Aluminum Gutter Installation Steps:1. Measure along the house fascia to determine the length of each piece of gutter.2. Apply a bead of silicone sealant along the inner edge of an aluminum end cap. Tap the end cap onto the end of the gutter, then secure it with a crimping tool.3. Cut the gutter to length using a hacksaw and tin snips.4. Fasten pre-mitered aluminum corner to the gutter end using sealant and aluminum pop rivets.5. Attach an end cap to the second length of gutter, then rivet it to the mitered corner to create the L-shaped gutter assembly.6. Use a hole saw to drill a 3-inch-diameter hole through bottom of the gutter. Attach an outlet fitting to the hole using sealant and rivets.7. Hold the L-shaped gutter assembly in place against the house fascia.8. Use a level as a straightedge to position the high end of the gutter. Be sure the front edge of the gutter doesn't protrude above the roof plane.9. Slip a gutter-mounting bracket into the high-end of the gutter, then drive a screw through the bracket and fascia and into a rafter tail.10. Adjust the pitch of the gutter so that rainwater will drain down to where the downspout will be installed.11. Slip brackets into the gutter and drive the screws through the brackets and into the rafter tails. Place one bracket at each rafter tail.12. Place two elbows onto the upper end of a length of downspout, and secure them with short sheet-metal screws.13. Screw two aluminum wall brackets to the house corner boards.14. Slip the elbow on the upper end of the downspout over the outlet fitting protruding down from the gutter above.15. To hold the downspout in place, drive short sheet-metal screws through the wall brackets and into the downspout.16. Dig a shallow trench from the lower end of the downspout out away from the house. 17 Use PVC primer and cement to assemble a rainwater drainpipe made from 4-inch-diameter PVC pipe and assorted fittings.17. On one end of the drainpipe attach an elbow and rectangular downspout fitting. On the other end, glue on an elbow and drainage cap.18. Slip the bottom end of the downspout into the rectangular downspout fitting attached to the end of the PVC drainpipe.19. Lay the drainpipe in the trench, then backfill.

Snap a chalk line between the high and low points. Use a level or a measuring stick to try to get an even line. This will be a guidepost for your gutters, so it helps to be precise.

Cut the gutters to size. Use a hacksaw, or heavy duty tin snips to cut the gutter at the appropriate measurement. You may need to cut your gutters at a 45 degree angle if two gutters meet at a corner.

Mark the location for the downspout opening on the gutter. Use a jigsaw to cut a square opening at the appropriate place in the gutter.

Attach the downspout connector and end cap to the gutter using silicone sealant and short metal screws. An end cap should be used on any open-ended run of gutter.

Seal any gutter connection seams with a heavy bead of sealant and allow to dry overnight.

Figure out the angle and cut wood blocks. Use wood that's the same size as the facia. (If it's 2x6 facia, use 2x6 material and install it two feet apart on the facia.) An easy way to find the angle is to sit a block of wood against the outside of the facia and hold a level until the block is plumb; then, trace the line.

More information on law changes is available here. Have your lease available when calling the Tenant Resource Center so we can help you know what your rights and remedies are, including whether you can request double damages, court costs and reasonable attorney fees when you sue your landlord.
According to the Department of Agriculture, Trade and Consumer Protection, landlords CANNOT charge for routine carpet cleaning - during the lease or from a security deposit-no matter what your lease says. Your landlord cannot legally deduct from your security deposit, even if:
Requiring a tenant to pay for carpet cleaning in advance of moving also will not work, any payments in excess of rent are considered security deposits (ATCP 134.02) and so withholding that money would also be considered a withholding from a security deposit, and therefore illegal absent "unusual damage".
A landlord may only withhold from a tenant's security deposit for painting or carpet cleaning where there is "unusual damage" caused by "tenant abuse". ATCP 134.06(3)(c)
The Attorney General's opinion may be found here. The Attorney General was asked two questions which were answered as follows:
Answer: No. "Landlord's statuatory duty to keep premises in a "reasonable state of repair" does not encompass routine carpet cleaning.
Answer: No. Because routine carpet cleaning is not a statutorily-imposed obligation of a landlord, assigning this responsibility to a tenant through a contractual provision does not render a rental agreement void.
So, even though a rental provision regarding routine cleaning would not make the lease void and unenforceable under Wis. Stat. 704.44(8), it is still illegal to withhold money for carpet cleaning from the security deposit. The opinion notes:
Finally, I note thatthe permissibility of provisions requiring tenants to arrange or pay for carpet cleaning at the termination of their tenancy does not mean that landlords can deduct carpet cleaning charges from the security deposit of a tenant who has failed to comply with such a provision. Under your agency's present rule, ATCP 134.06(3)(c), landlords are expressly prohibited from withholding security deposits "for normal wear and tear, or for other damages or losses for which the tenant cannot reasonably be held responsible under applicable law." The accompanying note cites carpet cleaning as an example of an impermissible basis for withholding a portion of a security deposit. My conclusion that carpet cleaning provisions are valid does not affect the prohibition against deducting carpet cleaning expenses from a tenant's security deposit as a means of enforcing such provisions.
As of 11/1/15: A new note in ATCP 134.06(3)(c) makes it clear that even though a landlord is allowed to write a lease saying the tenant has to pay for routine carpet cleaning, they may not take this out of the security deposit. Any carpet cleaning charges they collect in advance must be treated as part of a security deposit, which must be subject to a refund. Deductions cannot include "normal wear and tear." Essentially, a landlord would have to sue a tenant as a separate matter if they did not pay for routine carpet cleaning required by the lease.CR 14-038, Sec. 10,Eff. 11/1/15.
