New homes are rarely perfect.
Houses are giant puzzles with hundreds of parts, manufactured at different locations and carried to the building site. And try as they might to put together a flawless product, builders and their numerous subcontractors don't always get things right.
Luckily, buyers are more likely to have to deal with cosmetic defects than out-and-out structural failures. Scratched refrigerators, broken bathroom tiles and faulty electrical outlets are far more prevalent than badly cracked foundations or sagging roofs.
But structural defects do occur. According to recently released data from 2-10 Home Buyers Warranty, owners of new homes are as likely to experience major structural damage big cracks in the walls, windows and doors jammed shut, or buckled floors as they are a major fire.
This isn't to warn buyers off new construction. Previous research has found that just 1 in 20 houses will sustain a major structural hit over its lifetime. But 1 in every 4 will experience "some" structural distress.
Based on his review of more than 10,000 structural claims over a 32-year period, Walt Keaveny, chief risk manager of the Denver warranty company, says structural problems can occur from day one. But most claims are reported four to seven years after initial occupancy.
Total losses are not common, but claims can be expensive. According to Keaveny's analysis, it costs $42,000 on average to investigate and repair a structural claim.
With this in mind, here's how this warranty company's chief management expert says home buyers can best protect themselves from such catastrophes:
Deal only with builders who offer an insurance-backed new-home warranty from a reputable company. That may sound self-serving. After all, 2-10 HBW is the country's oldest and largest new-home warranty company. But it is wise advice. A 10-year warranty against structural defects is a must, especially in areas of expansive soil roughly in half the country.
Most warranty companies underwrite builders to make sure they are qualified, which is another reason over and above the homeowners insurance protection to have a warranty. And with an insured warranty, if your builder refuses to repair your house or goes out of business, you will be covered.

Home service contracts are essentially household appliance service plans that protect homeowners from repair and replacement expenses. However, a recent survey conducted by Angies List reported home warranty companies to have one of the highest rates of customer dissatisfaction.
Commenting on this, Mr. Albright said, There is often a wrong impression that home warranty contracts are designed to cover all kinds of repairs. In reality, pre-existing conditions and poorly maintained appliances are not covered while some appliances are excluded in the contract. Moreover, the turnaround for the first repair visit is generally 24 to 48 hours which is another reason for dissatisfaction.
He also mentioned that unlike home insurance, home warranty industry is loosely regulated and there are incidents of few companies not honoring their contracts. Consumer advocates recommend consumers to be extra cautious and check the ratings of home warranty companies before purchasing.
Home service contract is $1.7 billion industry in US and was hit hard by the recession. With an expected rebound in the real estate sector, the industry is expected to grow quickly. California is the top market for the industry in the United States, followed by Pennsylvania, Florida and other coastal states.

First Ever Annual Home Warranty Awards Announced
Mandatory third-party new home warranties are coming to Manitoba, but some question how well they will protect consumers.
The provincial government introduced its new home warranty act last November, which, if passed, will require a warranty for each new home before a building permit can be issued.
In public consultations, the province received comments from 40 homeowners. Of those, 21 said they had experienced construction-related problems with new homes.
A summary provided by the province details the complaints, including:
Last fall, CBC News reported on new home buyers having trouble getting builders and warranty companies to cover problems with roofs and shingles.
Jim and Heidi Schadek, who had their home built in Headingley, Man., felt let down by both of their builders. One builder failed to enrol them into the New Home Warranty Program, even though it was part of the contract.
The Schadeks question if warranties are the answer.
"I think the Consumer Protection Act should protect the consumer, not give that responsibility to a third-party warranty company," said Jim Schadek.
Trevor Markevich, president and owner of Mannington Custom Homes, says he supports a move by the Manitoba government to make new home warranties a requirement.
"The only problem with that is they cover very minimal things. It's really not stipulated very clear as to what they cover," Markevich told CBC News.
