    Four young engineers designing Phila.'s tallest building

    They are three local guys from Villanova University and a young woman from Queens, and they will transform the Philadelphia skyscape in a remarkable way.

    They are structural engineers, the brilliant folks who make certain the architect's vision stands upright.

    They design the skeletal framework of high-rises - the lattice of girders, columns, and building cores that enable skyscrapers to stand tall through high winds and even earthquakes.

    Many times, they do their work hundreds or thousands of miles from a construction site, seeing their craftsmanship only in photos or on web cams.

    But for this Philadelphia project, these four engineers have front-row seats to watch their dazzling creation from their 17th-floor office on the 1700 block of Market Street - a 5-iron away from where cable-TV and media giant Comcast Corp. is constructing a "vertical stacked campus" that will be the tallest building in Philadelphia.

    The new tower will be owned in a partnership of Comcast and Liberty Property Trust. The partnership hired Thornton Tomasetti Inc. to ensure the building hews to the architect's creative vision without blowing the construction budget. The firm also has to make sure the building functions as the owner desires - as a hub for new thinking. The building, to be called the Comcast Innovation and Technology Center, will cost $1.2 billion and is expected to open in early 2018.

    The engineers' task over the last 18 months has been mind-numbing and exacting, producing with the help of computer modeling an elaborate manual of drawings, notes, and deadlines to bring to reality this 1,121-foot, 59-story tower. It will be a career-maker, or, at the very minimum, a career highlight for Andrew Blasetti, 32, Angela Heinze, also 32, Lou Ross, 26, and Stephen Kane, 25.

    They are the four engineers Thornton Tomasetti, one of the world's leading structural firms, has assigned to the tower's construction. Youthful and confident, realistic and highly articulate, they like to draw, and perhaps thought of being architects, but instead had talents for math and putting things together.

    West Sound Utility District unveils budget to council

    West Sound Utility District officials presented an overview of their 2015-16 biennial budget for the South Kitsap Water Reclamation Facility (SKWRF) at the Nov. 25 Port Orchard City Council meeting.

    During the 25-minute presentation, WSUD General Manager Michael Wilson noted that the biennial budget parallels the 2013-14 budget.

    This is a very strong policy document, Wilson said.

    He said the budget includes goals and objectives, identification of tasks, priorities and various financial documents.

    The most important aspect of the budget is the long-range capital planning, Wilson said. It is a challenge with our enterprise funds, water and sewer and utilities.

    He said the utility district operates as a business enterprise and the sewer treatment plant is a joint-partnership between WSUD and the city.

    Regarding the SKWRF goals and priorities, Wilson said there has not been significant changes.

    The most important thing is that we operate within a cost-effective manner, he said.

    Wilson said the plant is regulated by the Department of Ecology and Environmental Protection Agency.

    Wilson said its important to continue maintenance and equipment upgrades, but noted that obtaining adequate funding for capital projects is a big challenge.

    Belmar yeshiva housing is a dorm and needs sprinkler system, court rules

    BELMAR Housing for a yeshiva in Belmar is considered a dormitory and is subject to New Jerseys fire safety codes implemented after a deadly blaze at Seton Hall University more than a decade ago, an appellate court has ruled.

    In a case that has been brewing for eight years, the decision by Judges Mitchel Ostrer and Garry Rothstadt upholds fines levied against Belmar Property Holding Co. LLC for its failure to install automatic fire suppression systems in buildings housing students attending a private Hebrew school in Belmar.

    The court, in its 21-page unpublished decision issued Friday, also noted that a change in ownership of the dormitories does not absolve the new owners from correcting the violations.

    The court battle grew out of an inspection by the state Division of Fire Safety in 2006 after the Belmar Fire Department responded three times that year to fire alarms at three dormitories serving the Mesivta Keser Torah of Central Jersey.

    From that inspection, division officials said the buildings converted houses on Twelfth Avenue and on C Street were dormitories and needed automatic fire sprinkler systems.

    New Jersey passed a law in 2000 requiring certain student housing to have automatic sprinkler systems after the death of three Seton Hall University students in dormitory that had no sprinklers.

    A month before a scheduled reinspection, the school and its rabbi, Dovid Heinemann, transferred title of Masivta Keser Torah to Belmar Property and Or Meir, the sole managing member of the holding company in December 2007, according to court papers.

    In January 2008, the buildings were inspected again, and they failed again for failure to install an automatic fire suppression system, according to the court documents.The state fined BPHC $500 for each of the three properties not in compliance and the holding company appealed the matter to an administrative law judge, who eventually upheld the states findings, according to the court documents.

    In arguing its case, BPHC attorneys contended the houses were not used as dormitories and the yeshiva is not a school that fell under the requirements of the state fire safety codes. They also argued that the residences, which were a couple blocks from the yeshiva on Eleventh Avenue, could not be considered dormitories because they were not on the schools grounds. They contended off-campus housing covered under the new regulations applied to fraternity and sorority houses.

    (CNN) -- The Red Bull Formula One team has had its trophy cabinet cleared out by thieves in a smash-and-grab burglary Friday night.

    The British-based marque has won 50 grands prix, four constructor titles and four drivers' world championships in its 10-year history.

    The spoils of this success had been on display in the reception to its factory, which is based on an industrial estate in Milton Keynes, England.

    "We are obviously devastated by this serious factory break-in, which saw offenders drive a vehicle through our front entrance and steal more than 60 trophies which took years and hard work to accumulate," Red Bull team principal Christian Horner said in a statement.

    "The break in caused significant damage and was very upsetting for our night officers who were on duty at the time.
