KNOXVILLE (WATE) - A demolition permit has been approved for Downtown Knoxville's Pryor Brown garage.
The garage, more than 80 years old, had been a mixed use building, with retail shops on its bottom floor. It had originally been the site of a livery stable owned by Pryor Brown.
The owners of the garage, Royal Properties Inc., applied for a rezoning request last year to demolish that building and create surface parking until they could develop the site.
The permit was denied at that time by the Metropolitan Planning Commission. A lawsuit was filed over that decision.
The building's owners say the building is in poor condition and is unsalvageable.
The city says with the permit approved and no legal reason to deny it, the garage could come down at any time.

Demolition on buildings in the area of Mount Rose Avenue and Haines Road/Camp Betty Washington Road began on Thursday in preparation for the reconfiguring of the Mount Rose Avenue I-83 northbound exit and entrance ramps. The Yowza Spring Water building and the Denny's restaurant, pictured here, were among the first of several buildings to be razed in preparation for the project. (Jason Plotkin Daily Record/Sunday News)
The Yowza Spring Water site on Mt. Rose Avenue, a former gas station, is a pile of rubble.
The Denny's restaurant on Haines Road, right before it becomes Camp Betty Washington Road, is a couple of walls away from being in the same condition.
Both buildings came down in preparation for PennDOT's Interstate 83/Mount Rose Avenue interchange project. Several other buildings which housed the Budget Host Inn, Par-Tee Mini Golf, Mexitaly, Pacific Pride commercial fueling and Nello Tire's warehouse also are slated for demolition.
"All of that is leading up to construction," said Mike Crochunis, PennDOT District 8 press officer, Friday.
Crochunis said after the properties are cleared, construction on the new highway exchange will be put up for bid on Jan. 15, 2015.
Crochunis said the demolition is taking place well before construction "for safety purposes."
He said PennDOT does not want the buildings to become structurally unsafe in the interim or subject to vandalism or inhabited by homeless squatters.
Crochunis said a sewer in the area also will need to be addressed before construction.
The revamped interchange and widening of Mount Rose Avenue is to alleviate ever-worsening traffic congestion in that area.

Bice stated Einstein Medical Center has teamed up with Elon Group of Fort Washington to take care of asbestos and eventually demolish what used to be the Montgomery Hospital. Elon will then be putting in 100 senior housing units in its place sometime down the road.
Norristown Pastor John West, who also sits on the board of the planning commission, stated that he and others around him are concerned with the environmental impact of demolishing the building.
The community where Im at is very much concerned about the sale and about the demolition and about the process of the demolition. I believe there was a hearing and there were a number of people who spoke out against the approach being used for the demolition. There is (sic) also some concerns about trauma to the soil, West said.
Bice stated he didnt have to be worried about the demolition process.
I was at the first public meeting when I heard them say no explosives would be involved, and I did hear there is a second public meeting scheduled just for the residents of that area, she said.
West explained there are also a number of concerns that the developer buying the land doesnt have the funds to build the 100 senior living apartments and Norristown will just end up with a vacant lot.
Bice said Einstein and the Elon Group have an agreement of sale in place, but no monetary action has taken place and the agreement of sale is not contingent on finding funding.
The transactional issues are not issues the planning commission weighs in on. The transaction issues are things Norristown needs to figure out. The planning commission would deal with the zoning issues that will come when Elon begins to develop the land.
Bice announced the work being done from Markley Street to Elm Street is expected to be completed by 2016. Continued...

Buyers' enthusiasm for green building has failed to keep pace with a recovering home-construction market, area builders say.
Instead, "customers' interests have gone from green' to energy efficiency," said Robin Hackney, who with husband Dean owns Horizon Builders in Wilmington. Coming out of a deep economic slump, buyers are seeking to save money particularly to keep utility bills to a minimum.
That desire coincides with stricter building codes, adopted in 2012, that have builders constructing more efficient homes.
So, though buyers may not seek out green, the road to energy efficiency is definitely that color.
"With the new energy code changes that occurred in 2012, a lot of the new construction is actually meeting the consumer's preference and demands for green' items such as envelope leakage reduction, duct tightness, window performance, wall insulation, and lighting efficiency," said Cameron Moore, executive officer of the Wilmington-Cape Fear Home Builders Association.
"What all this boils down to is more energy efficiency, which in return gives the buyer more savings in the way of their power bill," he said.
"It seems like energy efficiency translates into dollars and cents, and that's what they are after," said David Thomas, whose D.P. Construction in Wilmington specializes in historic restoration.
"We're doing the Gov. Dudley house," Thomas said, explaining that the 10,000-square-foot building in downtown Wilmington had a dozen furnaces or heat pumps. The answer was geothermal heat.
People are interested in saving money, and if geothermal, good insulation or LED lights achieve that, they'll pay the price, Thomas said.

When viewing installation art, you are not just admiring the details of the piece. You are also getting a feeling from being surrounded by the piece.
It's an experience that can make you feel like you're somewhere else.
When viewing the work of sculpture artists Barbara Sorensen and Dan Gunderson, you will be taken to another environment by one artist while you are taken to another state of mind by the other.
"Site Specifics," featuring the work of Gunderson and Sorensen, is on display at the Polk Museum of Art in Lakeland until June 7.
Installation art pieces are works constructed specifically for where it is being exhibited, often incorporating elements of the site as well.
Gunderson of Deland and Sorensen of Winter Park have spent the last two weeks transforming the main galleries, the lobby and the outdoor gallery to showcase their work.
Sorensen's work features very natural elements and inspiration, while Gunderson's work is comprised of found objects specifically toys often found in fast-food children's meals.
"Installations have always been around, but recently they've kind of seen a renaissance in the art world," said Adam Justice, curator of art at the Polk Museum of Art.
This is also a special exhibition for both artists, as Sorensen is a former art student of Gunderson.
