The GSMA, the London-based association representing mobile network operators worldwide, has moved into a new headquarters designed by Engine Room, the architecture and design group based near Ipswich.

Engine Room, from Martlesham Heath, secured the project with initial designs that answered the GSMAs brief to develop a more flexible and agile working space.

ALBANY At a private service on the College of Saint Rose campus, students prayed Saturday for the safe return of the freshman mathematics major who vanished earlier this week.
Connor Trapatsos, 17, of the Rochester suburb of Fairport, was isolating himself in his dorm room at Brubacher Hall in the weeks before his disappearance, his roommate told NewsChannel 13.
"He didn't really leave the room much, and it seemed like he was very withdrawn," freshman Tiernan Foley said. "He wasn't getting out of bed. He wasn't leaving at all. He didn't go to the dining hall."
Foley last saw Trapatsos on Wednesday morning. He reported the teen missing on Friday, noting that Trapatsos left his cell phone, keys, wallet, and prescription medication in the room.
"Within an hour, [authorities] were doing full sweeps," freshman Kaylee Nassiri said. "They searched my room, searched the closet, under the bed, as well as everybody in my hall."
In addition to searching St. Rose, UAlbany, and the surrounding neighborhood, authorities issued a NYS Missing College Student Notification to law enforcement agencies and hospitals statewide.
POLICE: FOUL PLAY NOT SUSPECTED
Investigators believe Trapatsos "decided to leave" for some reason, Deputy Chief Aran Mull of the NYS University Police Department told NewsChannel 13. Foul play is not suspected, he said.
Trapatsos may have been walking west on Route 5 or Route 20 toward Rochester, Mull said. Roadside messaging has been activated to notify the general public about his disappearance.

In the Clovis-Carver Public Library, tucked down a long hallway just past the fireplace, is the Southwest Room.
In this quiet room one will find a desk, historic maps hanging on the walls and many shelves of books devoted to preserving the stories and voices of the region.
Its important to show how proud we are of the part of the world we live in, said Margaret Hinchee, the library director. And its nice to have it separated into this collection because then people wanting to research anything in the Southwest can just come in here.
Some of the expected titles in the room are related to cattle, railroads, travel guides and regional art, but this room also features books that preserve diverse voices and debate politically charged subjects such as border patrol, water politics and crime.
One intriguing title a library patron may stumble upon is by anthropologist Alice Marriott, written in 1953 The cow business is a damn fine business for men and mules, but its Hell on Horses and Women.
I think in addition to the history of the Southwest we have a commitment to the history of the founding of this part of the country, and I dont think people realize that our collection is that diverse, Hinchee said.
Some of the most frequently checked out books in the room are travel guides, picture books and tales of ghost towns, she said. But for her personally, a particular kind of book stands out.
One of the things that I have checked out of here are biographies of people who have traveled the Santa Fe Trail. And I think thats kind of fascinating, Hinchee said. I think I was a pioneer in a former life.

1. Ebola and malpractice tort reform:
As we all now know, the death of Dallas Ebola patient Thomas Eric Duncan was preceded by what might have been a fatal mistake made by emergency-room doctors or nurses at the Texas Health Presbyterian Hospital. Although he showed up at the hospital complaining of Ebola-like symptoms and reportedly told a nurse that he had just arrived from Liberia, he was sent home with antibiotics.
That mistake has already sparked widespread speculation about a malpractice suit that Duncans family could bring against the hospital and its staff.
However, in addition to the conventional legal questions about whether Duncans family could prove that his release and the delay in his treatment caused his death, the family has another problem: the law governing malpractice cases in Texas.
As this Reuters report notes:
In other words, tort reform in Texas means you cant sue a doctor or nurse for making a mistake, even a stupid, fatal one. Or even one that might end up causing multiple fatalities if Duncan gave the virus to others after he was allowed to leave the emergency room.
For me, that makes this case a great way to take another look at tort reform, from lots of angles.
Would polling tell us that most people think the erring doctor or nurse should be able to be sued? Or would polling tell us that people think Texas legislators were right to protect doctors, nurses and their hospitals from legal harassment by reining in the trial lawyers?
Indeed, the facts of this case seem to present a fresh way to debate whether doctors or nurses, who make honest mistakes under pressure in an emergency room, should be shielded from suits. Because for every suit involving an awful mistake like this one, there could be more suits involving honest judgment calls that turn out to be wrong. Or even turn out to be right but are brought because the outcome was tragic and the lawyers think they can force a settlement?
Texas tort-reform law has been on the books since 2003. Has emergency-room care in the state declined in any noticeable way because, as the plaintiffs lawyers always claim in fighting tort reform, doctors know they are not nearly as likely to be held accountable in court?

