    New Bloomfield school panel takes first steps - February 27, 2015 by Mr HomeBuilder

    NEW BLOOMFIELD, Mo. As a current employee and graduate of the New Bloomfield R-3 School District, Brenda Maddox knows first hand how badly the district needs certain facility repairs.

    I work at the school and I know some of the problems with the heating and cooling system were having, Maddox said. We had to bring in our own personal heaters to heat our classrooms. I know the heating system definitely needs to be repaired. The guys have done a wonderful job of basically putting band-aid fixes, but thats not going to help in the long run. Its going to cost more and more each year with these little fixes.

    Maddox works in the district as a teachers aid. She said cold weather this winter prevented the districts maintenance employees from being able to repair the heating system.

    Seeing these problems and feeling invested in the community are what led Maddox to volunteer as the president of the New Bloomfield Proposition KIDS (Keep Improving District Schools) election committee. The group will work to educate community members about the $2 million no-tax increase bond issue on Aprils ballot. If passed, the bond issue will fund facility repairs. The committee will promote the bond issue from now until election day.

    Meeting for the first time this week, the committee elected leadership and discussed ways disseminate information to New Bloomfield voters. It also dedicated time to educating committee members making them experts on the bond issue and how funds will be used if approved.

    The committee members will be looked upon for answers within the community, district superintendent David Tramel said. They are going to be our point people for this. We spent some time explaining to them the concept that yes, we are going to be borrowing money or selling bonds to finance the project, but it would not have an effect on our tax rate.

    If voters approve the bond issue, it will fund the replacement of HVAC units and make major parking lot repairs. Maddox said the parking lot has a lot of pot holes that need repair. The bond issue, if approved, could also fund some additional facility repairs in the district, should money allow.

    We would like to get as many people in the community involved in this project, Maddox said.

    Tramel said about eight or 10 people came to the first meeting and started getting information ready to use on social media. They also discussed community groups to visit.

    The election committee will meet again at 6:30 p.m. Wednesday in the community room of the districts central office building. Maddox said anyone interested in joining the committee and volunteering their time is welcome to attend.

    Crossville man repairing fireplaces to bring people heat for free - February 25, 2015 by Mr HomeBuilder

    CROSSVILLE, Tenn. (WVLT) -- A Crossville man is driving throughout Cumberland County to repair electronic fireplaces, and he's doing it all for free.

    There is a certain saying that nothing will stop a postman from getting the job done. While Terry Bowen is not a certified letter carrier, he is in a class of his own.

    "We've been to 113 calls since Friday," Bowen said as he's driving across Cumberland County.

    As General Manager of Affordable Heating and Cooling, Bowen is the guy calling the shots for the company. And after this past weekend's storm did so much damage across his hometown, Bowen decided to deliver a big play.

    "Nobody pays anything until the power is back on," Bowen explained. "If the power is out, the call is free, the labor is free, and the parts are free."

    Bowen is talking about his work as a fireplace installer and repairman. He said most modern fireplaces aren't wood burning, but electronic. So with most of Cumberland County residents without power, furnaces and fireplaces alike are no longer working. That's when Bowen comes in to transform the fireplace into a natural gas burning heater so people can have a way to heat at least part of their homes.

    And he's doing all the work completely free of charge.

    Tina Brumbaugh knows full well the value of Bowen's work as her power has been out since Saturday morning.

    "Going out, it's almost like taking our lives into our own hands," Brumbaugh explained. "This way we can now stay home with the kids and know that the kids will be warm."

    Bowen said he's told his crew to do this work at no charge to any of their clients, because after 35 years of service to the community, it's time for him to give something back.

    Council questions funding for HVAC system - February 25, 2015 by Mr HomeBuilder

    A complete overhaul of the Beatrice Police Departments heating and cooling equipment was recently finished. Now, the city is determining how to pay for the project.

    With a price tag of more than $155,000, the HVAC overhaul ended up costing nearly double the estimated cost of $90,000, according to City Administrator Tobias Tempelmeyer.

    When we hired Davis Design to help us put together that project, they estimated it would cost us about $90,000 for the installation, he said. When we came back and bid, the only bid came back at about $176,000. We did have a change order that brought that number down to about $155,876. We had budgeted about $90,000 for the installation.

    Beatrice Mechanical was the company that submitted a bid for the project. During Mondays meeting, where no action was taken, the council considered various funding options for the project.

    Three options were highlighted as potential funding sources for the HVAC renovation.

    At the end of the fiscal year, the city is projected to have $1.5 million in cash reserves the funds could be taken from.

    The city also had a budgeted item for trail work from Hannibal Park to the pool, in the amount of $122,000. Tempelmeyer said the city hasnt begun getting right of ways to proceed with this project, and chances are slim it would be done in 2015, anyway.

    He added that since the trail funds arent going to be spent as budgeted, theyll return to the general fund anyway, so it makes little difference which pool the funds are taken from.

    A third option presented was to defer various capital funds, though councilmen indicated this option would not be preferred.

    The council could also opt to use a combination of funding sources for the project.

    Sioux City Council OKs downsized police renovation plan - February 20, 2015 by Mr HomeBuilder

    SIOUX CITY | The Sioux City police station will get exterior repairs and a new heating and cooling system in the next fiscal year, but a new emergency generator and other fixes will have to wait.

    The City Council on Thursday accepted a scaled-back renovation plan from Police Chief Doug Young as part of the fiscal year 2016 budgeting process.

    Young's department cut its request for repairs to the nearly 30-year-old building to about $2.4 million. The revised plan drops the generator and renovations to the stations front entry enclosure and grounds.

    Last year the department asked the city for about $3.9 million to repair failing infrastructure and a deteriorating parking lot, Young said.

    We were tasked with prioritizing what we wanted to get done for the council, and our priorities were the outside of the building and a new (heating and cooling) system, he said.

    The building, at 601 Douglas St., has a leaky roof and walls. Young said moisture seeps into the building and creates potential for mold and increased maintenance costs.

    The council also approved an additional $100,000 to repair a stretch of sidewalk outside the police station on Douglas Street, between Sixth and Seventh streets.

    Also as part of Thursday's operating budget discussion, Jade Dundas, public works director and assistant city manager, said his department will have vacancies when three surveyors retire over the next few months.

    With the vacancies, Dundas recommended reorganizing employees who work on the city's geographic information system. That would include eliminating a surveyor position and an underground utilities services coordinator. If the positions were eliminated, the city would save approximately $180,000 per year.

    Dundas also recommended the city maintain its current engineering staff. The department is currently interviewing two candidates.
