FAIRBANKSThe fire sprinkler system inside the Geraghty Street apartment complex destroyed by fire early Wednesday had been declared operational by city fire officials a day earlier, but the building's owner said Thursday it appears the system did not activate.
The early morning fire killed at least two people and displaced more than 50 people.
Assistant Fire Chief Ernie Misewicz confirmed that the department had been working with the building's owner to inspect the system and had declared it functional. Owner Monica Sue Carney said she performed a walk-through with fire officials on Tuesday.
The building possessed both a wet and dry sprinkler system with sprinkler heads in each apartment.
Carney, who has owned the building since 1990, had been leasing the building to a prospective buyer since 2010. The lessee had failed to provide proper upkeep for the building and its emergency systems, Carney said, so she had taken it up herself in the fall.
"We were working on the sprinkler system," Carney told the News-Miner on Thursday. "All the tenants knew. I had them sign a piece of paper."
Fire crews are investigating and could not say conclusively where in the building the fire started, Misewicz said Thursday. Tenants who fled the building before fire crews arrived reported seeing the middle of the building, which contained a storefront on the ground floor and 19 apartments on the second floor, engulfed in flames.
While investigators could not say for sure what caused the fire, a number of tenants reported hearing a loud sound like an explosion prior to the fire. Carney had been working in the building Tuesday evening and said tenants told her they "smelled something funny earlier that evening."
"We have no gas in the building," Carney said. "Everything upstairs is electric. Nothing in the apartments could explode like that."
Carney said she suspects that the loud bang reported by tenants, whatever it was, may have been what caused the sprinkler system to fail.

QUEBEC All the attention on sprinkler systems, following the fire that killed 32 last week at a seniors residence in LIsle-Verte, may be missing the point, says Louise Desrosiers, head of prevention for Montreals fire prevention service.
On Thursday, one week after the fire, 21 bodies had been recovered, eight of them positively identified, with 11 more bodies still believed to be in the ice-encased rubble of the collapsed three-storey structure.
Of course a sprinkler system will prevent a fire from spreading, Desrosiers said in a telephone interview.
But its not fire that kills, its smoke, Desrosiers explained, adding that smoke detectors may be more important in saving lives.
She explained that in a building equipped with sprinklers, but without smoke detectors, people could be dead from smoke inhalation before the sprinkler system is set off.
There is no magic solution, she said.
Desrosiers said the conditions at LIsle-Verte a fire that started after midnight, people with reduced mobility, Arctic temperatures and roaring winds, plus a volunteer fire department would not correspond to conditions in Montreal, where there is a professional fire department and as many as 16 fire trucks could be on the scene within five minutes.
We have to compare apples with apples, she said. But the Montreal fire service will be interested in the conclusions of the investigations of the LIsle-Verte catastrophe.
Desrosiers stressed that a system of smoke detectors in this type of residence, which is also cheaper than a sprinkler system, could speed the vital process of evacuating a building when fire breaks out.
She said the Montreal fire department asks people with reduced mobility to register, so firefighters know when a fire involves vulnerable residents.

LANSING The cost of Gov. Rick Snyders Super Bowl ad may top $700,000, once production and consulting fees are included, according to a campaign finance report filed today.
The TV time for the statewide ad buy is expected to cost more than $500,000.
Snyders report shows his campaign paid more than $384,000 in 2013 to Strategic Perception, Inc., the Hollywood, Calif. firm headed by Fred Davis that produced the ad, as well as Snyders 2010 One Tough Nerd Super Bowl ad.
Not all of that amount can be attributed to this Sundays Super Bowl ad. Strategic Perception also produced the video Snyder unveiled at Mackinac and production costs for future ads could also be built in.
Strategic Perception receives a $7,500 monthly consulting fee, the report shows.
Davis counts Arizona Sen. John McCain and former California Gov. Arnold Schwarzenegger among his clients.
A multi-day statewide buy the Snyder campaign made in September, shortly after unveiling a campaign-style ad at the Mackinac Republican Leadership Conference, cost $695,241, the report shows. The cost of the TV buy for the Super Bowl ad is not listed on the report, but the ad cost $418,000 in the Detroit and Lansing markets alone, inspection reports show.
As reported earlier by the Free Press, Snyders report shows he raised $5.1 million in 2013 and begins 2014 with just over $4 million in cash on hand.
We are in a strong position to communicate Gov. Snyders positive plan to continue Michigans comeback, said Snyder campaign spokesman Kyle Robertson.
Snyders Democratic challenger, Mark Schauer, had yet to file his report as of 2 p.m. A spokesman said it will show Schauer with at least $1 million of cash on hand.

