Bids opened on Eastport demolition project - October 12, 2013 by Mr HomeBuilder

MICHIGAN CITY Eight bids for the asbestos removal and demolition of the former Eastport School building were tabulated by John Blosky of Amereco Engineering Tuesday, an engineering company working on the project.

Bids were opened by the Michigan City Board of Works Monday during their meeting at City Hall. Attorney John Espar recommended the bids be referred to the boards consultant as well as the citys engineering and planning departments for review.

Three companies, C. Lee Construction Services, Inc., ACTIN/TRI and Bechstein Construction submitted totals for less than $200,00 for either both asbestos abatement, demolition or a combination of both aspects of the project.

ACTIN/TRI Contracting, based out of East Chicago, submitted a bid for $146,867 for demolition only and gave a $188,577 estimate for a combination of that and asbestos abatement. Bechstein tallied the demolition only at $178,500, while C. Lees combination bid totaled $196,900.

Smith & Sons Excavating, Inc. ($240,000) and Ryan Construction, Inc. ($338,000) submitted bids for the demolition only.

Alternate bids for portions of the total project were submitted by seven of the firms as well. Alternate aspects included the removal of trees and sidewalk and site restoration.

Board of Estimates OKs demolition of Main Street jail and environmental open contract - October 12, 2013 by Mr HomeBuilder

The old Main Street jailhouse, which once served as the primary jail for the county but has been empty since the early 1970s, will be torn down soon.

At its meeting in Bel Air Thursday morning, the Harford County Board of Estimates awarded a $108,501.96 contract for the work to Mark J. Slowinski, owner of Griz based in Phoenix. The county will piggyback on a Baltimore County contract.

The demolition will include the removal of the old jail and additions behind the sheriff's office. The contract includes labor, removal of the elevator, plumbing, debris and any hazardous waste material, including asbestos.

"There are a lot of pigeons in there; there's a good inch of pigeon fecal matter," County Project Manager Edward P. Maley said. "There is also lead paint that is peeling and will have to be remediated."

Maley said Slowinski quoted the county a "not to exceed estimate." He said the contract contains a high estimate for all areas of the demolition and the total cost may be less than the contracted figure.

Maley said he anticipates the jail demolition to start sometime this fall.

While the jail was built in 1857, it is not listed as a historic landmark by the Historic Preservation Commission.

"Only properties designated as historic are subject to a hearing in front of the Historic Preservation Commission," Maley said. "If it were, they would have to grant permission before any changes were made to the building like adding new siding or demolition."

The three-story jail was built after the Maryland General Assembly passed an act authorizing the rebuilding of the jail in Harford County because of the increasing number of escapes and unsanitary conditions.

In 1973, the county spent $1.3 million to build a new detention center on Rock Spring Road to replace the old jail.

Demolition near Medley Centre begins - October 11, 2013 by Mr HomeBuilder

Demolition began Friday morning on buildings adjacent to the Medley Centre project on East Ridge Road in Irondequoit.

Town Supervisor Mary Joyce DAurizio said West Seneca-based E.B. Galaxy Construction was taking down the former office building at 1665 E. Ridge Road. She said the company worked to coordinate the demolition with the operating hours of a nearby Applebees restaurant.

When I left there this morning, things were going really well, she said Friday afternoon. It was just amazing that there was no dust. It was so interesting to watch them knock it down, they would take down a piece of it, then separate out the scrap and then keep breaking down the other materials, making it smaller and smaller.

DAurizio said its likely the area around 1665 West Ridge will be graded and seeded with grass next week.

Next in line for knockdown is a dilapidated house on Tiam Drive. The office building, the house and a former car dealership on E. Ridge Road are all owned by developer Bersin Properties, as is the mostly vacant Medley Centre mall.

Redevelopment of the overall site, promised as a multimillion-dollar complex of high-end retail, housing and entertainment, has been stalled since 2009.

DAurizio said Bersin Properties owner Scott Congel has been mostly mum about whats going on at the site, but a battle has been ongoing over the property as Congel has been asking to renegotiate the terms of a tax break deal hes told officials he needs to secure project financing.

Last month, Congel met with representatives from the County of Monroe Industrial Development Agency, the East Irondequoit Central School District and DAurizio. But no new agreement was hashed out there, and officials left frustrated.

Demolition of the vacant properties near the mall was a point of contention during the meeting.

DAurizio called the work at the 1665 E. Ridge Road building a baby step on the developers part.
