SINGAPORE - A Toa Payoh resident will get to keep the makeshift Christmas lighting and decorations that he has put up outside his HDB ground-floor unit.
For the past three years, Mr Martin Silva's glittering patios had become a meeting point for residents during the festive season, with some queuing to have their pictures taken there. But they have also got him into trouble with the town council.
Mr Silva, 57, was fined several times by the Bishan-Toa Payoh town council for unauthorised use of public space and was told that the Christmas scene might have to be taken down.
An intervention by Mr Zainudin Nordin, Member of Parliament for Bishan-Toa Payoh GRC, has helped resolve the issue.
The MP said on his Facebook page yesterday that the makeshift Christmas structures and decorations can remain so long as Mr Silva agrees to keep the area open for community use.
Speaking to The Straits Times yesterday, Mr Silva said the decision was a step in the right direction to bring back the "kampung spirit".
"This is a fantastic breakthrough for families like mine who are just trying to bring people together, and opening their homes to everyone," he said.

SINGAPORE - A Toa Payoh resident will get to keep the makeshift Christmas lighting and other decorations that he has put up outside his Housing Board ground-floor unit.
For the past three years, Martin Silva's glittering patios have become a meeting point for residents during the festive season, with some queuing to have their pictures taken there. But they have also got him into trouble with the town council.
Mr Silva, 57, told a video team from The Straits Times earlier this week that he was fined several times by the Bishan-Toa Payoh Town Council for unauthorised use of public space, and that his Christmas scene might have to be taken down. The video drew an outpouring of support from netizens on the newspaper's Facebook page.
Zainudin Nordin, a Member of Parliament for Bishan-Toa Payoh GRC, has helped to resolve the issue.
The MP said on his Facebook page yesterday that, following a meeting with the citizens' consultative committee and residents' committee, the makeshift Christmas structures and decorations will remain so long as Mr Silva agrees to keep the area open for community use.
Speaking to The Straits Times yesterday, Mr Silva said the decision was a step in the right direction to bring back the "kampung spirit".
He said he will not be claiming the fines paid to the town council, which amount to $2,200 over the past three years. "They were a small price to pay to achieve what we have done," he said.

'Any IoT initiative will require a tailored data centre strategy that balances current needs with future growth and potential applications'
How many connected devices do you have with you right now? For most of us, the answer is probably three or more.
There are the obvious ones like laptops, tablets and smartphones, as well as gadgets like connected TVs, satnavs, cameras and ebook readers. Then there are the growing range of new connected devices such as smart home products (heating controls, automation and surveillance), wearables (fitness bands and smartwatches) and connected appliances (washing machines, kettles, cookers, fridges and the like).
According to aCisco Internet of Things infographic, there will be upwards of 50 billion connected devices worldwide by 2020. Every one of these connected devices generates data, and all of this information will, in one way or another, end up in or passing through data centres.
>See also:Making the Internet of Things a business reality
IoT data wont purely be the concern of companies that provide IoT products and services (like Googles Nest) or their ecosystem of partners and suppliers it will affect every organisation that adopts machine-to-machine or wearable technologies to improve operations.
IDCexpects a more modest 30 billion connected devices by 2020, but predicts the worldwide IoT market will grow from $1.3 trillion in 2013 to $3.04 trillion in 2020.
According to the author of its report, Vernon Turner: "We're still in the early stages of maturation and IoT represents unparalleled opportunity in government, consumer, and enterprise environments."
A significant percentage of this revenue will come from analysing all the data these devices produce. This will drive the need for powerful computers and big data analytics to crunch the data the devices spew out.

