By: CBS 21 Web Staff HARRISBURG, Pa.-- Officials in the capitol city are planning to invest millions of dollars to clean up part of Harrisburgs Allison Hill neighborhood; specifically Mulberry and Derry Streets, an area now being called Mulder Square.
The city is applying for $6.5 million in grant money to go toward construction, eliminating blight, investing in small businesses and fixing up the landscape.
"There have been times of investment in Allison Hill, but what we're seeing is, is you got to keep after it," Director of Community and Economic Development Jackie Parker said.
This is just one part of Harrisburgs larger five year plan for redevelopment. The city is holding community meetings to discuss those plans. The first is February 19 and 5:30 p.m. at the Hamilton Health Center.

Even experienced weather forecasters were taken aback by the ferocity of the 2011 tornado outbreak. On its worst day, April 27, more than 120 twisters touched down in the Southeast, doing $4.2 billion of damage and killing 316 people.
Now a computer simulation of the day's events suggests that smoke drifting into the United States from fires set to clear farmland in Central America helped intensify the fatal wind funnels. Researchers publishing the finding in an upcoming Geophysical Research Letters hope that meteorologists will begin to consider air pollution a risk factor when making tornado forecasts.
"I never expected to see an April like that," says Greg Carbin, a meteorologist at the the National Oceanic and Atmospheric Administration (NOAA) Storm Prediction Center in Norman, Oklahoma, who wasn't involved in the research. "Everything came together to produce an outbreak the likes of which hadn't been seen for nearly 40 years."
Tornadoes from May 1950 to May 2013, rated 1 to 5 on the Enhanced Fujita (EF) scale. Twisters frequently strike in the Deep South as well as in the Great Plains. The EF scale is based on wind speed and degree of damage.

Smoke and other tiny airborne particles called aerosols have been linked to severe weather events before. Aerosols may quiet tropical storms and ramp up the amount of lightning dished out by thunderstorms, for instance. One study blamed human-made haze for an uptick in summer tornadoes and hailstorms, which are more common on weekdays along with exhaust-belching traffic.
Still, you won't hear about aerosols in local news coverage of storms; the science remains controversial. "There's a lot of debate in this area," says David Lerach, an atmospheric scientist at the University of North Colorado, in Greeley. "Some people think that the effects of aerosols on storms are insignificant, while others have staked their careers on it."
Even global climate change simulations struggle with aerosols, which along with clouds remain the single greatest source of uncertainty in those models.
Making a Bad Situation Worse
To pin down smoke's influence on tornadoes, Pablo Saide, an atmospheric scientist at the University of Iowa, in Iowa City, and his colleagues first turned to NASA's Aqua satellite. Its payload includes an infrared camera that in 2011 detected the heat of fires in Central America. Such fires are set every year, before the summer monsoons, to clear land for farming.

"I didn't understand about the deductibles and how to choose a plan," said Norma Santaolalla, 46, who cleans houses for a living and whose husband is a handyman. "It's difficult. It's the first time we've done that. That's why we came here to ask them to help us."
"Here" was the Arlington Mill Community Center where help was available on a recent Saturday as part of a national effort to boost Obamacare enrollment, especially among Latinos.
Latinos represent about a third of the nation's uninsured and for a number of reasons, signing them up has been harder.
As of Jan. 16, just 10% of those who had signed up for plans in the 37 states served by healthcare.gov are Latino up slightly from 7% during the first few months of last year's enrollment, despite concerted efforts to reach them, according to government data.
Experts caution that those numbers are reported by applicants and there's no requirement that anyone signing up for coverage state their race or ethnicity. Nonetheless, government and pro-Obamacare groups have stepped up their efforts through media campaigns and emphasized the kind of in-person assistance the Santaolallas and many other Latinos seem to prefer.

Nearly a third of the ACA's media budget this year is focused on Hispanic media, tripling the 10% spent on reaching Latinos last year, according to Health Secretary Sylvia M. Burwell.
Providing in-person assistance, however, takes time. A session can easily run 90 minutes to two hours, and several meetings are often needed to explain how insurance works and what the options are. Even though applicants may qualify for tax credits, many will still have to pay a monthly premium. And people who have gone without insurance for years might not feel the need to buy it.
Still, since October 2013, 2.6 million Latinos ages 18 to 64 gained insurance through the health law, according to federal officials. As of last June, the share of Latinos without health insurance dropped from 36% to 23%, with the highest gains in states that adopted Medicaid expansion, according to a Commonwealth Fund analysis. That's important to the success of the overall health reform, because uninsured Latinos tend to be young and healthy. They are likely to use fewer medical services and will help offset the cost of sicker people in the insurance "risk pool."
