    Why Hispanic Americans still arent signing up for Obamacare

    Here was the Arlington Mill Community Center, where help was available on a recent Saturday as part of a national effort to increase Affordable Care Act enrollment, especially among Latinos.

    Hispanics represent about a third of the nations uninsured, and for a number of reasons, signing them up has been harder. According to the latest government statistics, as of Jan. 16, two months into the current open enrollment period, just 10 percent of those who had enrolled in the 37 states served by healthcare.gov are Latino. Despite a concerted effort by officials and health law advocates to reach Latinos, thats up only slightly from 7 percent during the first few months of last years enrollment.

    In fact, nearly a third of the ACAs media budget this year is focused on Hispanic media, tripling the 10 percent spent on reaching Latinos last year, according to HHS Secretary Sylvia M. Burwell.

    Providing in-person assistance, however, takes time. A session can easily run 90 minutes to two hours, and several meetings are often needed to explain how insurance works and what the various options are. Even though applicants may qualify for the laws tax credits, many will have to still pay a premium each month. And people who have been doing without health insurance might not feel the need to pay for it.

    Still, since October 2013, 2.6 million Latinos ages 18 to 64 gained insurance through the health law, according to HHS. As of last June, the percentage of Latinos without health insurance dropped from 36 percent to 23 percent, with the highest gains in states that adopted the health laws Medicaid expansion, according to a Commonwealth Fund analysis. Thats important to the success of the overall health law, because uninsured Latinos tend to be young and healthy. They are likely to use fewer medical services and thus will help offset the cost of sicker people in the insurance risk pool.

    To enroll, though, some Latino applicants have to work through extra paperwork and overcome language barriers.

    Joaquin Barahona, 41, is a construction worker. Hes never had health insurance, and when he did go to the doctor, he paid cash.

    That same evening, Lusmila Morales, 53, also hopes to obtain ACA coverage. She sent in a paper application last year but never heard back and wanted to try again this year. She brought along her 17-year-old nephew to translate.

    Seed purchasing decisions can impact productivity

    Making the correct choice of seed can often be a tricky one for farmers, especially when returns are under pressure, so making the right call to maintain farm productivity is critical. When it comes to seeds however, taking the cheaper option can end up costing you more.

    Cutting back on pasture renewal and/or reducing fertiliser application can be tempting, but a careful review of the pluses and minuses is needed when making those decisions, especially as seed is only a relatively small part of the overall cost of re-grassing. So what are you buying when you are buying cheap varieties?

    One possibility is that the cultivar might be an older, lower-performing variety whose production has been superseded by newer varieties. Nui, which is more than 30 years old and has been a strong contributor for a long time, is one example which might come into this category.

    Buying seeds where the variety is not stated or the seeds are uncertified risks variability in yields and lack of clarity about the endophyte status of the cultivar. Weeds can also be a problem. Given this, it is important to consider the advantages that modern grasses offer, especially when plant breeding has made significant advances during the last 30 years. The advantages newer-bred varieties offer over older, lower performing varieties include:

    Better yield. For example, higher performing varieties such as Matrix and Ultra produce 1.5 tonnes DM/hectare/year more than Nui.

    Seasonal growth. Significant advances have been made in improving the winter and early spring activity of grasses, producing feed when it is needed most to better meet the feed demands of livestock.

    Heading date. Modern grasses are later heading by up to three weeks than older varieties, maintaining pasture quality for longer, and without sacrificing early spring growth. Lush / leafy spring growth generally has a Metabolisable Energy (ME) rate of around 12 - 13MJME/KgDM, whereas stalky pasture which has gone to seed has an ME of around 8 - 9 MJME/kgDM, so is only maintenance feed at best.

    Low aftermath heading. This refers to how quickly a pasture returns to vegetative state after heading / seeding. Varieties with low aftermath heading have been bred to return quickly to vegetative state. Benefits include improved pasture quality, improved palatability and voluntary intake, and less need for mowing.

    Improved pasture quality. Modern grasses have generally been bred for higher quality (higher ME, higher digestibility, later heading etc). Higher pasture quality leads to increased voluntary intake and improved livestock performance.

    Blue Jays looking into installing grass at Rogers Centre

    Researchers will receive $600,000 as part of the agreement, and a year-long study is now underway. The goal is to have natural grass installed with a dirt infield by the start of the 2018 season.

    "We are thrilled to partner with the Toronto Blue Jays on this exciting project," said Rene Van Acker, associate dean with the Ontario Agricultural College and a professor in the Department of Plant Agriculture.

    "The challenge of developing a natural turfgrass field for the Rogers Centre is very unique, but we are confident that the combination of the Blue Jays' commitment and our special expertise and research capacity will produce a facility that players and fans will love, and that will meet the challenges of the Rogers Centre as a world-class multiuse facility."

    The Blue Jays and Rays are the only two franchises in Major League Baseball that play their home games on an artificial surface. Beeston has made it one of his top priorities to make the switch to natural grass, and while the process is expected to be very complicated, the initial stages of that plan have been approved.

    The project will be overseen by Eric Lyons, who is a professor in the Department of Agriculture and a leading turfgrass expert. Lyons has been tasked with determining which strand of grass would be able to grow indoors under artificial light. Other aspects that need to be examined are the humidity levels, air circulation, water and durability to survive an 81-game home schedule.

    Lyons has been asked to recommend a specific strand of grass by spring of 2016. From there, it will be up to the Blue Jays to determine whether such a move is feasible and what type of upgrades would be required to make it happen. Rogers Centre currently is not equipped with proper drainage, and substantial renovations would be required even if the right type of grass can be identified.

    "I am certain that we can do this -- find suitable grass species and ways to ensure they will flourish inside the stadium," Lyons said.

    "The question will be whether it's feasible for the Blue Jays to do it, and that's what we're going to help them answer."

    If the project continues after the initial year, the grass will be grown at an Ontario sod farm and then tested in a simulated environment under artificial light before possibly getting the go ahead for the 2018 regular season.

    Subterranean Sprinklers Not Saturating The Market, Yet

    SANTA BARBARA, Calif. -

    "Gold is the New Green" and "Stay Sandy Santa Barbara" are two catchy slogans that have popped up during the record drought.

    But two new phrases are drawing the attention of local landscapers: "Bold Innovation" and "Eco-Mat."

    The Eco-Mat system is a way to keep your grass green, year round, from the roots up. Think of it as a waterbed of sorts, with holes in it for the roots of your lawn.

    The underground watering system is manufactured and sold worldwide by Hunter Industries.

    The poly-propelene felt blanket evenly disperses water laterally, not from above, but beneath grass.

    "The roots of the sod actually come in and attach to this mat, and they get a lot of the water," said Kim True, owner of True Nature Design in Goleta. "They can go down below it as well to get deeper water."

    The installation process is fairly easy and arguably, less time consuming than installing a traditional sprinkler system. But, it is not a one person job.

    The Eco-Mat comes in a roll measuring 295 feet long by 38 inches wide. Pre-drilled emiter tubing, spaced every 14 inches, runs through channels in the fleeze. The mat system is installed three inches below sod, with a layer of amended soil in between.

    A growing number of local contracters and landscapers say this type of sprinkler system is quickly becoming a "must-have" in a variety of turf settings, including that strip of grass between the street and sidewalk.
