(TCC Photo by Jeanne Marcello) CHESANING During their first meeting in April, the Chesaning Village Council voted to award the contract for the 2014 road projects to contractor Glaeser-Dawes Corporation.
Wade Trim Project Engineer Cory Davis presented the bidding results during the meeting, noting that another contractor had the lowest bid.
Councilman Don Swartzmiller pointed out that Glaeser-Dawes is the next closest bid. Glaeser-Dawes had just been in the village all day working on a plugged sanitary sewer and installing a new manhole.
We had a major sewer break on Line Street. We could not find any way to get into that sewer, so it did not get televised, Swartzmiller said.
Glaeser-Dawes responds when the village calls for help, Swartzmiller said. They fixed water main breaks through the winter; even arriving at midnight when necessary. Theyre $3,500 more. Thats a small price to pay for reliability, Swartzmiller said.
Davis indicated that the Glaeser-Dawes bid was still under the engineering firms project cost estimate of $409,000.
I move we go with Glaeser-Dawes, Swartzmiller stated.
Councilman Damion Frasier responded, Glaeser-Dawes does qualify as a local bidder. I have more faith that they know the area.

BACA COUNTY Topsoil blew into a dark cloud that swept across the flat landscape of southeast Colorado once again Monday afternoon. Footsteps leave dust in loose pockets and grit in the teeth of those who speak. The land pays a bigger price. After nearly four years of deep drought, wind-churned dust has become a slow-moving natural disaster. Comparisons to the Dust Bowl are no longer hyperbole they're accurate.
"The dust storms we had here a week or so ago are just about as bad as I've ever seen," Joe Rosengrants said. The 79-year-old farmer and rancher is part of a family that has worked the land in Baca County since 1910.

His son Mike and others in the family here still tend thousands of acres of farm and ranchland and thousands of head of cattle. They also mind the skies for any glint of rain. "We can go a long way on just a little bit of rain down here," Mike Rosengrants, 56, said as he delivered hay to cattle spread across 8 arid miles. "But we haven't even been getting that."
The devastation of this drought comes in three forms: pastures that have dried up or are choked by drifts of sand; tumbleweeds that blow into tall hills against fences, homes and barns; and massive dust storms that steal topsoil and could make it harder to grow grain, wheat and sunflowers for years.
The region hasn't seen normal amounts of rain since the blizzards of 2007. Southeast Colorado averages 12 to 16 inches of rain annually, but many areas have gotten fewer than 8 inches each year since 2010, according to National Weather Service data.
Since the latest drought officially set in late in the summer of 2010, the Arkansas Valley has been drier for a longer sustained period of time than during the Dust Bowl, said Nolan Doesken, the state climatologist at Colorado State University.

If you want to protect endangered species in the wild, don't fence them in. An article in the journal Science says fencing can actually harm both animals and ecosystems. Scientists at the Zoological Society of London and the Wildlife Conservation Society say the use of fences to protect threatened species should be a last resort.
Researcher Sarah Durant said, "Fences by their nature will segregate habitats and that can actually be a real problem, particularly in drylands systems where wildlife often has to move quite large distances to access resources and water. So that in itself can be a problem. And then you have wide-ranging species, such as cheetah and wild dog, but also elephants as well, which need access to very large connected habitat for their survival."
Fences are not very widespread right now in Africa. Durant said the biggest concentration is in South Africa.
"They're often used basically for territory protection. So people will own private land and they build fences around their private land to protect wildlife as a resource within those areas.
However, she said there's concern more fences may be built, as human populations spread further into wildlife habitats.
"Governments, for example, very often see fencing as a potential solution to addressing human-wildlife conflict. It's seen as a solution that appears more straightforward than it is in practice. Once you put a fence up, then you have to maintain it. And if you don't maintain it, you can end up with a situation where wildlife conflict could actually be higher than it was before."
Often, Durant said, local communities will actually breach such fences.
"Very marginalized communities that have problems meeting their own household needs in terms of food and nutrition - very often they will want to breach the fences to gain access to the wildlife. And also fence wire can be used to build snares and that can actually exacerbate a snaring problem."
She said many communities have developed strategies over the years to deal with marauding animals, such as elephants. Coping skills they might lose if fences are built around their communities, and then the fences are breached by one or more elephants. What's more, fences can build resentment in communities against conservation efforts.