Purdue has made another effort to make things easier for students and their parents to choose Purdue.
The Board of Trustees approved that the room and board rates for the 2014-15 academic year would be reduced 2.5 percent. There were some increases in housing rates, such as in Hawkins Hall, but the overall average came out to be a 0.2 percent reduction.
Additionally, meal plan costs will be reduced by 5 percent. These meal plans, which students living in the dorms are required to have, cost from$2,998 to $5,172. There are also on-campus housing locations where a meal plan isn't required, such as Hilltop Apartments and Purdue Village. Room rates not including a meal plan range from $2,574 in Cary Quadrangle to $9,500 in First Street Towers.
In addition to the reduced dining rates, students in the fall will be able to use their dining dollars in any retail store on campus.
President Mitch Daniels said by increasing the social benefits of living on campus, more students are encouraged to come to Purdue and study over the summer.
"Our pledge to students and their families is to deliver a world-class college experience - from the classroom to campus life - and to keep a Purdue education as affordable as possible," Daniels said in a press release. "By controlling and, when feasible, cutting rates, we seek to extend the clear academic and social benefits of living on campus to as many students as possible."
The Board also approved a $150 discount for the 12-month room and board contract, which allows the student to live on campus year-round in McCutcheon Hall. The aim of this discount is to encourage students to stay on campus in the summer and get ahead with their degrees.
Jim Almond, senior vice president for business services and assistant treasurer, said the principal reason why Purdue made such move was that the University cares about student affordability.
"Most room rates were held constant with Hilltop Apartments, reducing about 4 percent," Almond said. "But Hawkins Hall went up a little."
A new housing option called Third Street Suites is opening in the fall on the West Lafayette campus. Students wanting to look for more information on rates can visit http://www.housing.purdue.edu.

The NARI certification, bestowed on Rendon Remodeling & Design, goes far beyond the technical aspects of the trade and incorporates key elements such as ethics, business skills, and legal matters associated with the industry. A NARI Certified Remodeler has been blessed as a highly qualified professional by a well-regarded industry leader.
According to the association, NARIs CR program measures skill and expertise valued not only by other professional remodelers, but by consumers as well. Highly respected by those who have achieved the designation, the CR program identifies professional remodelers who have undergone comprehensive review and testing in areas of business management, ethical conduct, and technical skills. In addition, they must also adhere to NARIs strict Standards of Practice and Code of Ethics. The NARI certification program assess the knowledge and skills of the remodeler in over 20 remodeling task areas including business methods and practices, building codes and construction law, planning and building site layout, and all trades skills required in remodeling your home. Attaining this certification requires the candidate to have been working full time in the remodeling field for at least 5 years and passing a comprehensive assessment exam. Preparation for this exam takes up to 16 weeks of intensive study and self-examination. In addition, Certified Remodelers are bound to abide by the NARI Code of Ethics and the NARI Standards of Practice.
Why is hiring a qualified remodeler so important? Most states, including Virginia, require remodeling contractors to be licensed. Proper insurances are also critical to the qualifications of a contractor, but not all contractors have gone the extra mile to acquire a special certification. A person can check a contractor's work previously performed by asking for examples and before/after photos. This gives a good idea of the quality of work and the outcome once the project was completed. This, however, will not shed light on how it was to do business with this contractor. In a field with a history of ethics and professionalism complaints, it is extremely important for homeowners to have confidence in the company chosen to work on the most precious physical asset - the house.
Having a certification from the only independent association dedicated exclusively to the remodeling industry puts any remodeler in a position that automatically engenders confidence from the homeowner. NARI is a not-for-profit trade association with more than 50 years of industry experience. When this organization certifies a remodeler through their challenging process, consumers can be sure they are selecting not just the most knowledgeable contractor in their area, but also one who respects ethical codes of conduct, demonstrates excellent business process, and an understanding of professionalism not seen in the general field. When it comes to peoples homes, knowing that the remodeling contractor chosen to work on it possesses these credentials is a huge benefit.
Both Michael and Joseph Rendon ( two of Rendon Remodeling & Design employees) were recently awarded the acclaimed NARI certification. An honor the owner, Fred Rendon, has also held for many years. After considerable effort, they now possess the additional qualifications that take their already stellar reputation in the industry to the next level.
