Fred Schlipf has been a consultant for the construction and remodeling of more than 125 libraries in Illinois, including the Reddick Public Library in Ottawa.
Sunday afternoon he arrived a half hour before the start of a short ceremony that marked the completion of the $2 million nine-month floor-to-ceiling remodeling of the 1975 Reddick Library building.
Ive been looking around all the corners, he told The Times. I havent seen it since work began, and the results are very interesting.
There had been significant problems, he said.
The heating and ventilating system was in bad shape, and the floor of the adult department was hummocky.
The gradual upheaval of the adult department cement floor had become so bad the book shelves were almost in danger of tipping over.
Schlipf was pleased with the transformation.
It seems to me the community got tremendous value for its money because so much was done that really wasnt radical but more in the way of reorganization and rearrangement, he said. Its amazing what a really good interior design operation can do with simply reassigning spaces.
The redesign was by the librarys architectural firm of Engbert Anderson Design in Milwaukee.
Schlipf commended the library for its new quiet reading room, new teen room and the division of the single public room that had been in the library annex.

Drug abuse can take a life at any age.
Zoey Lockwoods family still celebrates her birthday each year, even though she died of a drug overdose in 2010.
She always smiled. She always had a lot of friends, and then when she turned to be a teenager - she was completely different, says her mother, Susan Bell.
Susan assumed it was Zoey just being an emotional teen. Then by age 14, Zoey started smoking and caring less about her appearance.
It never crossed my mind that she would do that, added Susan.
Susan says she missed the signs that her daughter started doing drugs. When she found a piece of sandpaper in Zoey's room, she thought nothing of it and tossed it in the trash.
It turned out that out it could have given her a big hint as to what was happening in her daughter's world.
And I said to her What is a teenage girl doing with sandpaper in your room? Are you doing some home remodeling I don't know about? and we kind of laughed it off. She never did say anything, explained Susan.

One of the inherent risks of a story-heavy IP is that if you bugger up one of the instalments, your audience skips it, falling out of touch with the series' story arc and disconnecting from its universe. Such was the fear for Dragon Age, a world which impressed in its opening act, but fell away sharply with what felt like a rushed and uncertain part 2. In acknowledging the shortcomings of the second game, Bioware went some way towards reassuring the faithful, but it was undeniable that nothing less than a resounding crescendo could re-establish the land of Tevinter as an RPG setting of the same calibre as the Tamriel of the Elder Scrolls or The Witcher's Temeria.
There aren't many teams you'd rather leave such a task in the hands of than Bioware's and, judging from review scores, that trust would be well-placed. With a metacritic ranging from 84 for Xbox One, 88 on PC and 89 for PS4, EA and Bioware seem to have established the Dragon Age series as the new gen's first top-class RPG - stealing a march on 2015's Witcher 3 and whatever Bethesda may be working on as a follow up to Skyrim.
One of the best-scoring reviews comes from Polygon's Philip Kollar, who focuses on the game's scope, characters and sheer wealth of content in his 9.5/10 review. Kollar argues that this is the game where the universe really finds its feet, finally fulfilling the promise it had teased in Origins and its sequel by immersing the player in a sequence of events which incorporates a story far bigger than the perspective you'll have of it. Nonetheless, says Kollar, it's still in the details that Bioware's talents shine brightest - weaving engaging and worthwhile characters as threads in a vast tapestry.
For all its narrative nuance and political intrigue, Dragon Age: Inquisition isn't afraid of a good old slimy monster, either.
"But in true BioWare fashion, that broader story often takes a back seat to smaller character conflicts," he writes. "The Inquisitor pulls together a huge group of followers, including nine playable party members, and each has reams of dialogue conveying a fully developed personality."
As well as offering chatter and the opportunity for romance, the player's extended party brings both questing opportunities and advice on dealing with obstacles, says Kollar, making them more than just talking weapons. In fact, he says, that guidance comes in extremely useful in coping with a game which offers gameplay hours well into triple figures.
"Dragon Age: Inquisition is made up of numerous zones that I could teleport in between at will. However, each of those zones is gigantic in and of itself. In the 80 hours I spent playing Inquisition, I only fully completed two zones, and each of them took me around 20 hours of exploration, questing and monster-bashing."

