    Roofing nails spread in Delaware Twp. driveway where police clock speeders - March 14, 2012 by Mr HomeBuilder

    DELAWARE TWP. - Roofing nails were discovered yesterday sprinkled across a residents driveway that police sometimes use when clocking traffic speeds on Route 519.

    About 40 nails were spotted by a contractor inspecting the driveway at noon in order to draft a paving estimate, said police.

    Several neighbors in the area had complained about speeders on the county road, which has a 40 mph limit in that area.

    Patrolman Mark Kobner said today that the homeowner, who lives west of Rosemont near the cemetery, allows police to pull into his driveway to monitor speeds.

    The homeowner is quiet as a church mouse and doesnt bother anybody, Kobner added.

    There hasn't been any roofing work done at the home.

    Kobner said that the residents werent imagining the speed problem and that some drivers exceed the limit by 20 mph.

    Patrolman Elliot Gray is investigating the criminal mischief.

    LOWELL -- The roofing and siding company from New York that performed work at Westminster Village has been penalized by the state for operating without a valid workers-compensation policy in place.

    In late December, the state Department of Industrial Accidents issued a "Stop Work Order" to the roofing and siding contractor after officials determined the company did not have a valid workers' compensation policy for work at the complex on Pawtucket Boulevard.

    Since then, the state has fined Upstate Roofing and Siding of Monroe, N.Y., $700 and has debarred the company from bidding or participating on any public contracts in the state for the next three years, said Greg Freed, a spokesman for the state Executive Office of Labor and Workforce Development.

    "If a company fails to carry workers' compensation insurance coverage and injuries occur, injured workers are left to fend for themselves," said Philip Hillman, the director of the Department of Industrial Accidents. "Workers' compensation insurance pays for necessary medical treatment and offsets lost wages associated with injuries or illnesses incurred on the job."

    The company was permitted to resume work after providing proof of workers' compensation insurance and paying the fine, Freed said.

    Also in late December, the federal Occupational Safety and Health Administration issued an "Imminent Danger" notice to Upstate Roofing and Siding.

    Inspectors from OSHA's Andover office observed

    OSHA's inspection of the site is continuing, said OSHA spokesman Edmund Fitzgerald.

    Upstate Roofing and Siding's office was closed yesterday and a voicemail left was not returned.

    Prior to the roofing problems, electrical contractors closed up walls after doing wiring work in about 100 units and before calling for city electrical inspections of the work.

    Owner of Texas roofing company faces theft charges - March 10, 2012 by Mr HomeBuilder

    The owner of a Texas roofing company faces 17 felony theft charges in Westmoreland County for allegedly failing to pay a supplier for materials and leaving property owners facing liens.

    Steven Kyle Hunt, 36, of 109 Spring Creek Drive, Waxahachie, Texas, was charged this week in Hempfield District Judge Mark Mansour's office with 17 counts of theft by failure to make required disposition of funds received.

    In court papers, county Detectives William Brown and Frank Galilei allege Hunt and his company, Prime Roofing Systems, received $64,534.62 in payments for materials from 17 property owners but failed to pay ABC Supply Inc. for the shingles and other supplies that were delivered to each residence.

    The detectives began investigating Hunt and Prime Roofing in January after they were contacted by some of the property owners who had found mechanics' liens had been filed against their properties in county court.

    The liens, filed by Wisconsin-based ABC Supply, alleged that Prime Roofing failed to pay for materials provided at the 17 job sites. The unpaid bills range from $2,184.71 to $10,974.65, according to court papers. Eleven of the properties are in Hempfield, two are in Greensburg, and one each is in South Greensburg, North Huntingdon, Scottdale and Unity.

    Prime Roofing was one of many contractors who arrived in Westmoreland County last March after a tornado and hailstorm ripped through the area.

    Brown and Galilei allege that Hunt, who also is known as Kyle Hunt, was listed as the contact person for Prime Roofing when the company registered to do business in Pennsylvania after the tornado. In at least one case, a homeowner was told to write a check for payment for labor and materials directly to "Kyle Hunt" because he needed to pay his workers, according to court papers.

    The detectives allege that Hunt cashed the check by using his Texas driver's license at a bank in Pennsylvania. They said he identified himself as the owner of Prime Roofing on several occasions while doing business, including obtaining and returning materials, to an ABC Supply location in North Huntingdon.

    Brown said on Friday that police in Texas were provided the arrest warrant for Hunt, and detectives are waiting for a response. Brown said Hunt will be extradited to Westmoreland County once he is in custody.

    Brown said the state Attorney General's office plans to pursue civil litigation against Prime Roofing.

    Owner of Roofing Company Agrees to Plea Deal - March 8, 2012 by Mr HomeBuilder

    Homeowner after homeowner told us their stories.

    They say Bill Bowen with Green Life Exteriors promised them new roofs and never delivered... either not completing the work or not doing any work at all.

    One told us, "I still need a roof. I got nothing."

    Another said, "I think they all need to be in jail. These people... they need to be stopped."

    After our Call for Action stories authorities charged Bowen.

    He took off, but they eventually tracked him down in York County, South Carolina.

    Then after facing numerous charges of theft, Bowen made a deal with the El Paso County D.A.'s office. We're told he pled guilty to four felony theft charges of stealing from at-risk adults.

    His sentence is 15 years of supervised probation and paying $500,000 in restitution. I'm told compensation is what his victims want the most.

    The D.A.'s office tells me if Bowen fails to pay back his victims he faces prison time of 4 to 24 years for each count.

    Bowen's formal sentencing is set for April 23rd. We'll let you know what happens.