The Fodder & Shine building site is a frenzy of construction, with contractors of all sorts trying to make a deadline for a soft opening for the Florida Cracker cuisine restaurant in early December, thus adding yet another funky destination to the growing lineup hot restaurants in Seminole Heights.
It was about a year ago when I last wrote about all the new places trying, hoping, praying to open up in Seminole Heights, the quiet bungalow neighborhood thats long been thought of as the next Hyde Park.
Now, lots of those places and a few more are expanding, opening or just about to: craft beer bars, coffee shops, liquor distillers, vegan/organic cafes and upscale sandwich shops where lamb shank is a core part of the menu.
Our goal is to show that passion of a chef-driven restaurant, said Michelle Baker, who with her husband and chef Greg Baker co-owns Fodder & Shine, along with The Refinery restaurant. There is nothing that doesnt grow in Florida, and we have some brilliant farmers. Our goal is to bring that, and classic Cracker cuisine-style recipes, back to life.
For sure, South Tampas dining scene is doing just fine, and corporate branded restaurants in the West Shore District are money-making operations. But whenever I talk with the power brokers and development honchos in Tampa, and I ask where they like to eat, more than a few get a glint in their eye and say something like, We just found this amazing place in Seminole Heights. Have you heard of it?
And to me, one of the surest signs that a neighborhood has reached a tipping point from perhaps a bit sketchy to a blossoming barrio are the cars parked out front. On any given night, the streets around Rooster & tThe Till, Ellas AmericanAmericana Folk Art Cafe and The Refinery are lined with BMWs, Range Rovers, Jaguars and perhaps a Bently or two.
Soon, there will be even more places for these brave foodie explorers to go:
At Fodder & Shine at 5910 N. Florida Ave., the menu will feature a long list of Florida-centric foods, from Yellowhammer steaks (from the centuries-old Florida breed with massive horns) to seafood from the Gulf and vegetables from local farms. The owners have a strategy of buying whole farm fields full of veggies, then bringing them to the restaurant for 24-hour canning sessions so chefs can pull them from Mason jars all year long. Besides an expansive kitchen and canning room, there will be an open-air patio, pool tables, classic arcade games, an expansive bar/lounge and plenty of room for expansion.
Angry Chair Brewing at 6401 N. Florida Avenue started brewing on Oct. 3 and is already stocking barrels of advanced and creative beers. That includes 30 barrels of Ascension IPA, 20 barrels of a German-style salted wheat beer and a hoppy red ale. Its public space is nearly ready, and operators hope to open the first week of November with a half-dozen beers made on site and plenty more other local brews alongside. Were going to brew beers we like to drink, said co-founder Ryan Dowdle. Owners of the vegan and organic-focused Delicious Surprise restaurant plan to fully open their space in November at 5921 N. Nebraska Ave. in a former sandwich shop/former bodega/former gas station. A fundraising drive on GoFundMe helped get them off the ground, and soon theyll be serving healthier plant-based classic American comfort foods, said owner and founder Michelle Ehrlich. That means customizable bowls, but also veggie burgers, and pizzas and milkshakes, but all plant-based and no animal products, all from as many local sources as possible.

WALLINGFORD More restaurants could be coming to the Lowes property on Route 5 adjacent to the Chick-fil-A under construction.
A Massachusetts company is seeking a special permit to build one standalone restaurant with a drive-through window and another building with two spaces for restaurants. Infinity Route 5 LLC submitted an application to the Planning and Zoning Department earlier this month.
The company wants to build two buildings in the northwest corner of the Lowes Home Improvement parking lot at 1094 N. Colony Road.
The plan calls for construction of a 4,530-square-foot restaurant with a drive-through. A second 3,800-square-foot building would includes two storefronts 2,200-square-feet and 1,600-square-feet that can be leased for a restaurant. If a restaurant cannot be found, the building will be designed for retail.
Town Planner Kacie Costello could not be reached for comment Tuesday.
The companys application did not mention specific restaurants. Bernard Devine Jr., Charles Irving III, and Andrew Rockett are listed as the managers of Infinity Route 5, according to state records. They could not be reached for comment Tuesday.
Andrew Manning, of Boston-based WFS Development, said tenants have not been selected. The plan is for businesses to open next year
We were talking to various people and obviously restaurants were on the application with potentially some retail uses as well. That would be a good mix for that area, Manning said Tuesday. Leasing is underway.

A JUDGE told a plumber he was fortunate to be supported by his family when he spared him an immediate prison sentence for cannabis offending.
Giving him a six-month suspended term, Judge Gary Burrell QC told Robert Luffman he had come within a whisker of going to jail for quite a long time.
Southampton Crown Court heard how Robert Luffman had been stopped in a car by police who recovered four bags of cannabis.
Prosecutor Tammy Mears said that put the 20-year-old in breach of a suspended sentence imposed for attempting to take class A drugs into the Boomtown Festival near Winchester last year.
Luffman, of Haddon Drive, Eastleigh, had admitted possession with intent to supply on the basis he was funding his own habit and only supplying close friends.
In addition to the suspended sentence, he also received 12 months supervision and a sixmonth drug rehabilitation requirement.
In mitigation, Andy Houston said Luffman had been addicted to cannabis but after his arrest he had spent seven weeks on remand and was now clean of drugs.

A TWEED plumber who was convicted of fraud last year has launched an appeal.
Wade Francis Morley, 45, of Mooses Plumbers and Gasfitters, pleaded guilty last November to dishonestly obtaining financial advantage by deception.
Between October 20, 2011 and July 23, 2012, Mr Morley submitted Queensland Government solar hot water rebate forms on behalf of Park Hill Electrical without their permission.
During this time, he forged the signature of the electrical company's owner, Tim Stenner, 105 times.
Mr Morley appeared in Byron Bay Local Court last week to appeal against his conviction.
The matter was adjourned to appear before Lismore Magistrates Court on November 7.
Mr Morley is still able to operate as a plumber; according to the NSW Government Licensing Service, his Tweed-registered licence has remained valid.
When he pleaded guilty last year, Mr Morley was sentenced by Magistrate Michael Dakin to 300 hours community service and was given a 25% penalty reduction for an early guilty plea.
