    The Prince Albert Police Service is reminding residents to secure sheds and garages following a rise in break and enters.

    On Friday at 11:17 a.m., police were dispatched to a break and enter at a shed that occurred sometime in the last two weeks.

    Suspects had gained entrance to the shed by damaging the locks. Once inside, they stole two barbecues collectively valued at $1,000.

    Prince Albert police are again seeing a rise in break and enters to sheds, garages and other outbuildings.

    Residents are reminded to use locks and security devices at all times, ensure yard and alley lights are operational and maintain a familiarity with the contents of sheds and garages in case police are required to do a report.

    Any suspicious activity should be reported to Prince Albert police at 306-953-4222.

    On the surface, the game of musical chairs being played this week in President Obamas Cabinet seems intended to elevate the star of San Antonio Mayor Julin Castro, who is being nominated to lead the Department of Housing and Urban Development and is seen as a potential vice-presidential candidate in 2016 or beyond.

    But it also involves a set of decisions that sheds light on Obamas thinking about his team heading into the final two years of his administration.

    HUD Secretary Shaun Donovan, rather than leaving the administration after six years, now seems destined to stay for the duration as he moves into the job of Office of Management and Budget director. Exiting that role is Sylvia Mathews Burwell, whose nomination to lead the Department of Health and Human Services is moving swiftly though the Senate.

    The moves seem to be largely about bringing Donovan into Obamas inner circle. OMB isnt a distant Cabinet agency. It plays a role in nearly every aspect of the administrations actions. Its director is among the presidents closest advisers.

    And while recent OMB directors may not have been high-profile figures, the office has been run by prominent figures such as Leon Panetta, David Stockman, and Caspar Weinberger in years past.

    Some people close to the White House were surprised by the personnel changes. Donovan has had little exposure to the world of budget wonks. With the housing market still weak and big legislative battles on housing looming, it might have made sense to keep Donovan, a lifelong housing advocate, at HUD.

    Alternative arrangements were certainly available. Rather than sending Burwell to HHS, Obama could have chosen businessman Jeff Zients, his new director of the National Economic Council, who last fall rescued Healthcare.gov.

    Or if the choice was made that Burwell had the easiest path to confirmation, Zients could also have gone to OMB, where he was acting director in 2012.

    Deputy OMB Director Brian Deese, a wunderkind adviser who helped design the auto industry rescue and played a key role in many administration economic decisions, could easily have been elevated to lead OMB or the National Economic Council.

    Any of these moves would have probably been more seamless and more obvious than what Obama is doing. But that he is going to such lengths to move Donovan into the White Houses inner orbit says a lot about the team he wants in his final two years, and what he expects its members will do.

    Giant chicken sheds bid near Shrewsbury set for approval - May 28, 2014 by Mr HomeBuilder

    Controversial proposals to build three massive chicken sheds housing hundreds of thousands of birds look set to be given the green light.

    Great Ness Poultry Ltd, which runs from Kinton Farm in Nesscliffe, Shrewsbury, already has four poultry sheds. But bosses of the firm have requested planning permission to put up another three, along with eight new feeding bins.

    Great Ness Parish Council has objected to the plans on the grounds it would cause increased traffic on roads around the farm, be an eyesore in a picturesque rural area and cause problems with noise and odour for residents.

    Baschurch Parish Council has also objected, along with 13 villagers.

    They say the existing units on the farm are already a "blot on the landscape" and that further units would be an "abomination and an eyesore".

    Another said there was an "unpleasant stench" coming from the four existing units and expressed concerns about HGV lorries thundering through the village at all hours of the day.

    But despite the objections, planning officers at Shropshire Council are recommending approval of the application.

    A report submitted by officers with the application says: "The proposal to extend the existing poultry unit development at Great Ness represents an appropriate expansion of this existing agricultural business, and would provide direct and indirect economic benefits.

    A final decision on the current application will be made by members of Shropshire Council's central planning committee at a meeting from 2pm on Thursday (MAY 29) in the Shrewsbury Room at Shirehall in Shrewsbury. Members of the public are welcome to attend.

    US sheds 21 excess facilities in Europe - May 23, 2014 by Mr HomeBuilder

    A military golf course, hotel and skeet range are among the 21 facilities that will be given up across Europe in connection with a Pentagon review aimed at shedding excess infrastructure on the Continent, the Pentagon announced Friday. Every major installation in Europe, however, survived the cuts.

    The Defense Department emphasized that none of the closures will affect the size of the force in Europe, which now stands at just under 70,000 troops.

    The cuts to unneeded facilities will allow U.S. European command to focus resources on higher-priority missions, Rear Adm. John Kirby, Pentagon press secretary said Friday.

    It doesnt at all change our military capability on the continent or degrade in any way our readiness to meet our security commitments there in Europe, he told reporters at the Pentagon.

    For more than a year, the Defense Department has been conducting what has been characterized as a BRAC-like review of infrastructure in Europe. The review, dubbed the European Infrastructure Consolidation, resulted in widespread speculation among personnel at many bases in Europe that their installation could be on the chopping block.

    Instead of cutting major installations, a series of non-operational sites, including outdated and excess family housing facilities, recreation sites and storage depots, were selected for closure.

    In all, DOD said the moves will save $60 million annually. Facilities were affected across a wide swath of the EUCOM area of operation, stretching from Germany and Spain to Italy, the United Kingdom, Denmark and Greece.

    The department continues looking for unneeded infrastructure to shutter, Kirby said.

    Its an ongoing process and it will continue, he said. This is sort of the first tranche of what I suspect will be other changes to come.

    The decision comes as security challenges in Europe have returned to the forefront.
