Every day, fire agencies in Sacramento County are faced with medical and traumatic emergencies that threaten the lives of individuals and require medical treatment in the field and at a hospital.

These emergencies run the gamut from your neighbor mowing his lawn and experiencing chest pain, to a young soccer player suffering an asthma attack during a game. Responding to emergencies and treating patients has been occurring for hundreds of years; however, it was not until the late 1960s that the 911 system became our nationally recognized method for requesting help and paramedics brought advanced medical care to patients in the field.

The Cosumnes Fire Department (CSD) provides 24-hour, seven days a week, 365 days a year service to the cities of Elk Grove and Galt, and they protect more than 157 square miles of southern Sacramento County.

The CSD provides fire suppression, emergency medical care and transportation, rescue, hazardous materials, and fire prevention services to the 185,000-plus community members and to the countless visitors to the area. They respond to approximately 15,000 calls for service annually out of eight fire stations - six in Elk Grove and two in Galt. Station locations are determined based on response times and the ability of the department to get an adequate number of personnel and appropriate equipment to the scene in a timely manner.

Eight fire engines, carrying water, hose, and medical equipment, are staffed by three personnel; one fire truck, carrying ladders, rescue equipment, tools, and medical equipment, is staffed by four personnel; and six ambulances, staffed by two personnel each, provide advanced life support and transportation to patients throughout the jurisdiction.

The number of fire engines, fire trucks, and ambulances that are dispatched to an emergency incident is based on the type of emergency and the potential risk to the citizens and responders. For example, a reported structure fire will have four engines, two trucks, one ambulance, and two command officers (a minimum of 22 personnel) dispatched to the incident. Oftentimes, this is an inadequate number of personnel or equipment to safely rescue the occupants and extinguish the flames. On the other hand, a medical emergency in a residence will have one ambulance and one engine or truck (a total of five personnel) dispatched to the incident.

Why do we send a fire engine to a medical emergency?

Sending a fully equipped fire engine or fire truck to a medical emergency may seem excessive. A typical emergency medical response requires five personnel to effectively assess and treat the patient, move and prepare the patient for transportation, and transport the patient to the appropriate emergency facility. In order to get five personnel on scene, an ambulance plus an engine or truck are dispatched. In critical cases, personnel from the engine or truck travel with the ambulance personnel to the hospital to assist with patient care.

Fire departments are funded in a number of different ways; however, the primary source of funding is typically through taxes both property and sales. The Cosumnes Fire Department is an independent California special district; as such, it does not receive any sales tax revenue and is funded by both residential and commercial property taxes, and from voter-approved special taxes or assessments. Property tax revenue comprises approximately 72 percent of the departments budget revenue.

In Dubai, the unwritten rule is: If it doesnt exist in its natural form, dig, scrape or shape it until you have an amusement park-style copycat of -- or improvement on -- the real thing.

Soon, that rule will apply to a large manmade lagoon that has the same clarity as a swimming pool: In other words, a lake that nature might have formed if it had a board of directors.

As Dubai has made the leap from desert backwater to glittering metropolis, the Persian Gulf emirate has accrued some of the most prodigious and over-the-top works of modern engineering on Earth. To lure outsiders to a seemingly uninhabitable swath of Arabian sand required creating desirable amenities from scratch, including comfortable climates, on a micro scale. Along the way, Dubai has elevated the concept of the artificial environment to a new level.

There have been complications in this remastering of nature, including staggering energy shortages and tourists swimming amid raw sewage, but Dubai remains undaunted in its quest to become one of the worlds most cutting-edge luxury destinations.

The citys latest venture is a colossal, artificial lagoon, fed from brackish groundwater, that stretches across nearly 90 acres of desert. The huge water feature, which has a surface area equivalent to some 330 Olympic swimming pools, is the mainstay of a $7.1 billion development project in Mohammed Bin Rashid City, in the heart of Dubai, and, when complete, will be the largest manmade lagoon of its kind in the world.The first phase has been completed, and the full 90-acre project is expected to be done by 2020.

The company behind Dubais latest indulgence is Chile-based Crystal Lagoons, whose artificial lagoons have cropped up across Latin America and the Middle East and have just begun to make their way into the U.S. market. The concept is that beachfront property can be created that includes the uncomplicated comfort of a massive swimming pool -- but with fewer chemical additives, on a scale that enables residents and tourists to enjoy water sports like kayaking and even sailing.

Not surprisingly, developers say the revenue potential is huge; promoting their projects is part of their job. But others in the industry say such carefully regulated manmade water features do hold the potential to be the next big thing in residential development, much as golf courses once were.

Developers are getting more sophisticated in how to deploy this as a business tool, Kevin Morgan, chief executive of Crystal Lagoons U.S. subsidiary, Crystal Lagoons USA Inc., told International Business Times.

