The N.C. Coastal Federation hopes to begin work this spring to turn the unintentionally drained and unsightly ponds in front of Cape Carteret Baptist and Presbyterian churches into an aesthetically pleasing and functional natural area.
Dr. Lexia Weaver, coastal scientist for the environmental organization in Ocean, said Thursday that the two churches on N.C. 24 are working on a conservation easement that will ensure that once the work is done, the area will remain in a natural state, with trees and other suitable wetlands vegetation.
We have given them (the churches) a draft conservation easement and have been going back and forth with them a little, said Weaver, who added that she believes that process will be completed sometime in January. Everything is looking good; we dont envision any hang-ups.
The easement, Weaver said, will allow the churches to install benches, walkways, bridges, plantings and other amenities that would make the pond areas suitable for worship and other uses, but will maintain the former pond sites as natural areas capable of handling the significant storm water runoff from the properties and other hardened surfaces, such as the highway.
Once the easement is in place, Weaver said, a surveyor can go to work, and the pond in front of the Presbyterian church can be completely drained. That is necessary, she said, because we dont really know for sure whats under there. We need to know what were up against so we can get it designed properly.
The federation plans to have the project designed by either a private engineer or by the College of Engineering at N.C. State University in Raleigh.
When the federation said early this year that it would undertake the task for its neighbors, Weaver had said she and others believed the project would cost $200,000 or less, would begin this fall and would be complete by the end of 2013. Now, however, she said its too early to estimate the cost.
The money the federation will use for the work is coming from the organizations sale last summer of a permanent conservation easement for land at North River Farms in eastern Carteret County to the Natural Resources Conservation Service, a part of the U.S. Department of Agriculture.

Not only did the San Diego plumber donate $1 for each service call to one organization, they added a secondary organization to double their efforts. At the end of the day, Bill Howe Plumbing performed 174 service calls that equated to a donation of $174 to the American Heart Association and an additional $174 donation to the San Diego Burn Institute.
This is not the first time the Bill Howe Family of Companies has utilized their social media to raise money for organizations near to their own heart. On December 6, they participated in the Warrior Foundation-Freedom Station Radiothon, which raised over $300,000 dollars, and their own Initiative during October raising $259 for breast cancer research, which they donated in honor of one of their own employees mothers, a breast cancer survivor.

Kolkata: An employee of the West Bengal secretariat, who had given a clean chit to a pest control agency employee arrested on suspicion of hatching a conspiracy to burn the Writers' Building, was today suspended on the charge of wrong handling of the exercise.
State Home Department sources said the Registrar of Publications, Home Department, Bismay Roy, who had defended pest control agency employee Jyotirmoy Nandi, has been suspended and a departmental proceeding was on.
Roy's clean chit to the man had deeply embarrassed the state government and state Home Secretary Basudeb Banerjee had asked for a departmental enquiry report on the incident.
"The arrested person has no malice or bad intention. He has been carrying out a routine pest control exercise for which he has been contracted by the Home Department. I even told the police this as they were interrogating him," Roy had said in the man's defence earlier this month.
Roy was summoned by Basudeb Banerjee early this month at the relocated state secretariat 'Nabanna'.
He had said, "I know him since long. Copy of the contract agreement regarding appointment of Nandi for pest control in the Writers' Buildings is with me. That day he did not have a gate pass to enter the Writers' Buildings and that is why an employee of my department accompanied him. He can't do anything wrong. Kerosene is used for pest control and there is nothing new in it."
The Kolkata police arrested Nandi, an employee of a pest control agency on November 30 in connection with the alleged conspiracy.
An alarm was raised by a police constable on November 29 after finding files and books doused with kerosene lying in the Home Department's publication office on the G-block of the building's top floor.
