Washington (CNN) -- John Philip Sousa IV has a mission: Convince a retired neurosurgeon with no political experience to run for President -- and then help him win.

Sousa, 67, launched a super PAC last year that has raised millions in an effort to urge Dr. Ben Carson to explore a White House bid. Since the launch, Sousa and his team have proven to be a fundraising powerhouse, raising a whopping $12.2 million from more than 100,000 donors. That even edged out the effort by Hillary Clinton's supporters, who have raised $12.1 million for the "Ready for Hillary" super PAC.

Sousa's group, dubbed the "National Draft Ben Carson for President Campaign Committee," is laying the groundwork for a presidential campaign in early voting states with plans to open a second office in Iowa later this month.

If Sousa's last name sounds familiar, that's because it should. He's the great grandson of John Philip Sousa, the composer known for his patriotic music.

Sousa's effort is adding to the buzz surrounding Carson, who catapulted onto the national political scene at last year's National Prayer Breakfast by delivering a stinging rebuke to Obamacare -- with President Barack Obama sitting just a few feet away. He has captivated some Republicans with stories of his difficult childhood and placed second behind Mitt Romney in a CNN/ORC poll last month that asked the GOP about their preferred presidential nominee.

Carson himself has said he has been considering a run after seeing the outpouring of support.

"It definitely seems to be having an impression," said Adam Waldeck, a spokesman for the American Legacy PAC, which Carson chairs.

Federal election rules bar Sousa from coordinating with Carson, who hasn't yet said whether he'll run in 2016. But Sousa talks about a potential run in the same unvarnished style that Carson embraces.

Plymouth Township, Luzerne County -- The area known as Curry Hill-Avondale in Plymouth Township is a reflection of what was once the rich mining history of the 20th century. The coal company that strip mined it eventually pulled out and left behind essentially a dangerous, unusable site. "It's such a huge chunk of land and it's sad for it to just to sit there," said Kristin Cole of Plymouth Township.

That's about to change thanks to a nearly $2.7 million project funded by the Abandoned Mine Reclamation Trust Fund. "This grant money is going to go a long way toward fixing up that area," said DEP spokesperson Colleen Connolly.

A cavernous space at the abandoned mine site is the result of strip mining done decades ago. The newly approved project will involve backfilling and grading more than 6,000 feet of dangerous high wall at heights of between 25 and 100 feet. In its present state, those high walls present a serious safety hazard to unsuspecting walkers, bicyclists and ATV riders. The site also took on another danger which Michael Oktisuk witnessed while living on Avondale Hill Road for 40 years. "At least for 35 of it, there was an an awful lot of dumping going on up there." He is glad the old Avondale mine will have new purpose. "I know it will sure help the hunting because like I say a lot of the neighbors hunt up there so... and it's good for the wildlife," said Mr. Oktisuk.

Ms. Cole, who lives next door to Mr. Oktisuk, is eager to see the third and final mine reclamation phase eventually finished. "I do welcome it. We walk our dogs up there now. We have been since we moved in here. It's beautiful up there." The DEP plan should give the community a place of recreation for years to come. "It's a beautiful, spectacular view and a place to go to hike or bike," said Ms. Connoly.

The final phase of the Avondale Mine reclamation project is set to begin in February. The project allows for construction of drainage ditches and ten acres of wetlands besides some grass seeding and tree planting. It hopefully will be finished later in 2015.

DILLEY, Texas (AP) - The Obama administration on Monday unveiled a former oil field workers' camp in rural South Texas that's being converted into the nation's largest family immigration detention center, as federal authorities brace for the possibility that mothers and children may again come pouring across the U.S.-Mexico border illegally.

Homeland Security Secretary Jeh Johnson visited the 50-acre compound featuring 80 tan, two-bedroom, one-bathroom cottages connected by dirt roads and newly laid grass sod in Dilley, about 70 miles southwest of San Antonio.

The first wave of about 30 immigrants will begin arriving in coming weeks and the cabins will eventually hold up to 480 people. Housing being constructed nearby will push capacity to 2,400 by around May.

Advocates say immigrant families are often fleeing drug or gang violence in Central America and should be released to relatives already in the U.S., rather than being locked up. The daily cost of family detention is about $296 per person, according to U.S. Immigration and Customs Enforcement, nearly double the average cost of holding adults as estimated by the National Immigration Forum advocacy group.

Women and children at Dilley will remain until they are deported, released on bond or begin immigration court proceedings that could allow them to stay in the United States. ICE says 70 percent of immigrant families released into the U.S. never showed up for follow-up appointments - part of the reason the agency is adding detention capacity.

Dilly's cottages include bunk beds and cribs that can sleep up to eight, a flat-screen TV and a kitchen - though cooking is prohibited to prevent fires. The cafeteria is open 12 hours daily and snacks can be had around the clock.

There's medical care and counselors, trailer classrooms, library and email access and a basketball court and playgrounds - all meant to showcase the softer side of immigration detention. Yet Johnson stressed that despite President Barack Obama's recently announced executive actions on immigration, anyone who crossed illegally into the U.S. this year remains a priority for deportation.

"This must be clear: Our borders are not open to illegal migration," he said.

Dilley opens as officials are closing a temporary family immigration detention center that, at its height, held about 700 people on the grounds of a law enforcement training center in Artesia, New Mexico. It opened in June, at the height of a crush of families at the border, while Dilley begins during a lull.

PREMIER homegrown property developer Escandor Development Corporation (Esdevco) marked milestones Thursday, Dec. 18, with the blessing of CAME, Clubhouse at Matina Enclaves, and the groundbreaking of its The Enclaves Residences' first of six buildings with no less than Davao City Mayor Rodrigo R. Duterte as special guest.

Mayor Duterte led the ribbon cutting before Bishop George B. Rimando, auxiliary bishop of Davao and parish priest of San Pablo Parish, blessed the two-storey 900-square meter clubhouse that features a mini gym, kids' playroom, billiards table, function/meeting room that can accommodate 150 to 200 persons, snack bar, gazebos for the whole family to enjoy, among others. It will also have a 25-meter swimming pool and kiddie pool that will be finished by summer next year.

Project director Gerald Kent M. Garces said, "Sa second floor, malaki ang balcony where people can hang out especially sa hapon kasi mahangin at may umbrella tables din."

"We had our groundbreaking for the clubhouse last June and we committed to complete the clubhouse construction by December, and we did," Garces said.

He also said that the start of construction for the first condominium building of The Enclaves Residences was way ahead of schedule. "We're six months early as we are supposed to start mid-June next year. We decided to start this month because we are equally as excited as our buyers to have the building completed and ready by mid 2016."

Esdevco president Glenn Escandor, for his part, said, "This is our first major project that is why we in ESDEVCO are committed lto exceed all expectations of our buyers, partnered sales networks and the public in general."

Escandor added that having Mayor Duterte lead the groundbreaking ceremony of their condo and blessing of the clubhouse is "monumental".

"This signifies his full trust and confidence in Matina Enclaves and ESDEVCO and we are grateful that he has accommodated us with this good gesture. At least everyone has the assurance that just like the Mayor we also mean no-nonsense commitment," Escandor said.

Also present during the activity was Escandor's mother Violeta, wife Michelle and his brother Gerome.

Duterte, who arrived at the area with executive assistant Christopher "Bong" Go via chopper, said in a media interview: "I whispered to Glenn we are the sons of the migrants. His father was a soldier sa akin was government employee. Somehow we have prepared the place for the next generation. Si Inday Mayor, si Paolo Vice-Mayor then si Glenn top-rate businessmen. So we would like them to prepare this world for their sons and daughters until the end of time."
