Three offences in Westport lead to $4,500 fine for Wellington plumber
A Wellington plumber has been fined $4,500 at the Porirua District Court, following investigation into work carried out in Westport.
In a judgment released today, by the Plumbers, Gasfitters and Drainlayers Board (PGDB) it was revealed Michael Guy had been convicted on a total of three charges.
One charge was for carrying out sanitary plumbing in a manner dangerous to life, and two charges were for carrying out sanitary plumbing without authorisation.
Mr Guy pleaded guilty to all three charges of carrying out sanitary plumbing outside the limitationsof his authorisation issued by the Board.
Mr Guy failed to ensure that his work was adequately supervised at the two homes in Westport where he carried out the work. His authorisation required him to have a supervisor to test and check the work was done competently and in compliance with the building code.
In each home, he did work on the hot water cylinders including installing a tempering valve onto the open vent line of a hot water cylinder connected to a wetback. The work did not comply with regulatory requirements and was not checked by his supervisor.
Noncompliant work of this nature creates a health and safety risk to the consumer and could result in implosion or explosion and serious injury. In one case the hot water cylinder did implode as a result of the tempering valve installed. Reimbursement to the property owner for the damaged hot water cylinder was made by Mr Guy.

EAGLE A local plumber and grandfather admitted to felony sex assault on a child.
Rhett Enlow, 59, pleaded guilty Wednesday to criminal attempt to commit sex assault. Enlow owns and operates Call a Plumber.
During Wednesdays hearing, Enlows teenaged victim and his father declined to make a statement.
For his part, Enlow attempted to apologize.
I ask that (the boy) and his family accept my apologies. I am extremely sorry, Enlow said after he pleaded guilty.
Deputy District Attorney Rebecca Wiard prosecuted the case, and expressed concerns about Enlows statements during his psychosexual evaluation that it was consensual.
I want the court to understand that this was never consensual at any time, Wiard said. He (the boy) was vulnerable because this was a man he trusted as something of a second father. This has been incredibly difficult for him.
Enlow was one of the boys fathers best friend, and was trusted to look after the boy, Wiard said.
This has been a huge impact on both him and his dad, Wiard said.
Its important to them that he does some jail, that the punishment goes beyond probation, Wiard said.

The Bugmans recent column entitled Notification should be posted when dangerous pesticides are applied is very misleading and deserves a response.
Despite the ominous tone of the column, the pest control products used by the New Mexicos professional pest control industry are not dangerous when applied according to label directions, which are approved by the U.S. Environmental Protection Agency.
In fact, the overwhelming majority of products used by New Mexico pest management professionals are readily available to the general public at local grocery and hardware stores. Unlike the average homeowner, however, PMPs are knowledgeable about the pests they are treating for and experts in applying pest control products in a manner that better targets the problem pest and limits the possibility for exposure.
The Bugman also fails to mention that New Mexico pest management professionals must be licensed and examined by the New Mexico Department of Agriculture before using pest control products for hire.
In closing, the proposals the Bugman puts forward in his column are costly, unjustified and unnecessary, and akin to requiring every licensed driver to notify all residents living in a neighborhood posted with a 25 mph limit that they are driving through the neighborhood.

If you or someone you know is planning work on a pre-1978 home, please make time to take precautions against the possibility of lead poisoning.
The Centers for Disease Control and Prevention estimate that about 500,000 U.S children ages 1 to 5 have elevated lead levels in their blood. Lead paint, estimated to exist in 40 percent of the U.S. housing stock, is considered the most hazardous source of lead for U.S. children, along with lead-contaminated dust.
Even a tiny amount of lead can cause nervous system, kidney, hearing or other damage, as well as development problems. Children age 6 and younger are at special risk because they lack the developed blood-brain barrier that protects older children and adults from more severe effects.
Since 1978, the federal government has banned residential use of lead-based paint. But old paint can chip. Also, any project that disturbs old paint - such as painting, remodeling or window installation - can create dust and debris that an infant or child may inhale or ingest. That's why the Environmental Protection Agency has required, since 2010, that contractors whose work disturbs lead paint be trained and certified in proper safety techniques.
Unfortunately, our research team recently found significant discrepancies between what federal law requires regarding lead-safe home-improvement practices and what some service providers tell potential customers.
Posing as parents who wanted work to be done in their 2-year-old's bedroom in a 1920s home, our team called 150 renovation contractors. We said we wanted to know the proper ways to strip paint or replace windows, window frames and door frames. Nearly 32 percent of the contractors told us they didn't have EPA lead-safety certification. Nearly 11 percent described work practices that might actually result in lead poisoning.
In 2007, when our team conducted similar research, about a third of contractors we interviewed gave advice contradictory to federal guidelines. I'm glad there's been an improvement, but our work shows that homeowners must take matters into their own hands when ensuring the safety of their loved ones.
If you own a pre-1978 house, or your kids spend time in one, please spend the time and money it takes to ensure that a home improvement project doesn't create a health hazard:
n Hire someone to test your home for lead. There are many in-home kits you can buy, but for more certainty, hire a reputable, experienced lead detection service.
n Ask any painting or remodeling contractor you're considering if the company is appropriately certified in lead-safe practices.
