    Rat-infested river bank owners accuse Bolton Council of trespassing

    THE owners of a rat-infested river bank besieged by fly-tippers have accused Bolton Council of trespassing on their land.

    A long-running legal row between the council and 91-year-old Tom Taylor, whose Cardiff-based daughter Caroline Taylor, aged 60, owns the land, has stalled the clean-up operation.

    The land, just off Croal Street, resembles a landfill site after mountains of putrid waste, bin bags, beer cans, old toys and furniture were dumped illegally.

    Bolton Council is investigating the fly-tipping and hopes to make prosecutions but insists Mr Taylor is responsible for clearing up the waste.

    The council uses his land to access the underside of the bridge and installed a gate into a wall in Croal Street in 2005 without informing Mr Taylor, who bought the land in 1982.

    A spokesman for the council said it can use the land under section 291 of the Highways Act 1980, and that this use gives it no responsibility to clear up the waste.

    Mr Taylor disputes this and claims the wording of the act which gives councils the right to access land on, over or under their own property, which the bank technically is not renders them guilty of trespass.

    The council first wrote to Ms Taylor in July, 2010, and informed her of its use of the land in April 2011 .

    The air quality in parts of Peninsular Malaysia and Indonesia continued to deteriorate sharply yesterday as a result of open burning and land-clearing bush fires in the face of an unusual dry spell.

    People in Selangor, particularly, were left choking as the Air Pollutant Index (API) soared yesterday, and Klang authorities have ordered schools to close today.

    Reports said Port Klang recorded a "very unhealthy" API reading of 203 as at 1pm. Twelve other areas, including Kuala Lumpur and other major towns in Negeri Sembilan and Malacca, recorded readings of between 113 and 145.

    API readings of 0-50 are considered good, moderate is from 51-100, unhealthy is 101-200, very unhealthy is 201-300 and levels exceeding 300 are dangerous.

    Officials here blamed the worsening haze on open burning in Malaysia, with the director-general of the Meteorological Department, Datuk Che Gayah Ismail, disclosing that more than 600 open burning spots were recorded nationwide on Wednesday.

    "Yes, the smoke and haze are still caused by us," she told the Malaysian Insider website yesterday. "If the wind direction changes now, we will be in trouble. The haze will be much, much worse if that happens." She also said the wind direction made it impossible to blame Indonesia for the unhealthy air quality in Malaysia.

    Gunvor Tiburzi, 93, artist, model, decorator

    Gunvor (Gunny) Inga-Britt Tiburzi, 93, of Pompano Beach, Fla. and a longtime resident of Ridgefield died with family members at her side on March 3.

    Ms. Tiburzi was born in Stockholm, Sweden and immigrated to the United States in the 1930s. She was an accomplished artist, model, interior decorator and homemaker.

    She is survived by her daughter Anita M. Tiburzi- Johnson, son Allan R. Tiburzi and daughter-in-law Karen N. Tiburzi, daughter Bonnie Tiburzi Caputo and son-in-law Bruce F. Caputo and grandchildren, Wendy C. Tiburzi Yancey, James W. Johnson, A. Anthony Caputo, B. Britt Caputo and five great-grandchildren.

    Ms. Tiburzi is predeceased by August R. Tiburzi and her grandson Michael A. Tiburzi.

    Prominent family's Briarcliff mansion destroyed in fire

    KANSAS CITY, MO (KCTV) -

    A prominent family's palatial home with panoramic views of downtown Kansas City was destroyed in a fire.

    The loss is estimated at $5-8 million.

    Charles and Patty Garney built the Briarcliff development on bluffs just north of the Missouri River and their nearly 15,000-square foot home was a focal point. Motorists could see the home as they drove north on Highway 169. The home had verandas offering sweeping views, and the Garneys often hosted fundraisers and other events for prominent politicians at the home.

    Charles Garney is a businessman. He and his wife are prominent civic leaders in Kansas City, and are well-regarded for their gracious hospitality and support of charitable organizations. Patty Garney became emotional when surveying the damage during daylight hours Friday morning.

    The couple had been at the Big 12 tournament at the Sprint Center, but were home when the flames erupted just before 11.

    Patty Garney told firefighters she saw a glow from a skylight, and realized it was fire. She quickly woke up her husband. They along with their dog and a house guest escaped.

    Patty Garney said she wants a thorough investigation.

    The exact cause is under investigation, but the three-alarm fire is believed to have started in an attic area. Almost the entire slate roof is gone.

    "I saw where it started and I don't know exactly what started it," Charles Garney said. "My guess is electrical wiring that caught some combustible material that caught that stuff on fire."

    KANSAS CITY, Mo. A Northland mansion was consumed by flames late Thursdaynight; the fire possibly starting in the electrical wiring, and now a prominent Kansas City family must deal with the loss of everything they had inside.

    The fire started at about 10:30 p.m. at the home of Charles and Patty Garney in the 4200 block of N. Hickory, which had an estimated home value of $4.2 million. The Garneys are well-known among Kansas City leaders for their civic and charitable activities in Kansas City. They say they built the home to entertain crowds for fundraising events.

    Mrs. Garney was the first to notice the fire and told her husband and a friend, who was staying with them. She saw the flames in the skylight and woke everybody up and got them out of the home theyve lived in for about 20 years.

    Just kind of stood here and watched it burn but were safe so thats the most important thing. And our friends were here last night for us and theyre going to be here for us so we just have to figure out what were going to do, said Patty Garney.

    Firefighters think the fire originated in the attic and was burning for some time before the Garneys and their house guest arrived back home after a night at Sprint Center. When firefighters arrived, the home was fully engulfed in flames and firefighters called out three alarms to bring it under control.

    They faced challenges due to the strong winds, which spread embers to neighboring homes.

    The Garneys, through their company, Garney Construction, developed much of the Briarcliff commercial area.

    Because of the massive area, firefighters expect they may have to remain on the scene for 24 hours.
