    Many construction projects going on in the region

    Southern Illinois residents see it everywhere.

    In several counties, construction is happening and has been going on for some time.

    Some of these projects will be finished next summer, while others extend to 2017.

    Projects include expansion of Southern Illinois Healthcare, to Carbondales first swimming pool in years, as well as several road construction projects.

    SIH is one of Southern Illinois biggest employers. It has multiple projects in progress.

    The construction aspect of the $25 million, 43,500-square-foot Cancer Center is almost completed, said System Director of the Cancer Center Jennifer Badiu.

    We are putting all the finishing touches on it right now, she said. It is really coming together and we are ready to show off all the hard work from the people in the community."

    McCarthy Construction from St. Louis is the general contractor, but Badiu said the majority of the work was local.

    More than 50 percent of the construction costs went to businesses within 25 miles, she said. Only 2 or 3 percent went out of state.

    She said there will be an open house in February and the center will begin seeing patients March 2.

    All around Southern Illinois, construction is happening.

    Millions of dollars are being spent by different organizations throughout the region in hopes to improve the region.

    The construction is not limited to one spot.

    Carbondale has three major projects in progress.

    Evolve at SIU, at the former site of the 710 Bookstore, is about 25 percent finished, said President of Tartan Realty Group Douglas Reichl.

    He said the project will be complete in July. Tartan is the developer of the site.

    Other projects in Carbondale include the Super Splash Park in the Carbondale Superblock.

    Executive Director of the Carbondale Park District Kathy Renfro said the project is about 50 percent complete. She said the pool will open in May.

    Also in Carbondale, a new project just broke ground at the former site of an apartment complex in the 900 block of East Walnut Street.

    Mount Vernon-based Heartland Womens Healthcare, the developer of the Walnut Street site, will have 7,000 square feet for an OB/GYN clinic. In addition, The Pediatric Group will be housed there in 3,000 square feet, and an additional 10,000 square feet will be dedicated to retail space, said Ashton Stephens, director of marketing and public relations for Heartland Womens Healthcare.

    SEC Files Securities Fraud Charges Against Owner of Home Restoration Business in Upstate New York

    Washington D.C., Dec. 12, 2014

    The Securities and Exchange Commission today announced securities fraud charges against the owner of a home restoration business in upstate New York who sold unsecured notes to investors to finance his real estate operations.

    The SEC alleges that David Fleet misrepresented or failed to disclose a number of key facts to investors in Cornerstone Homes Inc., which was in the business of buying and restoring distressed single family homes to sell or rent to low-income customers. For example, investors were told that the company did not use bank financing during time periods when Fleet was heavily reliant on mortgaging to banks virtually all of the homes that Cornerstone was purchasing with investor money.

    The SEC further alleges that as the business began to deteriorate during a downturn in the real estate market, Fleet failed to inform his investors as he decided to secretly invest Cornerstones funds in the stock options market in an effort to keep the companys finances afloat. Fleet lost between $3 million and $4 million of the approximately $6 million that he invested. Ironically, this allegedly occurred soon after Fleet sent newsletters to investors, many of them senior citizens, warning that investing in the stock market was risky and they would be better off investing their money in Cornerstone. Fleet continued to raise money from investors without telling them that he was using their investments in his company to unsuccessfully invest in the stock market. Cornerstone eventually filed for bankruptcy.

    Fleet concealed the true state of finances at Cornerstone Homes and essentially tricked investors into funding his efforts to save his company by investing in the stock market that he had otherwise told them was too risky, said Andrew M. Calamari, Director of the SECs New York Regional Office.

    The SECs complaint, which was filed in U.S. District Court for the Western District of New York, alleges that Fleet violated the registration and antifraud provisions of the federal securities laws. The complaint seeks financial remedies and a permanent injunction against Fleet, who resides in Beaver Dams, N.Y.

    The SECs investigation was conducted by Neal Jacobson and Patricia Schrage of the New York Regional Office, and they will lead the litigation. The case is supervised by Alistaire Bambach. The SEC appreciates the assistance of the Office of the United States Trustee for Region 2.

    This company loves to move in where Sears fails

    The plan is to keep growing at a 20 percent rate, with another 15 to 20 stores expected to open in 2015most of them at locations other retailers have shuttered.

    "There's still a lot of empty boxes out there and there will be for a long time," At Home CEO Lewis Bird III said in an interview this week. "We're the only retailer looking for a big box format."

    While At Home isn't usually the only bidder for abandoned locations, supply has outweighed demand in recent years. A confluence of factors including the financial crisis and resulting recession, along with tough online competition, has forced many retailers to close stores that make little or no profit.

    Bird acknowledges that struggling retailers have created an opportunity since the financial crisis. "It would have been harder 10 years ago," he said. These days, retailers simply get in touch with At Home when they plan to close stores, making the hunt even easier, he said.

    Of course, it's not all about capitalizing on the failure of other retailers. At Home has built five out of 26 of the new stores added in the last two years, Bird said.

    But it appears that abandoned locations are often too good to pass up. In 2013, for instance, Target closed eight stores and At Home took six of the locations, Bird said.

