Youngstown State University would receive nearly $11 million for maintenance and upgrade projects in the state budget if recommendations by the Ohio Higher Eduction Funding Commission are approved by state legislators.

Its an increase from the $9.4 million YSU received in the capital budget two years ago. The Ohio Education Funding Commission released its recommendations Thursday. Gov. John Kasich asked the states higher-education leaders to collaboratively agree on a list of capital projects. This marks the second round of that process.

No one got absolutely everything they asked for, and thats not necessarily all that unusual , said Ron Cole, a YSU spokesman. Were pleased, and were satisfied with what is being included in the proposal, and were thankful to the governor for including the projects that are in the proposal.

Ohio State University got the most of all of the states colleges and universities with more than $79 million.

Renovations to Bliss Hall and concrete replacement were on the initial list of YSUs requests and were not recommended for funding.

The commission recommended that investment be focused on maintenance and repair, reducing operating expenses, modernizing classrooms, enhancing technology, expansion and completion.

We can help you and your family create a disaster preparedness plan now, before our community is threatened by dangerously low temperatures, snow, ice and strong winds.

As with any disaster, preparation is important to minimize disaster impacts. The Red Cross recommends that individuals and families prepare for winter storms by:

Assembling an Emergency Preparedness Kit: Pack a winter-specific supply kit that includes a warm coat, hat, mittens or gloves, and water-resistant boots, along with extra blankets and extra warm clothing. Sand or non-clumping kitty litter is good to have on hand to help make walkways or steps less slippery. Additionally, make sure you have a first aid kit and essential medications, canned food and can opener, bottled water, flashlights and a battery-powered radio with extra batteries in your home in the event of a power outage.

Heeding Storm Warnings: A winter storm WATCH means winter storm conditions are possible within the next 36 to 48 hours. People in a watch area should review their winter storm plans and stay informed about weather conditions via NOAA Weather radio, or local radio or television stations. A winter storm WARNING means that life-threatening, severe winter conditions have begun or will begin within 24 hours. Individuals in a warning area should take precautions immediately.

Preparing Your Home and Car: Winterize your vehicle and keep the gas tank full, which will help to keep the fuel line from freezing. Make sure your home is properly insulated by installing storm windows or covering windows with plastic from the inside to help keep cold air out. Maintain heating equipment and chimneys by having them cleaned and inspected every year. Running water, even at a trickle, helps to prevent pipes from freezing.

Prepare for winter storms

After halting all tree removal and trimming last month, following complaints stemming from the removal of four maple trees on Summer Street, Village Council unanimously approved a policy this week that puts tree work back on track but with changes.

We didnt really have a standing policy in place, so pretty much the whole thing is new, Village Manager Chris Burns said. (Village Public Works Director Roger Belknap) has outlined how were going to handle tree trimming from this point forward.

The policy includes maintaining an inventory of trees in the village right of way with the help of a certified arborist, referring the trimming/removal priority list to the village's Parks and Recreation Board for review and recommendations, informing residents in writing of impending maintenance and removal, and replanting two trees for every one removed.

Some of these strategies were already in place, but council apparently wanted to solidify the protocol and have parks board members provide an extra set of eyes before trees are cut down.

Council will also hire a new arborist to review village trees and make recommendations for trimming or removal. The former arborist, a village resident, worked for the company the village had hired to remove trees.

The village spends more than $10,000 every year to maintain and remove trees for public safety and aesthetic reasons.

Village President Jim MacLachlan said hes pleased stricter guidelines are in place.

This policy will enumerate the steps we will take to maintain a safe environment for pedestrians and motorists, as well as preserving the natural beauty of the village, he said.

Some village residents were upset last year when Consumers Energy removed trees at the southwest corner of Lake Avenue and Savidge Street because they were interfering with power lines.
