Yen Sheds Safe-Haven Appeal as Optimism Grows Over Crimea - March 24, 2014 by Mr HomeBuilder

By Dow Jones Business News, March 24, 2014, 02:25:00 AM EDT

    By Kosaku Narioka

The safe-haven yen fell against other major currencies Monday in Asia as there was cautious optimism that geopolitical tensions between Russia and the West over Crimea won't get much worse.

President Vladimir Putin formally made Crimea part of Russia on Friday, but the Kremlin also sent contradictory signals on whether it would retaliate against the West for sanctions over the annexation.

Officials from the Group of Seven leading nations will meet in the Hague on Monday to discuss Russia's recent moves.

"There is a growing view that further sanctions won't be that aggressive," said Motonari Ogawa, senior dealer at Barclays Bank in Tokyo.

Kosuke Hanao, head of FX at HSBC in Tokyo, noted that some traders had been cutting risky positions ahead of the weekend because they weren't sure what would happen with the Russian situation.

The dollar rose to Y102.48 as of 0500 GMT from Y102.27 late Friday in New York, according to EBS. The euro climbed to Y141.43 from Y140.98. Another traditional safe haven currency, the Swiss franc, also fell. The euro rose to CHF1.2188 from CHF1.2174.

Meanwhile, fears ebbed over an early hike by the Federal Reserve, helping stocks and reducing the appeal of safe-haven assets.

Last week, the meeting results of the Federal Open Market Committee meeting showed that 10 of 16 Fed officials saw the benchmark interest rate rising to 1% or more by the end of 2015, a slight uptick from projections made in December.

Platform sheds on trans-harbour line to be ready by May end - March 24, 2014 by Mr HomeBuilder

After almost three years of introduction of 12-car trains on the trans-harbour line of Central Railway (CR), the erection of sheds on the extended parts of the railway platforms is almost coming to an end. With little work left, the CR is firm to complete the remaining work by the end of May.

The 12-car trains on the trans-harbour line were started in December 2010 after extension of the platform, while erecting sheds was carried out at a later stage. However, the sheds are now at the final stage. At Nerul and Juinagar stations the work is complete as, these stations do not fall under trans-harbour line. Though the sheds are being made, the original architecture of the station premises was not altered. "The original architecture of stations on trans-harbour line was not changed between Turbhe and Airoli," said a CR official. He added that the reason for delay in erecting sheds was maintaining the original architecture of the stations.

The sheds constructed at Nerul, Juinagar and Sanpada stations are not as per the original architecture. "Maintaining the same architecture in all these stations was a little difficult. So, the normal shed was erected," said a Cidco official, requesting anonymity.

The safety of both commuters and workers was an important aspect when the construction of sheds was started. "While constructing the stations, we had maintained some standards. Even as the stations looked beautiful, safety of commuters was ensured. For example, gap between the footboard of a train and platform was such that nobody would slip through and get injured or killed," said a CR official.

The official added, "We had already introduced 12-car trains on trans-harbour line after extension of the platform. Now we are completing the works in phases. All the work is done with the permission from the Commissioner of Railway Safety (CRS)."

All the stations in Navi Mumbai are having different and unique architectures. "While maintaining the architecture of Turbhe and Ghansoli station was a little difficult, with a little delay they are almost ready," said the official.

"With the completion of sheds, we will not have to worry of the scorching heat of in summer and water in monsoon," said a commuter.

AUB letter sheds little light on tuition issue - March 24, 2014 by Mr HomeBuilder

BEIRUT: A much-anticipated letter from the chairman of the AUB Board of Trustees sheds little light on the proposed tuition increases that have riled students and sparked protests.

Some students denounced the letter from Chairman Philip Khoury as vague and opaque. While it outlined topics discussed at last weeks meetings, it contained few hints about the proposed budget for next year.

The budget presented to the Board for final approval in May ... will strike an appropriate balance that is at once fiscally responsible and also sensitive to students and working families who are struggling in this difficult economy, Khourys statement reads. These dual concerns are of paramount importance.

Students have expressed frustration with the administrations handling of the budget, threatening to strike if the Board of Trustees approves proposed tuition increases.

Student leaders decried Khourys statement as vague and inconclusive. It really doesnt set any concrete conclusions, said Tala Kammourieh, a member of the student government. This letter is not enough.

It was really diplomatic and vague, and I dont think this is enough for our situation, agreed Jinane Abi Ramia, another student leader. They didnt give us answers. ... We need more.

With no word on whether tuition will in fact increase next year, student activists can do little but wait for the budget announcement in May.

The letter calls for cooperation between students, faculty and administration based on mutual trust, warning that any other approach will lead to the most serious consequences.

Students have also demanded transparency, an issue Khoury addressed. The Board instructed the administration to continue efforts to bring further clarity to administrative issues. ... We strongly encourage more timely and frequent dialogue with the university community.

The lack of particulars in Khourys letter, however, has left students questioning whether the board is committed to transparency.

Harrow Borough Council officers demolish Rayners Lane beds in sheds

2:28pm Friday 21st March 2014 in News By Bruce Thain

A 'beds in sheds' structure in the back garden of a family home was torn down following a council investigation.

The single-storey outhouse in Rayners Lane was demolished this week following an investigation by Harrow Borough Council planning officers.

The owners were given an enforcement notice for the structure, which was built without planning permission.

Cabinet member for planning and development Cllr Stephen Greek said: This was a flagrant abuse of planning rules, with people living in cramped and unsuitable conditions.

Cases like this underline why the work of our planning enforcement team is so vital, and why it is so important that we have given them extra support to crack down on this type of abuse.

Rogue landlords should have nowhere to hide in a cleaner, safer and fairer Harrow."

Earlier this year the council commissioned a remote controlled plane to take thermal images of the entire borough.

Before the operation, planning officers estimated there were 75 cases of unauthorised 'beds in sheds' in Harrow.

Aerial pictures of Harrow help find cannabis farms

4:41pm Monday 24th March 2014 in News By Bruce Thain

Aerial pictures help find cannabis farms

Thermal images taken of Harrow to find beds in sheds have helped police find five cannabis farms.

Last week police raided one of the cannabis factories after they were discovered in the imaged taken by the remote controlled plane earlier this year.

Thermal imaging cameras were able to find cannabis factories which led police to raiding one of the homes in Harrow.

They found dozens of dozens of plants being cultivated in an upstairs bedroom and two people were arrested.

Leader of the council Susan Hall said: The main purpose of the thermal image flight was to give us a scale of the issue with beds in sheds developments. But an unexpected benefit has been to expose these secret suburban cannabis factories.

This isnt some victimless crime. This drug is clearly being cultivated on a commercial scale for sale either locally or in London.

The people involved may be the foot soldiers of the enterprise, but they are at the base of an enterprise that is pumping drugs onto our streets.
