PALM COAST A team of inspectors will visit the area ravaged by Saturdays tornado and record every caved-in roof, punctured siding and ripped shingle among the 180 homes that were affected by the storm.
The team will include representatives from the Federal Emergency Management Agency as well as state and city officials. Representatives from Flagler County Emergency Management and the Flagler County Property Appraisers office also will participate.
Cindi Lane, a spokeswoman with the city of Palm Coast, said the tour will stretch across the Indian Trails neighborhood near Belle Terre Parkway, as well as damaged homes in proximity to Old Kings Road and along Colchester Lane and Cimmeron Drive, and could last for more than a day. The team will start looking at the damage about 10 a.m. Thursday, she said.
Property owners are not required to be home during the tour, but all residents are encouraged to notify the city of damage, no matter how minor, said Lane.
All of the damage gets checked by the inspection team and after it is verified, it gets added to the total. Those with severe damage will have a better chance to qualify for aid as that total cost estimate increases, Lane said.
Flagler County Public Safety Emergency Manager Kevin Guthrie said any aid from FEMA likely would come in the form of loans from the U.S. Small Business Administration. Such loans, which must be repaid, are designed to assist homeowners and businesses awaiting insurance relief but who are having to wait for extended periods because of backlogs.
Mayor Jon Netts declared Palm Coast a local state of emergency two days after the storm. That declaration makes the city eligible for state and federal aid.
Any municipality is eligible to have an SBA team from FEMA visit a storm site if 25 or more homes or businesses sustained damage of at least 40 percent of their replacement value, Guthrie said.
Flagler County Property Appraiser Jay Gardner said Wednesday he had visited mostly all of the areas that sustained storm damage. For training purposes, he sent about five teams from his office to look at damage and come back with assessments. For the most part, those assessments were consistent, he said.

Tough road to recovery -

Regardless of any of the news Linda White and Toni Weideman received in the month since their business, Mid-Central Trophy, was demolished by a tornado on Nov. 17, Thursday was a happy day.
The co-owners moved their things into a new location at 4015 Webster St. less than a month after their old location of 16 years on Arnold Court suffered major damage, along with a number of other businesses in the plaza.
It hasnt been an easy road back. Mid-Central Trophy has been producing about 50 percent of its normal output of trophies and plaques as their main source of revenue, a massive engraver, was under repair. They borrowed Internet access from their business neighbors and received help from other trophy and engraving business associates in maintaining their client base while they awaited word on what would be covered by insurance. But White and Weideman, like many Kokomo business owners, are thankful for the help theyve received from their neighbors in the wake of the tornadoes.

Staying strong became a little more difficult Wednesday for local business and home owners when the Federal Emergency Management Agency denied Indianas request for a major disaster declaration in Howard County.
The Indiana Department of Homeland Security now has 30 days to submit its appeal in hopes of providing grants and low-interest loans for citizens and businesses in Howard County. In the meantime, White said, financial uncertainty remains, even as the business plans to reopen at its new location.
When I think about the uncertainty of knowing what will be covered and what the bottom line will be with the insurance, it causes a lot of anxiety, she said.
Indiana Department of Homeland Security Senior Public Information Officer John Erickson said the process of requesting FEMA funding began Dec. 4. IDHS performed an assessment using a list of damage classification criteria for homes and businesses provided by FEMA. Homes and businesses hit by the tornadoes were classified as destroyed, major damage, minor damage and affected.
After the IDHS gathered initial data, which was verified by local county and city officials, FEMA performed a joint preliminary damage assessment to make sure the numbers on both estimates matched. Erickson said FEMAs final assessment determined that the severity and magnitude of the damage was not great enough for federal assistance to be granted.

Black Brook seeks HUD funding -

BLACK BROOK The Town of Black Brook wants to win federal funding to make housing more habitable here.
Weve got a lot of people in need, Town Supervisor Ricky Nolan said.
Friends of the North Country is heading the effort to acquire U.S. Department of Housing and Urban Development Community Development Block Grant Program funding of about $240,000 for the work, which would allow HUD-eligible improvements to private, owner-occupied homes.
That should allow us to do (about) nine projects, said Friends Executive Director Scott Campbell.
PUBLIC HEARING
That could mean roof replacement, new siding, doors, windows and heating systems. It could also address failed water or septic systems.
Its pretty comprehensive, Campbell said of the types of work allowed by the program, which is administered by the New York State Office for Community Renewal.
The Block Grant Program, for homeowners of median income, focuses on improving health and safety and making a residence more energy efficient.
A public hearing set for6 p.m. Monday, Dec. 16, at the Town Hall, located at 18 North Main St. in the Black Brook hamlet of AuSable Forks, will give homeowners an opportunity to learn more.

