John Carter thinks in binders and boilers.
The bookshelves in his maintenance shop office are lined with structural and environmental reports. His cabinets are organized school by school.
This trove of data forms the basis of both the school districts big picture building plan and its yearly building reserve priorities.
Carters office began taking a hard look at the condition of schools about a decade ago, commissioning reviews of major facility components seismic stability, HVAC systems, accessibility and more at every school.
Once the studies were completed in 2008, Carter, director of support services for Helena Public Schools, presented an overview of each school, one at a time, during school board meetings. It took almost two years.
The district then created long-range plans, first with an in-depth study by Mosaic Architecture completed last January, and then with an operational report presented by Superintendent Kent Kultgen in March.
The studies yielded upwards of$60 million in so-called deferred maintenance and other targeted facilities projects well beyond the funding provided by a building reserve levy.
But the plan, Carter said, helps him determine what projects to invest in, and which may be better addressed by a bond issue.
Its juggling when you have twice as many project costs as you have money, he said.

A 25-story West Los Angeleshigh-rise where an 11th-floor fire erupted Friday is not equipped with a sprinkler system, fire officials said.
The blaze broke out about 11:45 a.m. on the 11th floor of the 52-year-oldBarrington Plaza apartments in the 11700 block of Wilshire Boulevard. Within minutes, huge plumes of black smoke were billowing out of several building windows and flames began to climb up the exterior.
Three balconies above the blaze were scorched black from the fire. The building is nearly 380,000-square-feet and has 472 units.
In less than an hour, much of the smoke and flames had subsided and the blaze was mostly contained with crews checking the apartments for other hot spots. More than 200 firefighters responded to the blaze, which was "mostly contained" shortly after 1 p.m., fire department Brian Humphrey said.
Residents on and above the 11th floor, but not all of them, heeded the fire warning, Humphrey said. At least two residents were being treated for smoke inhalation, with one being taken to the hospital, he added.

Spending on home remodels is expected to return to pre-recession levels nationwide by mid-2014, according to an index put out by Harvard University, but indications are it wont happen in Albuquerque.
The pace of remodel spending across the country is forecast to increase by double-digit percentages from the third quarter of this year through the second quarter of 2014, when it will peak at $148.9 billion, according to the Leading Indicator of Remodeling Activity by Harvards Joint Center for Housing Studies.
The $148.9 billion in spending in mid-2014 will eclipse the most recent high of $146.2 billion set in mid-2007. The nationwide pace of remodeling is forecast to slow down in the latter half of 2014.
The soft patch that homebuilding has seen in recent months, coupled with rising financing costs, is expected to be reflected as slower growth in home improvement spending beginning around the middle of next year, said Eric S. Belsky, managing director of the center, in a prepared statement.
At the national level, remodeling activity has tended to track with the pace of home building, said Jim Folkman of the HBA, the home builders association in the metro. Both tend to reflect housing demand.
That is much less true in the Albuquerque market, however, he said. There really doesnt appear to be a one-to-one relationship between those two different construction activities in our metropolitan area.
For example, home building hit a 30-year low in the metro in 2011 when building permits were issued for 1,192 new homes, he said. In stark contrast, 2011 was a robust year for home remodels, he noted.
Permits were issued for 1,134 home alterations and additions just within the city of Albuquerque during 2011, not that far off the pace of 1,404 remodeling permits issued during 2007, the final year of the housing bubble. In 2012, as the local pace of home building picked up, remodeling activity dropped.
While the Harvard index shows remodeling activity picking up at an accelerating pace nationwide, building permits in Albuquerque show home remodels are currently running at 10 percent below the 2011 level and more than 20 percent below the 2007 level.
