    What Can Chicago Cubs Do in Free Agency to Avoid Another 100-Loss Season? Fan’s Take

    The Chicago Cubs finished the 2012 MLB season with a 61-101 record. They'll enter the 2012-13 free-agency period with a lot of concerns on how to improve their roster for the short term and the long term. What can Theo Epstein and Jed Hoyer do to avoid another season with 100-plus losses?

    Starting Pitchers

    The Cubs' 2013 Opening Day starting rotation should include Matt Garza, Jeff Samardzija and Travis Wood. This leaves two openings. Recently-acquired Arodys Vizcaino is coming off Tommy John surgery. A 100-inning pitch count is a possibility. Spring-training competitors may include Brooks Raley, Chris Rusin, Chris Volstad, Justin Germano, Jason Berken and any other additions.

    How can the Cubs become competitive in 2013? Their best chance is by adding two starting pitchers. They need a legitimate ace pitcher and another mid-tier pitcher behind Garza and Samardzija (e.g. Anibal Sanchez or Paul Maholm). I'd expect that one mid-tier pitcher is added. They'll add their long-term ace pitcher with the second-overall pick in the 2013 MLB Draft. That happens in June.

    Relief Pitchers

    The Cubs must restructure their bullpen. They should keep James Russell as a left-handed reliever. After losing his closer job in the first half of the season, Carlos Marmol was much better when he reclaimed it. The Cubs may keep him for one more year. They need to make some moves to improve their middle-relief situation.

    Third Baseman

    The Cubs have a promising young infield that includes Anthony Rizzo, Starlin Castro and Darwin Barney. Welington Castillo also hit better toward the end of the season. The Cubs need all of these players to improve in 2013.

    Third baseman is another story. The Cubs never replaced Aramis Ramirez's offensive production. Ian Stewart, Luis Valbuena and Josh Vitters were all liabilities in the Cubs' offense. Vitters should've never been promoted from Triple-A Iowa. Valbuena is more of a utility player off the bench. Stewart may get one more chance after wrist surgery.

    Tips for cutting winter heat costs

    Sweater weather is near and winter lurks just around the corner. Will your house be ready to weather the chill?

    Now is the time to begin assessing the investments you may need to make to ensure that you will be warm this winter and experience lower energy costs over time.

    "The average U.S. household will spend about $990 for winter heating costs this year," said Allyson Schmutter, spokeswoman for the Alliance to Save Energy. "There's an incentive to make changes that are easy and realistic," she said.

    Sealing air leaks and improving insulation can save as much as 20 percent on heating bills, for example.

    Homeowners don't need to spend a ton of cash to make some very simple improvements, according to Mark Tyrol, owner of Massachusetts-based Battic Door Energy Conservation Products. The key is to find and seal off "overlooked openings," Tyrol said.

    Not all experts agree on some of the common-wisdom fixes.

    "There's a lot of miscommunication" about the efficiency of replacement windows and attic fans, said Troy Tanner, owner of the Home Energy Detective, a home-energy auditing company in Manassas, Va.

    For example, "never install an attic fan," said Tanner. "They cause all kinds of problems." If you already have one in your house, Tanner believes you should "turn it off. That's the best thing you can do."

    Here are some other tips on how you can winterize your home:

    Seal ducts. Along with installing energy-efficient heating and cooling systems, homeowners can save as much as 20 percent by correctly sealing the air shafts between walls and floors that distribute air, according to the Environmental Protection Agency.

    Contractors are seeing business improve.

    Glenn Bridges can tell that the market for home remodeling is picking up when he's hanging cabinets or laying a floor in a customer's house, a next-door neighbor is bound to knock on the door and ask if he's available for another project.

    They'll look at his handiwork and then say, "we have something we're interested in doing," Bridges says. "It's quite uplifting."

    The collapse of the housing market decimated business for contractors like Bridges, most of whom are small businesses with just a handful of employees. But many are seeing business improve as home sales slowly recover and homeowners who had put off projects during the recession are feeling better about the economy. Still, the improvement is gradual and projects aren't typically as lucrative as they were back when homeowners were able borrow against a large amount of equity in their houses.

    Bridges was so optimistic about the remodeling market that in February that he restarted the contracting business he was forced to shut down in 2007. When he closed, he had to lay off his three full-time workers. But at the start of 2012, things began to change.

    "I had people that needed work done and all in one weekend they said to me, `why don't you help me ... why don't you get active again?"' says Bridges, owner of Eagle Ridge Contractor Services in Naples, Fla. He had spent the intervening years working on projects with other business owners.

