VALPARAISO | The debate over the starting date of the tax abatement at Porter Regional Hospital became even muddier Tuesday as a result of a smaller, medical office building at the site not owned by the hospital.

Porter County Councilman Jim Biggs, R-1st, held a news conference to share his research that found The Sanders Trust realty firm in Birmingham, Ala., was chosen over 20 companies for the right to develop the 60,000-square-foot building.

This development approach was not discussed when the 10 years of tax breaks were awarded by the County Council in 2009, Biggs said. There is nothing in the agreement indicating the hospital's intention to include more than its main building. The building permit for the medical office structure was issued in the name of the hospital, he said.

Biggs questioned whether the construction and jobs reported by the hospital to meet the obligations of the abatement included positions associated with this outpatient building.

"The degree of clandestineness on the part of the hospital regarding this matter is concerning to say the least," he said.

Biggs said he intends to ask the County Council not to extend the tax breaks to the outpatient building. Council President Dan Whitten, D-at large, agrees.

Whitten said the abatement's intention was to give the tax breaks to the hospital and not other developments attracted to the area.

Steve Hewett, senior vice president of The Sanders Trust, said his firm holds majority ownership of the outpatient building, with the balance owned by other investors, made up mostly of physicians doing business at the site.

The land is owned by the hospital, he said, which is a common arrangement for the firm in its other projects around the country.

Officials at Porter Regional Hospital declined comment Tuesday.

Description Instrument Designer

Provides expertise for the completion of capital and/or maintenance projects in the Instrument Design discipline in order to ensure safe, economical, constructible and maintainable designs.

Responsibilities

The Senior Instrument Designer is responsible for all instrument aspects on multi-discipline projects. Develops scope, cost estimate, schedule, design strategy and determines resources needed on instrument projects. Applies engineering principles in discipline of competency, as assigned by SME with some direction. Performs engineering / design calculations, sizing and selection of instruments. Prepares basic specifications detailing performance requirements, specific components, design requirements, applicable design codes, and vendor drawing requirements. Prepares MST's for inquiring and ordering instrumentation. Prepares sketches and performs calculations for a specific segment of a project. Evaluates vendor bids and drawings to assure compliance with specifications. Designs instrument systems that are safe, reliable, economical, constructible, and maintainable in accordance with Client standards and work processes. Systems will include both new installations and modernization of existing facilities. Systems will incorporate multiple areas of instrument technology. Coordinates the activities of designers / drafters to accomplish instrument design of projects. Uses instrument computer design tools to create complex detailed design drawings and documentation used for construction bid packages. Exchanges technical information with peers, other engineering disciplines, and suppliers. Evaluates Client design standards for correctness, applicability, and relevance to particular instrument installations. Submits Management of Change (MOC) documents to correct existing design standards or to create new ones. Provides engineering field support on construction projects when requested by the Owner's Representative or plant. Reviews and checks inner discipline bid/construction packages prepared for issue. Attends and participates in project team meetings, including final team check.

Shift Hours: F/T, Mon-Fri, 7:30A-4P

Qualifications

4-6 years experience as an Instrument Designer Technical: Has a thorough knowledge and understanding of instrument sizing and selection programs, instrument specification and procurement programs, instrument databases, wiring methods, and accepted installation practices including global installation details. Computer Competency Skills: Has a high competence level in SPI - Smart Plant Instrumentation (Intools), MicroStation and 3D Modeling and an intermediate level of competence in Microsoft Word, Excel and Access. Organizational: Has the ability to create complex detailed design drawings and documentation used for construction bid packages and for inquiring/ordering instrumentation. Personal: Must be able to work with and get along with others with diverse backgrounds. Must be able to exchange ideas and information one-on-one and in a group.

Specific Knowledge and Skills Superior skills in instrument design and bid package development using Instrument Computer Design Tools. Has the ability to plan and organize work effectively while working on several projects simultaneously. Has good knowledge and understanding of relevant Corporate Safety and Loss Prevention Principals.

Cases heard at Coventry Magistrates Court on Friday, January 17, included:

Pawel Maj, 35, of Freeman Street, Foleshill, admitted taking a vehicle without consent and causing an accident, driving with the wrong licence and no insurance, and failing to provide a breath test. He received a 12-month community order with 80 hours unpaid work and programme and supervision requirements, banned from driving for 12 months, and told to pay a 60 victim surcharge and 85 costs.

Alla Semjonova, 26, of Virginia Road, Hillfields, admitted breaching a community order by failing to attend unpaid work. She received an extra 14 hours unpaid work and told to pay 40 costs.

Brian Thomas, 41, of Cavendish Road, Tile Hill North, admitted possessing cannabis. He was conditionally discharged for six months and told to pay a 15 victim surcharge and 65 costs.

Damien Williams, 23, of Weymouth Close, Willenhall, admitted breaching a suspended sentence by failing to attend unpaid work. He was jailed for 12 weeks.

Saad Karim, 35, of Northey Road, Foleshill, admitted two counts of being knowingly concerned in a fraudulent evasion of duty chargeable on cigarettes, and possessing and transporting a quantity of unmarked cigarettes. He was jailed for 12 weeks, suspended for 12 months, with 180 hours unpaid work, and told to pay an 80 victim surcharge and 85 costs.

Justin Peacey, 21, of Roseberry Avenue, Bell Green, admitted driving with no insurance. He was conditionally discharged for 12 months, given six points, and told to pay a 15 victim surcharge and 85 costs.

Jadviga Bradford, 37, of Staunton Road, Leamington, was found guilty of breaching a non-molestation order by attempting to send a letter. She was jailed for six weeks.

Cases heard at Coventry Magistrates Court on Monday, January 20, included:

Daniel Purves, 18, of Sutherland Avenue, Mount Nod, admitted breaching a youth rehabilitation order. He received a four-week curfew and 60 hours unpaid work.