In addition, Bioware has added the simplest of tools as an aide to exploring this vast landscape: the jump button. By doing so, says Kollar, the team has made the world feel more whole and believeable, introducing vertical as well as horizontal scale and a much more convincing sense of exploration. Tie that into the sense of being part of such a huge chain of events that new additions such as the ambassador-lead 'war table' missions, says Kollar, and you have a classic perfect for the winter evenings.

When you are going to install a water heater, the first thing that you need to check is whether the appliance is the right one for you. A water heater may be an electric heater or a gas-fuelled one. A gas-fuelled heater is relatively cheaper to operate. But, this may vary depending upon the location of your house. Moreover, if your house does not have a gas connection, then an electric heater is the only available option.
The next thing that you will have to check is the plumbing in the house. The pipes meant for the hot water and the cold water will have to match the dimensions of the water heater. If it does not match then the necessary arrangements need to be made before the installation of the heater can be carried out.
Now when it comes to the actual installation process, one must be very careful to ensure that all the electric or gas utility attachments are switched off. Once that is done, the tank holding the hot water can be drained off in order to connect the necessary pipes for the heater.
Once you have finished draining the old unit, you are ready to install the new one. Install any of the additional fittings that have been provided with the unit. The next step should be to connect the water pipes and the gas pipes and ensure that all the connections have been made correctly. You need to make sure that the gas is let out of the house properly. Once the connections have been completed properly you can safely install the water heater.
It might be a good idea to insulate the unit before you use it. It is a long term advantage as it will help in reducing undue incurring of costs and time.

Denver - Criminal charges now face a husband and wife accused of leaving dozens of customers with unfinished kitchens and empty wallets.
Herman and Susan Hinojosa, owners of Kitchens 2 Go and Kitchens 4 Less, were charged Monday with theft and check fraud in Colorado's 17th Judicial District.
An earlier CALL7 Investigation exposed the kitchen remodeling company's questionable practices, that included leaving jobs unfinished and requiring payment in advance.
After his bankruptcy hearing in February, Hinojosa told CALL7 Investigators, "I haven't done anything wrong for criminal charges, " but on Monday the couple was charged with 30 counts of theft, check fraud and theft from at-risk elder adults for taking funds for kitchen remodeling projects through their businesses.
The charges involve activity that began in April 2012 and continued through November 20, 2013, when the Hinojosas filed for bankruptcy. The charges allege that the couple required payment up front and then did little or no work. Herman admitted as much in February when he told CALL7 Investigators, "I took some of their money upfront but it's very common in the kitchen business."
The charges involve 27 victims who lost a total of more than $140,000 in dealings with the Hinojosas.
Herman Hinojosa is in federal custody in Texas for violating parole in an unrelated case. Susan Hinojosa was arrested today. Her bond is set at $10,000.

ADAMS COUNTY, Colo. The Adams County district attorney has formally charged a kitchen contractor that was the subject of a FOX31 Denver investigation in January.
Herman Hinojosa, and his wife Susan, are accused of stealing $140,000 from 27 victims for kitchen remodeling jobs that he never completed.
Hinojosa was the owner of Kitchen 4 Less. He closed the company and filed for bankruptcy in November 2013, but we found Hinojosa was still taking money from unsuspecting customers.
Our story prompted the Adams County District Attorneys Office to start investigating Hinojosa.
The complaint charges each defendant with seven counts of theft from at-risk victims, 16 counts of felony theft, four counts of felony check fraud, two counts of misdemeanor theft and one count of misdemeanor check fraud, said Sue Lindsay of the 17th Judicial District Attorneys Office.
Herman Hinojosa is in federal custody in Texas for violating parole in an unrelated case. Susan Hinojosa was arrested today. Her bond is set at $10,000.