Crystal Lagoons enormous water projects havemade headlines before for their dramatic appearance. Since it completed its first large lagoon project in Chile 17 years ago, Crystal Lagoons has worked on dozens of similar projects and has hundreds more in various stages of development, including one for a planned community in Florida called Tradition Florida where groundwater will be used to fill the lagoon. The latest Crystal Lagoon opened this year at a resort in Cabo San Lucas, Mexico.

Kulim (M) Bhd says its re-entry into Indonesia last October is expected to expand its oil palm land-bank by some 40,000ha in central Kalimantan and also accelerate its new planting programme.

Kulim chairman Kamaruzzaman Abu Kassim said that the target planting for 2014 was 500ha. The first 500ha of land clearing for a new planting programme, along with the setting up of an 80ha oil palm nursery, will commence in the third quarter of this year.

Following that, the new planting programme will facilitate between 5,000 and 7,000ha per year.

The groups move to secure additional land-bank via its 74 per cent stake in PT Wisesa Inspirasi Nusantara is key to growth for its plantation segment, he said after Kulims AGM and EGM yesterday.

As we expand our oil palm land-bank, we remain resolutely focused on managing our cost of production to maximise margins and profitability, while at the same time abiding by the principles of sustainability, Kamaruzzaman said.

He explained that owing to limited land in Malaysia, Kulim needed to diversify its geographical presence into other locations. Currently, Papua New Guinea and the Solomon Islands remain the key driver for the group, contributing 90 per cent to revenue in 2013.

He said Kulim would be entering a new dimension in its ventures, as the group, together with Indonesian business partner PT Graha Sumber Berkah, would explore strategies to take advantage of the Indonesian governments decision to liberalise the oil and gas (O&G) sector by offering blocks to foreign investors.

Kulim is already involved in the support sector of the O&G industry in Malaysia via E A Technique (M) Bhd (EATech) and Danamin (M) Sdn Bhd.

Interior designer and stylist Thomas Rootswho has collaborated with the likes of Oprah Winfrey, Johnnie Cochran and Shemar Mooreis bringing a new venture to Jackson that promises to give clients a new sense of flair.

Roots, 43, is hosting the grand opening of his business, Interior Motives Design Studios (295 Highway 51, Ridgeland), Thursday, June 26. The store will feature clothing for men and women as well as furniture. It will also be the home base for Roots' services, including interior design, home staging, wedding planning and event organizing.

The Jackson native graduated from Lanier High School before studying at Hinds Community College and Belhaven University. He graduated from Belhaven with a bachelor's degree in business administration in 1992.

After leaving college, Roots began to develop a clientele using his keen eye for design and his mother, caterer Annie Roots, as a resource. He had already started doing freelance work in 1991, and by 2008 he was ready to open his own business, The Savoy Boutique & Salon.

Using his gift to service the community, Roots participates in Dress for Success, a nonprofit organization that prepares women for employment. He also does work for the National AIDS Project and the Salvation Army, and recently coordinated Mayor Tony Yarber's inaugural ball.

Angelique Lee and Katherine McLeod, members of the Interior Motives design team, have collaborated with Roots to furnish living rooms, master bedrooms, college apartments and the office of Judge James E. Graves Jr.

"(Interior Motives is) unique because it has a collage of everything," Roots said. "IM's focus is on servicing the Jackson metro area with designer items at a reasonable price."

At the grand opening, the doors will open at 6 p.m. for local interior designers, and for the general public at 7 p.m. Chef Nick Wallace will serve food and drinks for all guests.

Creating something out of the ordinary is getting more challenging for the furniture industry. As interior designer Sigvard Jigs Adefuin ventures into opening a store at LRI Design Plaza, he is faced with the tough task of producing furniture that strikes an emotional resonance with the users.

Called Sigvard Collections, it is designed to suit several taste preferences. Although there are different home settings that represent various styles, from neoclassical to pop, the designs are familiar. Furniture pieces are also well-crafted by artisans from Pampanga.

Adefuin described how his store came about. Since existing stores couldnt provide the styles clients wanted or offered items that were way beyond their budgets, he thought of a setup in which he would design the furniture, source the upholstery and have them customized.

We aim to give the clients value for their money, said the designer. For instance, a sofa, made of walnut leather and rich velvet upholstery, fetches P21,000.

BLACK satin-finish tabletop brings out the glassware and silver, and contrasts the Arturo Luz painting, which is part of Sigvard Collections.

Adefuin said his clients ideal home should exude a warm, welcoming and polished look. Hence, designs cater to what appeals most to Filipinosbrown wood, timeless styles and sleek, rounded corners that evoke intimacy.

Some designs inject Art Deco influences such as geometric patterns and seats that are somewhat curved inward. Others are imbued with French characteristics such as delicate, feminine lines and curvaceous legs and Tuscan fluted edges and rustic finish.

For clients with modern tastes, there are streamlined styles, flat-armed sofas, and ottomans suitable for condominium living.