The Ebola virus travels from person to person through direct contact with infected body fluids. But how long can the virus survive on glass surfaces or countertops? How long can it live in wastewater when liquid wastes from a patient end up in the sewage system? In an article published Dec. 9 in the journal Environmental Science & Technology Letters, Kyle Bibby of the University of Pittsburgh reviews the latest research to find answers to these questions.
He and his co-investigators didn't find many answers.
"The World Health Organization has been saying you can put (human waste) in pit latrines or ordinary sanitary sewers and that the virus then dies," says Bibby, assistant professor of civil and environmental engineering in Pitt's Swanson School of Engineering. "But the literature lacks evidence that it does. They may be right, but the evidence isn't there."
Bibby and colleagues from Pitt and Drexel University explain that knowing how long the deadly pathogen survives on surfaces, in water, or in liquid droplets is critical to developing effective disinfection practices to prevent the spread of the disease. Currently, the World Health Organization guidelines recommend to hospitals and health clinics that liquid wastes from patients be flushed down the toilet or disposed of in a latrine. However, Ebola research labs that use patients' liquid waste are supposed to disinfect the waste before it enters the sewage system. Bibby's team set out to determine what research can and can't tell us about these practices.
The researchers scoured scientific papers for data on how long the virus can live in the environment. They found a dearth of published studies on the matter. That means no one knows for sure whether the virus can survive on a surface and cause infection or how long it remains active in water, wastewater, or sludge. The team concluded that Ebola's persistence outside the body needs more careful investigation.
To that end, Bibby recently won a $110,000 National Science Foundation grant to explore the issue. His team will identify surrogate viruses that are physiologically similar to Ebola and study their survival rates in water and wastewater. The findings of this study will inform water treatment and waste-handling procedures in a timely manner while research on the Ebola virus is still being conducted.

It was an emotional morning for Melissa Rivers on Wednesday as she was honored at The Hollywood Reporter's Women in Entertainment breakfast, making her first red carpet appearance since the death of her mother Joan.

A look inside the life of comedienne and TV personality Joan Rivers
"If my mother were here this morning she'd be sitting at the table beaming while discretely shoving croissants and silverware in her mouth," Melissa joked at the event, where she remembered her mother and fought back tears.
"What use am I to anybody -- especially my mother's legacy -- if I fall apart," Melissa said. "That's not who we are."
Details of Joan Rivers' will were also revealed on Wednesday, which estimated the late comedienne's wealth to be as much as $150 million. She left her fortune to her family and several charities.
"[Melissa] is one of three executors -- the other two were Joan's accountant named Michael Karlin and her interior decorator named Robert Higdon," said probate attorney Herb Nass. "These are the three and under New York law majority rules, so if the other two disagree with Melissa, the two out of three votes would carry the day on whatever issue is before them."
While no specific amounts are given, Joan also left some of her earnings to her publicist Scott Currie and her assistants Sabrina Lott Miller and Jocelyn Pickett.
As for the charities, Rivers gave to God's Love We Deliver -- her winnings on "Celebrity Apprentice" went toward the organization -- as well as California's Guide Dogs for the Blind, the Jewish Guild for the Blind in Manhattan, the Jewish Home and Hospital Federation of Manhattan, the Simon Wiesenthal Center and The Cystic Fibrosis Foundation.

Variance, special exceptions and site plan reviews continued
* 780 S. Ocean Blvd.
Attorney Peter Broberg, representing owners: Landmarked house. Built before current zoning codes. Variance to build new guest house with three-car garage.
Motion to grant variance. Passed.
*105 Clarendon Ave.
Attorney Maura Ziska, on behalf of owner Chuck Schumacher: Variance requests to rebuild demolished landmarked house beyond the threshold of 50 percent cubic volume. Variances include side and rear yard setback, building height and overall height.
President Robert Wildrick: So what youre proposing to do is to replicate the house exactly to what was there?
Architect Harold Smith: Yes, except for slightly different roof configuration on the south side.
Gloria Stuart, 129 Clarendon: The east side of my property is the west side of Mr. Schumacher property. Their proposals would be an encroachment on my property.
Wildrick: I believe that what theyre saying is theyre just taking down an old building and putting a new building that will be exactly the same. Is that correct?