    'More optimism'

    He's worked steadily since February, installing new kitchens and bathrooms that range from $10,000 to $25,000, depending on the size of the room and the quality of the cabinets and appliances. He hired one full-time worker when he started his business again and says he may take on as many as three more if business is good enough. And he's optimistic that it will be, because he's getting more requests for bids on projects. "Where I was pricing one or two (projects) a month, I might now price five or six a month. And I think I'm not unusual for our market, there's more optimism."

    With federal leasing stalled by gridlock in Congress, the regional office market is listing and analysts dont expect any short-term swell in demand as the threat of huge budget cuts looms in January, according to the latest quarterly reports.

    Because of the threat of federal budget cuts and larger economic challenges, the office market throughout the greater D.C. region remains flat, John Germano, executive managing director of CBREs Washington-Baltimore region, said in a news release. Defense contractors in particular are postponing signing leases until the election is over and defense budget decisions affecting employment and space requirements are made.

    Although the Maryland suburbs showed growth in office jobs during the quarter, CBRE reported that has yet to translate into the office real estate market. The vacancy rate held at 15 percent for the third straight quarter.

    In one hopeful sign, CBRE noted that 12409 Milestone Center Drive in Germantown was delivered, with 88 percent of the 162,000-square-foot building preleased to DRT/Boeing.

    But the company reported that the suburban Maryland office market experienced low levels of overall leasing activity in the third quarter, with nine renewals in the Top 16 leases in excess of 10,000 square feet. Little of the action is coming from the private sector, with the top four deals all signed by federal tenants.

    Jones Lang Lasalle painted an overall dismal picture, as net absorption for the suburban Maryland market for the quarter was negative 214,105 square feet, dragging the year further into the red to date at negative 241,188 square feet. There likely is more than that to come with more than 2 million square feet either under construction or renovation.

    Do not expect the usual suspects the federal government, contractors and law firms to get the Washington region market out of this slump. Organic growth is going to have to come from another source, JLL managing director Creighton Armstrong warned. This is, and will remain, a tenants market for the time being particularly for tenants seeking under 25,000 square feet. The lack of a long-term federal budget, combined with approaching sequestration and fiscal-cliff, will perpetuate the current malaise, no matter who is in the White House or Congress come November.

Material price increases and labor cost growth will still contribute to escalation. Contractors' building costs "charged" in 2012 are above labor and material cost increases, signaling a continued movement towards recovery of more normalized margins.

    Motorists happy with retaining walls

    Road users who had feared being hit by falling trees and boulders from the slope can heave a sigh of relief when the construction works are completed in about a fortnight.

    A check by the Northern Streets to the site showed that the Works Department (JKR) had engaged two contractors to clear the slope with a backhoe before building the perimeter walls, causing disruption to the traffic flow.

    Several workers were seen constructing retaining walls at two locations along the road.

    A recent landslide during the morning rush hour brought down a tree, earth and boulders, missing vehicles on the road by a whisker.

    The incident raised serious concerns about the safety of road users.

    Many asked for remedial action as the slope along the road is prone to soil erosion, especially during heavy rain.

    Mohamed Ariffin Yusoff, 32, said: "I am worried about landslides when there is a downpour. It is good to see the road authority taking measures to prevent landslides by building the wall," he said.

    Another motorist, L. Shanmuggam, 41, said he was relieved to see the construction of retaining walls.

    Beverly Forests lawyer wasnt sure Forest would be able to endure the hours of questioning.

    In a June 6 email, plaintiffs attorney Gordon Stemple warned defending attorneys that Forest would be arriving for a deposition in a wheelchair, with an oxygen tank and a nurse attendant, and would require frequent bathroom breaks.

    Forest has cancer. Shes been in and out of hospitals for six months, weighs 100 pounds and is dying. Her lawyers worry she wont survive long enough to see the conclusion of a two-year-old lawsuit that claims a moldy office environment at the District Attorneys office exacerbated her condition.

    Forest is one of nine plaintiffs who worked in the Monterey County District Attorneys Fraud Investigation Unit, a group that was assigned to a boxy stucco building on West Gabilan Street known as the Annex.

    The only thing my clients have in common is going into this building and coming out sick, says Monterey-based attorney David Churchill, also representing the plaintiffs.

    In an October 2010 complaint, those nine staffers allege mold in the building gave them symptoms such as shortness of breath, recurring headaches, itchy eyes and bloody noses over several years.

    Insurance adjusters and attorneys spent all day Sept. 27 in mediation in San Jose, where they tried and failed to reach an agreement. Now the case is headed toward a jury trial, set to begin in Monterey County Oct. 29.

    The plaintiffs attorneys would not make their clients available to for interviews, but court documents tell a complex story about liability. The questions focus on whether mold is responsible for the illnesses, and if so, whos responsible for the damages and how much.

    Though visitors and workers long noted a musty, offensive, foul smell in the Annex, a series of tests for mold spores show differing accounts of how toxic the building really was.
