    The flow of the mighty Cocasset River under West Street afforded early pioneer settlers yet another opportunity to harness the river as a source of power to turn the wheels of industries.

    They seized the moment in ways as varied as the imaginations of the dreamers who saw potential for success in making needed goods, creating industry in a farming community, and moving beyond dependence upon the land.

    The challenge was unique, but no match for their creativity in taming the land and maximizing the utilization of raw materials they knew and respected.

    There in that wooded area where they built a dam to impound water to ensure a continuous stream to power the mill, they found a creative solution for most every problem.

    Cocasset River

    The Cocasset River is a wonder unto itself, rising from a deep bed of peat across Route 1 from the Lafayette House that would be like liquid gold when used to power many early industries in a town that had only one natural pond, the original Shepards Pond, now Lake Mirimichi.

    An early use of the Cocasset River was a dam on what was then Granite Street (now Lakeview Road) which filled Carpenter's Pond (now Lakeview) and a second dam upstream would fill Upper Dam to ensure an even more abundant supply of water for power.

    The dam at Water Street was authorized to fill what was called Factory Pond to a depth of 14 feet and that body of water, now Cocasset Lake, was in continual demand for a series of various manufacturing operations.

    As Cocasset River continued downstream, another dam created Foundry Pond from which a portion of the outflow was directed into Foxborough Foundry to cool the large iron castings such as sections of the Common Fence that were created there.

    One more opportunity remained, and that was where the Cocasset River would fill yet another pond before passing under West Street. After filling five ponds for industrial purposes, the mighty river that started in Foxborough when it rose out of a bed of peat ended here in town as well, flowing into Wading River.

    1. Choose a location for the pond that is relatively flat. Before digging for the pond, contact your local utility marking service to make sure there are no buried electrical, gas or plumbing lines.

    2. Decide on the shape of the pond. If using a flexible pond liner, use a garden hose to outline different shapes. Once you've decided on a shape, spray paint the outline on the ground. If using a pre-formed hard plastic liner, trace it with the spray paint.

    3. Use hand shovels and picks to dig out the pond shape. If putting in a large pond, you may want to consider renting a backhoe. Dig out a place for the filter and pump to sit on the side of the pond area.

    4. Lay out the felt liner or underlayment, pulling tight to get rid of as many wrinkles as possible. Next, lay out the pond liner. Don't cut the flexible liner yet, since it will stretch into the hole as it is filled.

    5. Fill about 3/4 full with water, stretching the liner to pull out the majority of wrinkles.

    6. Cut the liner around the pump and filter with a utility knife. Tuck the liner into the pump or filter. Snap frame in place to seal opening, according to manufacturer's instructions.

    7. Line the bottom and sides of pond with fieldstones to hide the liner. To keep the water from looking muddy, hose and scrub the stones first.

    8. Cut the liner and finish filling with water. Landscape the area as desired. Note: If the water looks murky, don't worry. The sediment will settle to the bottom or get filtered out within a couple of weeks.

    Projects create 'marsh magic' at Fernhill Wetlands - October 17, 2014 by Mr HomeBuilder

    In just two years, Clean Water Services turned a two-acre asphalt parking lot into a lush wetland that doubles as a wastewater-treatment facility.

    The magical marsh was on display last Saturday, when about 100 people attended the annual Birds & Brew festival at Fernhill Wetlands on Forest Groves southern edge.

    We had huge, huge tours, said Sheri Wantland, public involvement coordinator for CWS. Lots of young kids, teenagers.

    But the two-acre Lower Treatment Wetlands is just the first act, a model for what CWS officials hope to do with the more highly visible South Wetlands 90 acres that were once home to three sewage lagoons, thousands of birds and hundreds of bird-watchers every year. That all stopped last May, when CWS drained the lagoons and began reshaping them.

    The earth-moving finished last Friday, just ahead of this weeks rains, which are the first step toward refilling the now heavily contoured basin. Workers will install heavy pipes and other hydraulic structures over the next few weeks.

    By the time the rainy season ends next summer, the new, improved wetland should be full of water again.

    According to Wantland, the redesign aims to meet the wastewater-treatment needs of Forest Grove and Cornelius as the cities continue to expand. With the help of a few other cutting edge purification projects, the wetland will keep treatment costs down while also drawing more wildlife.

    As the water-resources management utility for the Tualatin River watershed, Clean Water Services not only treats wastewater and manages flood-protection projects, but also maintains healthy rivers and streams for both people and wildlife. Habitat improvement is part of its mission.

    Still, the success of the two-acre Lower Treatment Wetlands surprised even the people who created it.

    It was pretty exciting to see so many species come into an area that used to be a parking lot. Pretty impressive, said Jared Kinnear, the recycled-water program manager who helped engineer the transformation.

    Cape Carteret ponds due for makeover - September 18, 2014 by Mr HomeBuilder

    The designs are complete, easements have been obtained and the N.C. Coastal Federation will soon file for necessary state and federal permits for the long-awaited improvements at two Cape Carteret storm water ponds that have been non-functional eyesores in recent years.

    Dr. Lexia Weaver, coastal scientist for the federation, based in the nearby Ocean community, said she hopes the work to turn the Cape Carteret Baptist and Presbyterian church ponds into functioning wetlands can begin before the end of this year.

    The project, on which the federation expects to spend $300,000 or a little more, will not only improve the aesthetics of the area right off N.C. 24 in the heart of Cape Carteret but also should improve water quality in Deer Creek, which gets the storm water runoff the ponds held and filtered before the ad-hoc system ceased to function properly. That runoff comes from adjacent properties on the same side of the road, but also from N.C. 24 and from the commercial development, including the Lowes grocery store and Lowes Home Improvement store on the other side of the highway.

    Were excited that were almost ready to start, Weaver said. Well be meeting with the church leaders and the town officials in the next couple of weeks to make sure they know exactly whats going to happen. And were in the process of setting up a meeting with the agencies (U.S. Army Corps of Engineers, because wetlands are involved; the N.C. Division of Coastal Management; and the N.C. Division of Water Quality) to learn exactly how we need to proceed.

    Theres a chance, Weaver said, that the state and federal permits would have to be separate, which might slow down the process. But at the very latest, she expects work to begin shortly after the beginning of 2015.

    Cape Carteret commissioners, during their meeting on Sept. 9 in town hall, said they are eager to see the project started. Mayor Dave Fowler appointed building inspector Brandon Hawks, town attorney Mike Curtis and Commissioner Eddie Seegers to serve on the committee to meet with the federation, church and state officials for that pre-application session on the site. Commissioner Richard Hunt will attend if Seegers is unavailable that day.

    Weaver said the design for the project is innovative and will be aesthetically pleasant.

    The storm water will first enter the smaller upper (farthest from Deer Creek) of the two basins, on the Baptist property. This pond will be reconstructed to have sand and rock layers below the planted vegetation and will serve as a bio-retention area, filtering as much of the pollutants as possible from the collected storm water.
