    Store rejuvenation expected to pay off for Warehouse

    Warehouse Group, New Zealand's largest publicly listed retailer, expects its "red sheds" to return to earnings growth next financial year as its store rejuvenation bears fruit.

    And it says the success of its drive to expand through acquisitions should be evident within three years.

    Under chief executive Mark Powell the company is investing $430 million over five years in a bid to lure back customers.

    Mr Powell says that two thirds of the way through the programme, the strategy is paying off with the red sheds - the distinctive large store general goods format - posting 12 consecutive quarters of same store sales growth following seven years of decline.

    "That's a big swing," Mr Powell.

    "We have got to put a lot of investment into the red sheds to turn around customer perception, invest in the stores, invest in the stock and invest in people. This is definitely starting to translate into increased transactions from more customers coming into store."

    Still, analysts and investors say the store improvements and rise in sales have come at the expense of profitability, with margins and profits at the red sheds declining in the first half of this financial year.

    Mr Powell concedes that the rise in sales hasn't yet translated into profits.

    "It hasn't translated into operating leverage yet," Mr Powell said. "The key word is yet. We would want to see it translating into operating leverage in the next financial year."

    He says Warehouse had underinvested in its 92 discount stores in the past, refitting just 10 stores in the nine years before he took over three years ago, when it should have been upgrading 12 to 13 stores a year.

    Powell is phasing out "cheap and nasty" private label brands for better quality products without raising the price after some products had a 20 percent return rate, damaging the Warehouse brand. Their Veon televisions are now the nation's highest selling by unit after replacing Transonic two years ago. Under the new regime, a product is pulled from sale if it has a return rate of 5 percent.

    To improve customer service, Warehouse has undertaken what it believes is the country's biggest training programme of 6,000 employees, using actors to help staff understand what it feels like emotionally to interact with customers. Powell says he is avoiding short term benefits that could result from cutting staff numbers because unstocked shelves, unpriced products or longer checkout queues "insidiously eats away at the experience".

    All-Out Sewer owner gets 27 months for illegal sewage dumping, other crimes

    TACOMA U.S. District Court Judge Benjamin Settle on Monday sentenced All-Out Sewer and Drain owner Ray Caldwell of Longview to 27 months in prison and a $250,000 fine following Caldwells conviction on 33 felonies related to illegal sewage dumping.

    Settle also ordered Caldwell to pay a special assessment fine of $3,300 and told him to participate in a moral reconation program to learn to make moral decisions.

    A restitution hearing was set for 10 a.m. May 22, when the judge will decide how much Caldwell must repay the city of Longview, Cowlitz County and Three Rivers wastewater treatment plant for defrauding them. The government has recommended nearly $1 million in restitution.

    Both Caldwell and his company received three years probation. In addition, the judge fined All-Out Sewer $12,800. Caldwell has four years to pay off the fines issued Monday.

    I feel bad for what I have done. I didnt think I was hurting the environment, Caldwell, 60, told the judge Monday morning in the Tacoma courtroom. I do know its wrong. Id like to apologize to everyone for the embarrassment and the hurt that Ive caused, especially my daughter.

    The sentence, which was considerably lighter than the 42 months in prison and $650,000 fine the government had recommended, took into account the positive contributions Caldwell had made to the community with his involvement in various charities, Settle said.

    The judge acknowledged he had received numerous letters from community members touting Caldwells big heart. Although the financial donations were commendable on the surface, When one considers the source of your income was ill-gotten, it takes a little bit of the shine off of that, Settle said.

    Calling the case very troubling, Settle said it was more serious than just environmental noncompliance because it involved fraud.

    This is a tale of two men, Settle said, describing Caldwell as simultaneously a devoted family man and community volunteer and as a greedy businessman lacking integrity. He wondered if Caldwells letter-writing supporters fully understood that their friend had deprived public entities of money they were entitled to receive.

    I want to encourage you to really level with all of these people, especially your daughter, and say, Ive had to look inside myself and say what Ive done warranted the government coming after me, and Im not an innocent man, Settle said. You knew what you were doing was wrong.

    Moorhead School Board approves bids for additions to Robert Asp, Probstfield

    MOORHEAD Two of the citys elementary schools will have more room this fall.

    The Moorhead School Board voted 7-0 Monday to approve bids on classroom and gymnasium expansions for Robert Asp Elementary and the Probstfield Center for Education.

    The combined bids for the projects came in about $97,000 under estimates, interim Assistant Superintendent Jeremy Larson said.

    The work at Robert Asp will cost $2,372,611, or about $29,000 more than the $2,343,583 estimate.

    Robert Asp will gain 10,889 square feet with the addition of a gymnasium, athletic storage and office, bathrooms, kindergarten room and resource room.

    The work at Probstfield will cost $4,678,373, or about $126,000 less than the estimate of $4,804,534.

    Probstfield will gain 21,394 square feet of space with the addition of a gymnasium, eight kindergarten rooms, athletic storage and office, two resource rooms and bathrooms. Another 998 square feet will come with the construction of a corridor to tie the addition into the rest of the school.

    The work is part of an ambitious set of construction projects to prepare the district to handle nearly 700 more students expected in the next five years.

    Work on an 11,000 square-foot addition to S.G. Reinertson Elementary will be bid next year with construction expected to start next spring.