Black Brook seeks HUD funding
Santna Woody Long says that batted balls from the town of Stratfords High Park have broken about six windows and made many dents in the aluminum siding of his house over the 35 years that he and his wife have lived at 112 Liberty Street adjacent to the park. In August of this year, Long submitted a request for the town of Stratford to pay about $12,000 for replacement of the siding, because, he said, he would not be able to sell the house after replacing only the damaged pieces of siding because colors would not match.
Town Attorney Tim Bishop said he is not recommending that the town pay for such damage.
Long said that over at least 15 years he has called the police and contacted U.S. Congresswoman Rosa DeLauro, the towns assistant town manager, and Councilman Jason Santi to get the town to resolve the problem of people batting balls against his house. Long said he received no satisfactory response.
Long said he got the attention of Mayor John Harkins and Chief of Staff Marc Dillon in July 2012 after Long addressed the Town Council about his complaint.
This past summer the town of Stratford removed the baseball field at High Park that Long was complaining about and converted the space for soccer use. Since then no balls have hit the house, according to Long.
Said Dillon, The issue came to the mayors office, and they took it to the council to alleviate Longs issue and help with the need for more soccer fields.
Long said, I feel good about the changes they made. But, he added, the damage was already done. I put up with it for 35 years. The town has violated my rights to protection. They should have never put the ball field there.
High Park existed when the Longs moved to their home, Long said. The baseball field was built with the outfield adjacent to the Longs property where the house is close to the property line.
Town attorneys statement
Bishop replied to The Stars inquiry in writing. Im definitely not recommending that the Town pay for damage done by one private party to another private partys property. The fact that the person creating the harm may have been standing on Town property when they caused the damage is really immaterial. The Connecticut Legislature enacted a statute which among other things absolves the Town from liability for discretionary acts (such as how to locate, maintain or enclose a ballfield) or the acts of persons who are not employees, etc. of the Town.

Vinyl siding replacement is definitely one of the trendy things to do these days as an excellent home renovation project. Not only that, the results are pretty dang slick and can totally make-over a homes exterior. Plus, this project is a do-it-yourselfer's dream as it's fairly easy to work with and much less expensive installing it yourself than having a contractor install it.
First let's talk about the cost as that's what most want to know up front. Vinyl siding is really inexpensive compared to other materials that are used in siding today. You can typically pick them up between $2 - $6 per square foot if your having somebody else do the job for you. Just for observational purposes, lets say average homes have between 1300 and 2500 external square feet. You could wager a guess that on the lower-end the job would cost somewhere between $2600 -$5000 and on the upper end between $7800 - $15000 all dependent on the type of material being used. One of the major positives for being able to hang the vinyl siding yourself is that you don't have to pay the overhead of the installers which is typically built into the price per square foot. This definitely makes this job much cheaper than others.
Here's a quick way to estimate your homes exterior square footage. It's a fairly simple length times width times height equation that will definitely get you close. Say for instance your home is 50 feet long, 30 feet wide and 10 feet tall. You could safely say that your home is probably around 1500 square feet. But that's not the exterior sq. footage. To get a good estimate of that, you'd simply take the height multiplied by the sum of the sides. Considering that all sides are equal here, our little equation would end up like this: 10*(50+50+30+30). Doing it this way you could feasibly say that you've got approximately 1600 exterior square feet to your home. Find this and use the figures above and you'd get a pretty fair estimate of having vinyl siding installed on your home. Don't forget about all the accessories though which should be included in an estimate from a contractor like crown molding and trim, soffit work, etc.
Vinyl's also really good because you never have to paint it like you do hardiplank. The colors actually mixed in when it's manufactured, so choose wisely. One thing to point out is that you'll typically not find too many dark colors for vinyl siding, instead you'll see a lot more earthy and lighter tones. Oh shucks, you say, you really wanted a dark blue or black to make your house disappear at night. Well, there's good reason for it, the darker colors absorb the heat which in turn makes your utility bills go higher. Since that's not a really popular choice to purposefully make your utilities cost rise, they don't manufacture it to frequently.
Another valid point with this siding is that materials matter. Cheaper is not always better. You're going to want a thick, quality vinyl siding that preferably with some form of insulation backing. If you're going to do it you might as well do it right as you'll be looking at it and reaping the benefits for quite a long time.
Maintenance is a breeze. No painting. Inspect it every once in a while when you're outside bar-b-queing or something and just see that's it all in tact. Break out the waterhose every now and then and give it a quick rinse and she'll be good as new.
