    Batts whistleblower felt uncomfortable

    An insulation industry member was told 'not to rock the boat' when he warned Australian government bureaucrats about the safety risks inherent in its home insulation scheme.

    Insulation Council of Australia and New Zealand (ICANZ) member Peter Ruz has told a royal commission the issue was effectively swept under the carpet by senior bureaucrats devising the insulation scheme.

    Mr Ruz felt uncomfortable when he raised the electrocution deaths of three New Zealand installers during a meeting between industry representatives and public servants on February 18, 2009.

    'We had been told not to rock the boat during these meetings,' he told the inquiry.

    'I was seen to be rocking the boat.'

    The NZ men died while using metal staples to secure foil installation in a program similar to the pink batts scheme.

    But Mr Ruz said bureaucrats didn't want to discuss the merits of different insulation products at the meeting because they didn't want any 'squabbles' between insulation representatives.

    'We were all discouraged from getting bogged down about talking about specific products,' he said.

    Mr Ruz said he also tried to warn bureaucrats about the NZ deaths outside the meeting.

    He claims he emailed senior environment department staffer Beth Brunoro and even provided her with photocopies of newspaper articles about the NZ deaths.

    Convention reveals survival guide for Filipino architects

    There is nothing like a string of natural calamities of unprecedented forces to stir the survival instincts in all of us. For the countrys thousands of architects, such events have forced them to literally go back to the drawing boards to rethink, unlearn and relearn their profession.

    The more than 32,000 registered and licensed Filipino architects listed with the Philippine Regulation Commission has been seen as a potent force to effect a paradigm shift in architectural policies that would address the most pressing issues of global climate change and the environment.

    Of the 32,000 architects, 28,000 (or nearly 90 percent) are members of the United Architects of the Philippines (UAP). And in what UAP sees as a major step in moving the countrys architecture industry toward one goal, the organization will hold its national convention from April 9 to 12 at the SMX Convention Center at the Mall of Asia complex in Pasay City.

    The overriding agenda in this years convention is Mother Nature, and how to place her as the central figure in every architects design.

    UAP national president Rozanno Rosal, in a statement to Inquirer Property, cited that the human beings past and current activities have left a significant footprint on the planet and on nature, and that Earth seems to be lashing back at man for the wanton destruction of the environment.

    As inhabitants cannot turn things around anymore, architects can, however, adapt and help mitigate the effects by rethinking our relationship with the Earth, knowing that it is our very lives at stake in this endeavor in the way we design and do things in the exercise of our profession, he said.

    UAP added that its members have openly expressed their intentions to create responsible, sustainable designs, which would effect positive changes for many generations to come.

    The convention, which hopes to generate the most innovative and creative ideas for environmentally responsible architecture, will be discussing topics such as: 1) Survival architecture; 2) Emergency architects 3) Architects and innovation, harnessing untapped resources; 4) Architecture as a platform for nation building; 5) A plea for sanity: Eat arts; and 6) Uniting stakeholders in building Catholic churches. It will also host seminars of international professionals.

    The business of architecture will also be discussed. Topics in this category include: 1) Keeping the straight path: professionalism and ethics in practice; 2) Archion architects: out-of-the-box practices; 3) future-proofing the design practice; 4) The building blocks of an architectural firm; 5) Managing an architectural office; 6) The practice: getting projects; 7) Law: Its all Greek to Me; 8) Accounting, finance and taxation for architects.

    NewBo redevelopment will add housing, work spaces

    Construction is expected to begin as early as next month on a redevelopment project that will add housing and work spaces in the New Bohemia area of Cedar Rapids.

    3rd Ward Development is planning to restore the former Kurik House on Second Street SE, a historic home flooded in 2008. The house will be moved closer to 11th Avenue SE and provideretail or commercial space on the first floor and an apartment on the second floor.

    The project also will include construction of five single-family row houses on Second Street adjacent to the Kurik House and four mixed-use, two-story work/live units on Third Street SE. The latter will provide retail, office or studio space on the first floor and apartments on the second floor.

    Don Barrigar, president of 3rd Ward Development, said the project will cover most of the square block between Second and Third streets and 10th and 11th avenues SE.

    Barrigar said redevelopment and rehabilitation effort resulted from a two-year process that included acquisition of five properties the Kurik House and four vacant properties through two requests for proposals for flood-affected city-owned properties.

    The development company worked with the Iowa Economic Development Authority, state and federal historic preservation offices and the Cedar Rapids City Council-created Czech Bohemia Neighborhood Overlay District.

    The Cedar Rapids Planning Commission will hold a rezoning hearing April 17. It will then move to the Cedar Rapids City Council for its consideration.

    Barrigar said relocation of the Kurik House and restoration work likely will begin next month. Construction of the single-family row houses is expected to start in July and the mixed use buildings on Third Street SE will complete the project in 2015.

    Barrigar said the city and the South Side Investment Board conducted studies showing the need for more and diverse housing.

    Our goal was to not only create desired live and work spaces, but also to provide these in a way that complimented the heritage already in place in NewBo, Barrigar said. We have talked with many people to make sure what we are offering is what they want in downtown live and work spaces.

    US Businesses Add 192,000 Jobs in March

    WASHINGTON, DCThe Bureau of Labor Statistics reported this morning that the US economy added 192,000 jobs in March, leaving the unemployment rate unchanged at 6.7%. Details in the report offer evidence for both optimists and pessimists about the job market.

    For the pessimists: the problem of long-term unemployment remains seemingly intractable. At 3.7 million, it changed little from February; these individuals accounted for 35.8% of the unemployed. Also March figures show that little has changed with the 2.2 million persons "marginally attached" to the labor force-that is people who want and are available for work, and had looked for a job sometime in the prior 12 months but not in the four weeks preceding the survey.

    For the optimists there are the upwardly revised figures from January and February that note that employers added a combined 37,000 more jobs than previously estimated. And there are signs that more people are searching for jobs and finding them. Also, by analyzing just the private sector job figures-government job creation remains flat-the labor market can be said to be back to its pre-recession peak.

    Specifically for March, employment grew in professional and business services, in health care, and in construction. Professional and business services added 57,000 jobs in March, in line with its average monthly gain of 56,000 over the prior 12 months. Health care added 19,000 jobs, topping slightly the 17,000 per month that has been averaged for this sector over the last year.

    Construction employment continued its upward climb in March with 19,000 new jobs. Over the past year, construction employment has risen by 151,000. Also, in the business and professional services category, architectural and engineering services added 5,000 jobs.
