the three ACC commissioners to reject a company request for a 138 percent increase in average bills.
The rate plan would charge a base rate of $23 a month. People would then pay $4 per 1,000 gallons up to 3,000 gallons, $7.66 per/thousand for the next 7,000 gallons and then $9.62/1,000 gallons for anything above 10,000 gallons per month.
Monthly use averages about 3,000 for the whole system, but varies wildly from one community to the next. Meads Ranch residents average 851 gallons a month while Gisela residents average 6,874 gallons a month.
Gisela and Deer Creek residents mostly complained about that tiered rate structure. Residents of Mesa del Caballo, East Verde Estates, Geronimo Estates and other communities had different complaints.
Mesa del Caballo residents worried about those big increases on top of hefty charges to hook up to Paysons Blue Ridge pipeline.
Other communities like East Verde Estates worried about the additional imposition of water hauling charges when supplies run low in the summer, which could triple their bills.

A surveillance video of a two-year-old child nearly drowning has become a warning to parents to keep a close eye on your kids. This incident occurred at a Georgia mall last August when a toddler wandered off and climbed into a giant water fountain inside the mall. The toddler nearly drowned before being discovered and pulled out.
The video was shared by Miami-Dade Fire Rescue spokesman Arnold Piedrahita, who said on Facebook, If me posting this video scares someone enough to install a pool gate then my job is done.
At the time, the toddlers mother was horribly distraught when she noticed her baby missing. The child was treated in the hospital and was on a breathing tube and confined to a wheelchair.

ROWAN COUNTY -- A record number of families stayed at the Rowan Helping Ministries shelter Monday night.
Seven families and 11 children are calling the shelter home. It's a shelter that was designed for just 40 men not the 70-plus men, women and children it now houses regularly.
"We've had to use spaces that weren't originally designed as dorm areas, said executive director Kyna Grubb.
"I sleep by the water fountain, said Brian Cardenas, who has stayed at the shelter with his family for a month.
Each night, the offices become bedrooms, the table and chairs switched out for cots.
"We used every inch of space we had," Grubb said.
But in just a month, there will be much more space 30,000 square feet of it. Crews are wrapping up work on a new shelter just across the street.
It will be large enough to sleep a 124 people.
Organizers say there's no explanation behind Monday night's full house.
The ministry's new building is expected to begin services May 19.

A member of the Miami-Dade Fire Rescue team in Florida recently released a surveillance video to warn parents about the dangers of not watching their kids.
The surveillance video (below) shows a two-year-old child, Alayna, in the Augusta Mall in Georgia, climbing over the wall of a fountain, falling in and nearly drowning before an older boy calls for help and a nurse pulls the toddler out of the water, noted Local 10.
Alayna's mom, Ashley Ishmael, was looking for her daughter in the mall's stores when the girl nearly drowned on Aug. 28, 2013.
"I was playing with her and then she had gotten up into the top part of the slide playing with two or three other kids," Ishmael told WRDW. "And next thing I know she was gone."
When Alayna was released about two months later, she was still in a wheelchair. A new Facebook page "Alayna's Angels" has been set up for people to help the child and her mother.
Miami-Dade Fire Rescue spokesman Arnold Piedrahita posted the video on his Facebook page, where he wrote: If me posting this video scares someone enough to install a pool gate then my job is done.
"I ran [upon] a 13-month-old boy who drowned in the family pool with 11 adults home at [the] time," Piedrahita added. "Everyone thought someone was watching the baby."
