WYOMING, MI Hotelier Bob Sullivan believes he has developed an edge over his downtown competitors by modifying some of the rooms and suites at his Howard Johnson Plaza Hotel to include private patios and balconies for smokers.

The veteran hotel operator said his 155-room hotel at 255 28th Street SW will eventually include 70 rooms and suites that offer smokers a chance to puff away in private, just steps outside their room.

Sullivan said his 20 smoking patios and balconies are a response to a 2010 state law that bans smoking inside any hotel room and has forced smokers to gather in parking lots and outside hotel entrances.

Can you imagine if youre a smoker, how inconvenient it is? said Sullivan, who said he only smokes the occasional cigar. If youre in your pajamas, youd have to get dressed and go outside the hotel.

On ground floor rooms facing 28th Street, Sullivan has installed sliding glass doors leading to individual patios enclosed by a privacy wall and wooden fence. On the second floor, he has installed sliding glass doors that lead to covered balconies with privacy walls.

On three ground-floor suites facing the hotels courtyard and swimming pool, Sullivan has installed sliding doors that lead outside. He also has refurbished the suites with new furnishings and fixtures.

The smoking units come at a premium. Poolside smoking suites are $89.50 plus tax while streetside smoking rooms are $79.50 plus tax compared to the hotels normal weeknight rate of $63.50 plus tax and weekend rates of $69.50 plus tax.

Despite the premium, hotel Manager Kim Austin said the rooms with smoking patios have become their most popularly-requested rooms since they posted a sign advertising their availability on the hotel marquee.

Although guests are told they cannot smoke in the rooms themselves, they are grateful for the privacy and convenience offered by the patios, Austin said.

Not many hotels can re-configure their rooms to allow the private smoking patios, said Sullivan, who also owns the 165-room Riverfront Hotel at 270 Ann St. NW. That hotels layout does not allow for the smoking patios, he said.

Vancouver could soon relax patio bylaws to allow restaurants to seat more patrons outside later at night.

Coun. Health Deal says current rules limit outside seating to 20 per cent of a restaurant's capacity and require the outside area to close by 11 p.m.

"I think it is time to look at whether it is time to extent those hours and expand our patios because people love spending time outdoors," said Deal on Tuesday.

But Deal says city staff will have to look at the changes first and it could be the summer of 2014 before any changes go into effect.

The discussion about new patio rules comes as the city council also considers changes to allow small craft breweries to serve beer onsite in designated lounges.

Coun. George Affleck also proposed a motion to reconfigure the Granville Street Entertainment District with restaurant patios and less parking on the sidewalks, but the council decided to scrap the motion and focus on patios citywide instead.

Downtown Vancouver Business Improvement Association president Charles Gauthier says it's a mistake to ignore the city's busiest nightclub strip.

"There are a lot of private developments that are changing the face of Granville Street and we think the public should stay on top of this and make changes accordingly," said Gauthier.

You could soon be enjoying a drink on a Vancouver patio late into the night if Vancouver Mayor Gregor Robertson gets his way.

Robertson is pushing for extended patio hours in different areas across the city.

He told CTV News hell ask city staff to review how Vancouver can introduce new patio space and keep some patios open past 11 p.m., when city bylaws force them to close.

Weve been talking to a number of restaurant owners over the last couple of years about continuing to extend patio hours in areas around the city where it makes sense, not just downtown but city-wide, said Robertson.

The plan would include using available sidewalk or even street space to expand the number of available patio seats around the City of Glass. The city currently has 577 patios.

He added that expansion plans would best be laid in areas where there is less residential housing.

Whether its in Gastown or on Granville or in areas like Main Street, its important that the City works with local businesses and neighbourhoods to open up public space for public enjoyment, including for restaurants and cafes, Robertson said.

The mayors office has introduced a Facebook poll asking Vancouverites to give their input. At press time, 144 people had responded yes, one person said they needed more information and one person responded no.

An official motion will be tabled at a city council meeting next week.
