    New water district closer for Town of Champlain

    CHAMPLAIN With a $415,000 boost in state funding, the Champlain Town Council is near creating a new water district that would serve a section of Route 11 and environs, along with East Service Road and West Service Roads.

    Wednesday is the last day a petition with signatures from 5 percent of district residents can be turned in that would force a public referendum on the measure, otherwise it will go to the council for approval.

    We felt there is a great need for this, Town Supervisor Larry Barcomb said.

    Weve had people call here, and they want to come to Champlain for industry or a commercial venture or whatever, and one of the first things they ask is if we have water.

    The town has surveyed property owners there, too, and found many favor water and wastewater service. Now, wells and individual septic systems serve homes and businesses there.

    YEARLY COST

    The project cost is estimated at $13,420,000, with, according to recent figures, the town paying 75 percent and the Village of Champlain contributing 25 percent.

    Estimated yearly cost per equivalent dwelling unit (water usage for a single-family home) is estimated at $816, said Matt Cooper, a principal with Bernier & Carr Associates, designer of the project.

    That would include debt service, he said.

    All property owners in the district would be required to pay debt service whether they hook up or not, he noted, with parcels not using water assessed as a half-dwelling unit each, according to early calculations.

    Ron Scarpa: East End contractor got his start barefoot skiing

    Ron Scarpa, 50, is president of Barefoot Brothers Construction. The name was inspired by his background as a world champion barefoot water skier. His company recently completed renovating East End Market, a former church where chefs, bakers, horticulturalists and other merchants lease space in what is becoming a cultural hub off Corrine Drive in Orlando.

    CFB: What came first the barefoot water skiing or Barefoot Brothers Construction?

    Barefoot water skiing, for sure. Growing up we moved to Winter Haven, Florida. I watched the water ski shows at Cypress Gardens. I either wanted to be a water skier or a snow skier.

    CFB: Couldn't you have just taken up regular water skiing?

    To me, the ultimate was barefoot water skiing. In Winter Haven, a lot of the neighborhood kids skied and it seemed like barefoot water skiing was the hardest.

    CFB: Is there any corollary between construction and barefoot water skiing?

    Yes -- there's very little money in both right now (laughter). If you're going to be successful in anything, it's not going to be easy. You have to have a good strategy in construction and I think that, if you're going to be successful in barefoot water skiing, you have to have the same thing.

    CFB: What was your first job with Barefoot Brothers Construction?

    We formed Barefoot Brothers in 2004. I had been traveling too much in water skiing, and one of my founding partners in the construction company was a ski buddy of mine. I had gotten married, and we had small children, and I said I'm not going to be able to do this travel.

    Athol rebuild gets green light

    A new apartment building will be built on Athol Street to replace the old one that burned down three years ago.

    Port Alberni city council voted to approve a development variance permit that gets the ball rolling for the new buildings construction.

    The variances had to do with property parking, setbacks and balconies, a report from city planner Scott Smith noted.

    At four storeys and 24 residential units the new building will be slightly bigger than the previous 26-unit building, which was destroyed by fire in 2011.

    The variance will allow for the building to have 24 parking spaces rather than the required 30.

    The application is unusual in that the owner is only trying to replace the old building, Smith noted.

    Having said this, the old building was constructed to old building codes when it was first built in 1964.

    The new building must comply with new code requirements, the report notes.

    The proposed variances will not result in an increase in density from the previous apartment building, Smiths report noted.

    Flames could be seen for miles after a three-alarm fire started at a vacant Denver apartment building early Sunday morning.

    The fire was reported around midnight at a five-story apartment building at Kentucky and Birch, which is east of I-25 and south of Colfax. The building was completely destroyed.

    Sister station KCNC says the blaze was so intense, neighboring apartments were wet down as a precaution. There was some damage to neighboring buildings.

    As firefighters began to douse the flames, KCNC says a huge smoke cloud could be seen overhead.

    The building was under construction at the time of the fire. No one was living there. There were no reported injuries.

    At this time, the cause is unknown.
