Fairfield plans to replace the windows at Osborn Hill Elementary School.

FAIRFIELD, Conn. Fairfield needs more experts to serve on a volunteer building committee. The First Selectmans office has put out a call for candidates for the Osborn Hill Elementary School Window Replacement Committee.
The town has plans to replace the Stillson Road elementary schools aging windows, which date back to the buildings original construction. A building committee would be responsible for planning, budgeting and overseeing the project. The town needs to set up such a committee in order to qualify for state funding for the work.
The First Selectmans office is particularly interested in finding volunteers with experience in construction, general contracting, architecture and finance. Committee members should expect to meet once a month until the project is finished.
The town is also still looking for candidates for itsFairfield Warde High School Roof Building Committee and the permanent Town Facilities Commission. Those who wish to apply can submit a resume via mail at 725 Old Post Road, Fairfield, CT 06824 or via email at firstselectmanffld@town.fairfield.ct.us.

NORTH BROOKFIELD School officials said replacement of windows at the elementary school will get under way Friday, despite the concern of at least one parent about the removal of asbestos in the window caulking while school is in session.
School Superintendent John A. Provost said the $500,000 project involves removal of all windows in the building, which was built in 1972, and replacing them with energy-efficient windows with latex caulking.
Allison White, a parent of an elementary school student, said she has multiple issues with the project, from a notice received last week dated Jan. 26 to the reluctance of town officials to delay the work until summer break.
For them, this is all about money. I cant believe that town officials are willing to put money ahead of the safety of our children, even if there is minimal risk, said Mrs. White.
She said she had complained to Brian Wong, chief of investigations and enforcement at the Department of Labor Standards asbestos and lead program, and was told there are no regulations prohibiting people being in a building while asbestos abatement work is being done.
Mrs. White said she was told it was best not to be in a room, in this case a classroom, while work was in progress.
To that end, she said she sent a letter to Principal James F. Graham and her childs classroom teacher stating her child should not be in any room where window replacement work was taking place.
Lockheed has submitted a comprehensive, 18-point plan for asbestos mitigation, and Peter Shipman (director of buildings and grounds for the school district) is willing to meet with anyone and go over it, Mr. Provost said.
He said the plan had been reviewed and approved by the project manager, the architect, Woburn-based Covino Environmental Associates and the state School Building Authority.
Covino, Mr. Provost said, would be the environmental hygienist on site conducting continuous air quality sampling, as well as monitoring compliance with the mitigation plan while work was under way.

The plan The Village of Lemont will spend $1.75 million to renovate village hall this summer.
The Lemont Village Board gave the green light to fund the renovation, which will include repairs, rehabbing and technology improvements, with a general obligation bond.
Village Administrator Ben Wehmeier said the project will include said tuck pointing, installing a new roof, plumbing improvements, window replacement and replacement of the parking lot.
Trustee Rick Sniegowski insisted during a meeting in November 2011 that the work needed at village hall is not a redecorating project.
Its not about the fluff, its about the need, Sniegowski said.
Lemont Mayor Brian Reaves reiterated that the work is a must.
(The needed repairs are) prohibiting work inside the village hall, Reaves said. Its just time.
The impact
Renovations will begin in June and Wehmeier said he expects village staff to be moved back into village hall between Thanksgiving and Christmas at the latest.
In order to keep business as usual, the Village of Lemont may be moving into Central School, 410 McCarthy Road, for the construction period. Wehmeier said an intergovernmental agreement has not yet been approved.

Should a roof replacement project proposed for the school systems Administration Building at Sandwich Road be funded via the historical resources account of the Community Preservation Act, or should the project be shifted to traditional capital outlay committee review?
The Bourne Historical Commission wrestled with those questions this week. CPA guidelines allow funding for projects at significant properties that feature preservation and restoration, but not necessarily replacement features.
The commission, however, previously endorsed window replacement at the Bourne village administration building that once served the community as a schoolhouse, rationing board office in World War II and later as an American Legion Post. So not endorsing the roof proposal could be problematic.
The question is, Why not capital outlay review? commission chairman Donald Ellis said.
Members dont know how old the admin roof is, but the shingles have not been replaced in 50 years. They generally agree there is nothing particularly historical about the asphalt shingles.
The building is historically correct; it was moved to the site and dates to the 1880s, Ellis said. But do we want to support it? Or not? Were on record having done the windows. It is a town building. This should probably be a capital outlay request. But this (CPA funding) is also probably a way to get this project done.
The commission voted unanimously to recommend the $50,000 roof replacement project to the CPA Review Committee. At that point, however, school system managers will discuss the proposal.
CPA historical resources funds have been used for a variety of projects in recent years that also lent themselves to capital spending review; notably boiler replacement at Town Hall.
And then there was the positive CPA recommendation to fund slate-roof replacement at the Swift Memorial United Methodist Church in North Sagamore; and refurbishing the rail-switching center tower owned by the state and leased long-term to a private railroad contractor in Buzzards Bay; who refused to otherwise repair the structure.

Despite a nearly hour-long discussion last Thursday, March 15, the Weston selectmen were not ready or willing to vote on a window and door replacement project at Weston Middle School. Each cited far too many unanswered questions and a lack of time to review information.
The board scheduled a joint special meeting for tonight, Wednesday, March 21. Check online Friday and next weeks Forum for an update.
At last weeks meeting, however, it became clear the project has hit many hurdles along the way.
Bond approved in 2010
On April 1, 2010 almost two years ago voters approved a $5.8-million bond to cover the cost of several projects, including: replacing the middle school roof, replacing boilers at Hurlbutt Elementary School, the high school, and the library, and replacing windows and doors at both the high school and the middle school.
Tom Landry, town administrator, said earlier this week three of the projects have been completed as of July 2011: the middle school roof ($2.1 million); Hurlbutt boiler ($235,000); and high school boiler ($144,000). In addition, $100,000 is being set aside for the library boiler and $52,126 was spent on bond expenses.
A total of $2,640,374 has been spent or set aside, Mr. Landry calculated, leaving $3,159,625 of the bond issue for the high school and middle school window and door replacement. There is also about $326,000 available in funding from the state education department, he added, making the total available $3,485,625.
However, about a year ago, the Environmental Protection Agency stepped in and declared the window caulking in the buildings contains PCBs, essentially turning what had been a replacement project into a hazardous materials remediation project.
