Gov. Jerry Browns proposal for a pared-down $6-billion water bond would include $1.5 billion for water quality projects such as groundwater cleanup and $1.5 billion for watershed protection, according to an outline provided to stakeholders.

An administration source said negotiations surrounding the water bond remain fluid. But the framework sheds new light on how Brown proposes divvying up funding for the myriad water infrastructure projects that a new bond would finance.

Browns office would not confirm the document. The governor has not commented publicly on the water issue in weeks, although he did meet with legislative leaders Tuesday to convey his desire for a slimmer bond.

According to multiple stakeholders who received the proposal, Browns $6-billion framework would include:

The outline also states that the bond would be neutral regarding the Bay Delta Conservation Plan, the governors controversial proposal to build giant twin tunnels under the Delta to transport water to Central and Southern California.

The $6-billion price tag is significantly lower than that of the $11.1-billion bond on the ballot. Lawmakers are seeking to replace that bond -- which has been widely criticized as laden with earmarks -- with a new plan.

So far the Legislature's proposals have ranged from $8.2 billion to $10.5 billion. The plan must get two-thirds vote in the Legislature and Brown's signature to be placed on the ballot.

Hillingdon council was today due to finish demolishing the two-storey structure at the bottom of businessman Syed Hussains back garden in Hayes, after a lengthy planning dispute.

When officials gained access this week to enforce a destruction order, they found that it had been fitted with a kitchen and appliances.

Illegally let outbuildings are a growing problem in London, with people often living in cramped conditions.

London Fire Brigade says 13 deaths have been caused by fires that started in makeshift homes since 2009.

One of Mr Hussains neighbours said: Well have a party when its ripped down. Another resident, who did not want to be named, said: It has been a nightmare. I cant be sure anyone has lived there but you could hear them coming and going at night.

Enforcement action began after Mr Hussain constructed a larger building than allowed by his planning permission. It started as a one-storey garage.

Mr Hussain claimed the building was a legal size, that no one had slept there, and that it had never been his intention to illegally let the building.

He said: I had a lot of plans for the building, that it would be an office, another space for my family, but not somewhere where anyone would live. He added that the kitchen was there as he thought it would be useful.

It is the first time that Hillingdon has had to demolish an outbuilding itself.

A planning inspector dismissed an appeal by Mr Hussain against a council enforcement notice to demolish the building, and two applications to judicially review the appeal decision at the High Court were refused.

In order to reap capital and redeploy into the more promising multi-family residential sector, Mack-Cali Realty Corporation ( CLI ) disposed 3 New Jersey office properties to a joint venture led by Keystone Property Group for around $71.6 million.

The 3 properties - 30 Knightsbridge Road in Piscataway, 470 Chestnut Ridge Road in Woodcliff Lake and 530 Chestnut Ridge Road in Woodcliff Lake - are listed among 11 properties, positioned in Northern New Jersey, New York, and Connecticut, that Keystone would acquire.

Notably, Keystone and Mack-Cali inked deals to form various joint ventures earlier this year for a number of property sales (Read: Mack-Cali Continues to Trim Office Assets ).

In the next several weeks, Keystone expects to accomplish the acquisition of the rest of the properties within the Tri-State portfolio.

Keystone will take part in these properties through reinvestment in redevelopment, management and upgrades to each site, while Mack-Cali will take part in the portfolio management fees, lease handling as well as value creation over certain hurdle rates.

As a matter of fact, Mack-Cali has been divesting a substantial part of its office portfolio amid continued weakness in the company's core office markets. This has helped the company to reap decent capital, which it is redeploying to expand its holdings in the multi-family residential sector that has traditionally been more of a stable product type. Moreover, the deal arrangement permits the company to join in the upside produced through reinvestments in these properties.

While Mack-Cali's venture into the multi-family residential sector is expected to drive long-term growth, in the short run, the aggressive disposition of office assets is anticipated to continue to lead to earnings dilution.

Mack-Cali currently carries a Zacks Rank #4 (Sell) stock. However, investors interested in the REIT industry may consider stocks like Chatham Lodging Trust ( CLDT ), The GEO Group, Inc. ( GEO ) and Terreno Realty Corp. ( TRNO ). All these stocks carry a Zacks Rank #1 (Strong Buy).