    Bird pointed out that there are usually other bidders for the spaces he seeks, but they aren't his rivals. "There are churches and charter schools, but not retailers," he said.

    Low property costs allow At Home to keep prices down, which has supported sales growth. In addition to expansion, the company continues to generate positive same-store sales, Bird said.

    Zimbabwe: Cabinet Reshuffle Not Inspirational

    WHILE President Robert Mugabe's current cabinet reshuffle, in which Vice-President Joice Mujuru and eight ministers aligned to her Zanu PF faction were fired, was necessary, the quality of new appointments is awful. It does not inspire confidence and thus won't change anything.

    Mugabe, economically a non-performer himself, on Monday fired his deputy Mujuru and ministers Didymus Mutasa, Nicholas Goche, Dzikamai Mavhaire, Olivia Muchena, Webster Shamu, Francis Nhema, Munacho Mutezo and Simbaneuta Mudarikwa.

    Then yesterday he left Emmerson Mnangagwa in the Justice ministry despite appointing him vice-president on Wednesday, meaning he won't be able to focus on his new duties while in change of a ministry in which he has a lot of work to do now and also in parliament. Phelekezela Mphoko, appointed co-vice-president, is also in charge of National Healing, dividing his attention from day one. Even in Zanu PF Mugabe's deputies have divided duties also as rotating party chairs.

    Simon Khaya Moyo was appointed Economic Planning minister. Other changes include Samuel Undenge (Energy) deputised by Tsitsi Muzenda, Supa Mandiwanzira (ICT), while Monica Mutsvangwa replaces him as deputy Information minister. Oppah Muchinguri is now in Higher Education, Christopher Mushowe (Indigenisation), Prisca Mupfumira (Public Service) and Christopher Mutsvangwa (War Veterans). Mandy Chimene and Joel Biggie Matiza are now resident ministers for Manicaland and Mashonaland East respectively. The elderly Victoria Chitepo was initially appointed Women's Affairs minister before the appointment was mysteriously reversed.

    A replacement would be made at a later date. Cabinet reshuffles happen for a variety of reasons. Periodically, smaller reshuffles are needed to replace ministers who would have resigned, retired or died, but most importantly they are necessary to refresh the government.

    This usually comes when government is battling with poor public opinion ratings or wants to remove bad performers and reward go-getters. A reshuffle also provides an opportunity to abolish, create and rename portfolios as well as reassign responsibilities among ministers. It may also be done to reflect new priorities or for reasons of efficiency.

    This is where the problem with Mugabe's current reshuffle is. It was done not to refresh the team to ensure delivery and efficiency, but to punish people in the aftermath of a bitter succession power struggle within Zanu PF in which Mujuru's faction was crushed ahead of the recent congress. In other words, it's a vindictive reshuffle. It is driven by retribution, not economic and delivery imperatives.

    The quality of new ministers is appalling. Most of them have no traceable records of success in running anything, including their own lives.

    They are just parasitic cronies of the Mnangagwa faction put on the feeding trough. Given the current economic and social problems, what was needed were appointments based on meritocracy and competence.

    Hackensack, n.j. When designer Marlene Wangenheim was called in to renovate a master bath, her client was looking to make the space beautiful and comfortable.

    But Wangenheim, of Interiors by Design in Morristown, N.J., thought the 50-something client should think about the long term, and what she might need as she aged.

    The result is an expansive, three-room luxury renovation, but with a secret: It can accommodate a person who uses a wheelchair or walker. Design choices like low shelves, an oversized shower and wider doorways mean that the homeowner can keep using the room even if she loses mobility.

    This kind of accessible design is expected to become more popular as the giant baby boomer generation ages. Experts say even small design choices can help people stay in their homes in their later years which, according to polls, most want to do. And, as in the Kinnelon bathroom, the accommodations dont have to be obvious or look institutional.

    One obstacle to the use of accessible design, however, is that a lot of homeowners resist the idea that they might ever become disabled. Often, theyll say, Theres nothing wrong with me; I dont need a grab bar.

    Rather than raise the thought of disability, Wangenheim tries a softer approach, saying, How about we make it so you dont have to worry if youre still in the house in 10 or 15 years? And she paints the design choices as ideas that would make the homeowner comfortable now: for example, rounded edges so they dont bump into sharp corners if they use the bathroom in the middle of the night.

    Stephen Melman, director of economic services at the National Association of Home Builders, agreed that many accessible design choices such as curbless showers and improved lighting make homes safer and more comfortable for able-bodied people, too.

    If youre bathing a young child in the tub, would it be such a bad thing to have a grab bar and 50 years later, use it yourself? he asked.

    Companies that make these products are increasingly trying to win over customers by making them look less institutional offering, for example, designer grab bars in finishes like brushed nickel or bronze, with detailing that mimics towel bars.

    Maria Stapperfenne, president-elect of the National Kitchen and Bath Association, said that many products that were designed for accessibility have made it into the mainstream for example, curbless showers, improved kitchen lights, and console bathroom vanities with space underneath.
