BOGOTA Construction on a controversial housing development was halted Monday, as borough officials scrambled to verify whether the developer had proper permits to begin actively building on the site.

On Monday, construction crews began excavating the long-vacant lot at 297 Palisade Avenue, which has been at the center of a bitter feud between members of the Borough Council, who were split on granting a tax abatement deal to the developer.

The developer, 297 Palisades Avenue Urban Renewal LLC, began digging on a long-vacant parcel on Palisade Avenue where it plans to build a 44-unit apartment complex, with a soil removal permit from the Bergen County Soil Conservation District, Borough Administrator August Chip Greiner said.

Further activity on the site has been stopped until the developer, the borough engineer and Greiner can meet on Friday about other needed municipal permits and clearances, a process that Councilman Jorge Nunez said he and other critics of the development will watch closely.

We are getting started on the wrong foot, Nunez said in an email to The Record, citing concern that a preconstruction meeting had not taken place before the digging began. Moving forward we need to make sure that no one is cutting any corners.

On Tuesday, Greiner said the developer had the proper permit to begin digging as of Dec. 23, but that the letter from the county was on file with Harry Tuvel, the borough engineer, who had been on vacation. Receipt of the permit had not been shared with Dan Howell, the borough zoning official, who issued a stop work order until the permit letter was located.

Mr. Howell did the right thing in stopping the work until he could verify that a permit existed, Greiner said, adding that any further activity could result in fines for the developer.

In any case, Greiner added, developers are usually given time to get the proper permits before citations are issued.

A new residence hall designed by KSQ Architects recently opened on the campus of Texas Christian University. Known as Marion and Clark Halls, the two-building residence hall offers 400 suite-style student beds designed for sophomores. Common areas, study lounges and baking kitchens are included to build community within the space. The buildings are LEED Gold certified.

A dramatic barrel-vault archway is the signature design element of the building, serving as both a figurative and literal connector to the surrounding TCU campus. Marion and Clark Halls is the first of three phases planned for the Worth Hills Village development, which will eventually include a third residence hall, a parking structure, a dining/multipurpose building and Greek Village. In total, the development will house 1,800 students.

New Student Residence Designed by KSQ Architects Opens at TCU

Dulles Town Center Location: Near the intersection of Route 7 and Route 28 Developer: Lerner Enterprises Fact Sheet: There are plans for a total of 5.4 million square feet of office, commercial and retail space.

Lerner Enterprises looks to expand Dulles Town Center in 2014. The development, which was started in 2014, has two big projects slated to take place in the coming year.

A Regal Theater began construction in May 2013 and should be finished in the summer of 2014.

The Windmill Parc apartment complex, containing 433 apartments, will also begin construction in May with move-in for its first residents starting in 2014.

Nokes Plaza, which Lerner Enterprise's website describes as "a planned 56,000 square foot mixed-use office, medical, retail building at The Corporate Office Park at Dulles Town Center" is slated to finish construction some time in 2015.

On Nokes Boulevard there will also be two pad sites for retail locations.

Loudoun Station Location: Adjacent to the final stop on the planned Silver Line Developer: Comstock Companies Fact Sheet: One million square feet designated for class-A office space, 300,000 square feet planned for restaurants, retail and a hotel.

Groundbreaking on Loudoun Station began in April 2011.

The Loudoun Station website describes the new development as "a signature 'downtown' community with an exciting mix of shops, restaurants, residences and offices, along with a hotel and 11-screen movie theater."

As its name would imply, Loudoun Station is expected to be adjacent to the Silver Line at the terminus State Route 772 station.
