NEWARK, Ohio Buildings keep toppling in Newark, thanks to a little help from the state.

The latest went down yesterday, as a 114-year-old, three-story building next to City Hall was demolished after being deemed unsafe by the citys property-maintenance and public-safety departments this year.

To date, 86 Licking County buildings the majority residential units whose owners ignored repeated code violations have been demolished since August 2012, when the Ohio Attorney Generals Moving Ohio Forward grant was made available.

Of those, 51 demolitions took place in Newark, including the Chilcote and Jones building taken down yesterday at 20/22 N. 4th Street at the intersection of W. Main Street downtown.

The building, in foreclosure, is owned by Manuel Vela. Code violations dating to 2010 have been levied against the building, none of which were ever corrected, said Joe Paul, Newarks property maintenance code official.

After numerous attempts to reach Vela for remedy went unanswered, city Safety Director Bill Spurgeon ordered the demolition.

It was a safety hazard, Spurgeon said. Something had to be done.

Demolition of the brick building was complicated by a shared retaining wall with the adjacent Arcade, a 100-foot-long mall containing a Pounders Pub and a handful of shops. The Arcade is the oldest of only eight glass-enclosed malls in Ohio.

Demolition of the Chilcote and Jones building will open up new economic development in Newark and create more exposure to the Arcade and its businesses, said Newark Development Director Mark Mauter.

Demolition plans for the former Daily Camera property in downtown Boulder have hit a stumbling block over concerns about a shared wall on the Walnut Street side and the effects from the planned 22-month construction project.

Officials for Denver-based Nichols Partnership, the developers of PearlWest the $110 million, 160,000-square-foot mixed-use project off 11th and Pearl streets say the demolition schedule for the connected buildings at 1048 Pearl St. and 1023 Walnut St. remains on track. However, property owners and occupants of 1033 Walnut St. say they're apprehensive about the direction of those demolition plans.

One of largest items of concern is the enclosing brick wall on the southeast portion of the former Camera property at 1023 Walnut.

Abutting the 1023 Walnut building's bricks to the east are steel beams and a layer of drywall for the building at 1033 Walnut. One wall of a ground-level storage area for 1033 Walnut consists of the exterior wall of the former Daily Camera building and a shared electrical panel.

At AppliedTrust's third-floor office at 1033 Walnut, portions of drywall were cut, exposing the neighboring bricks and as a result of a recent test demolition an open window into what was the Camera's former photo lab.

"We're going to have to move people out of here just so they can keep their sanity," Trent Hein, AppliedTrust's co-founder and co-chief executive officer, said of the demolition plans.

Enclosing wall mitigation was the No. 1 item on a 17-issue list that AppliedTrust and Traeger Enterprises LLC, the 1033 Walnut building's property owners, sent to Nichols Partnership officials April 1.

Other items included a request for a permanent masonry wall, alley access, communication with neighboring tenants such as Amante Coffee and The Parlour salon, and temporary office space for AppliedTrust during the nearly two-year construction period, according to the list.

"We don't have a schedule. ... We need a plan," Hein said. "We absolutely support a development in this part of downtown Boulder, but they need to work with us."

One of the bids to demolish the Old Midwest Refinery near Cedar Street on the West Side came in under the projects budget of $335,000.

The lowest bidder was Domino Construction, Inc., which bid about $301,000, but only bid on the first two phases of the demolition.

The other bidders were Laramie-based StoneHouse Inc., which bid about $580,000, and Cheyenne-based Brisco Demolition, which bid about $747,000.

Demolition is slated to be finished by the end of the year, said Tony Hoch, director of the Laramie River Conservation District.

The city opened bids April 8.

City Documents requesting bids included an addendum with the total amount of money available, and bidders were likely aware of the projects budget, said Dave Derragon, assistant city manager.

Trihydro (Corporation), through the Laramie River Conservation, is reviewing each of the bids that were submitted to make sure that they met all of the requirements asked for in the bid packet, he said. First, were determining that they were responsive for all the requests, and second, well be determining how they fit within the budget what might be accomplished.

City staff plans to recommend a bid to the City Council during its May 6 meeting, Derragon said.

The demolition project is divided into three phases. Phases one and two are slated to be the destruction of the main building, and phase three will prepare the rest of the site for the new Harney Street Viaduct, planned for 2016.
