Don Bramblett of Spartanburg was riding on South Pine Street when he spotted what looked like a patch of grass several feet across, and his first thought was, Oh, Lord, the state Department of Transportation has completely run out of funds for road repair and is now repairing potholes and resurfacing with sections of grass sod! Upon closer inspection, Mr. Bramblett realized it was just a loose square of sod that had probably fallen from a landscaper truck. But for a moment, he says, I thought they were road patches. I wouldn't be surprised if sodding roadways is the next step in road repair for the cash-strapped DOT. Are we going back to dirt roads due to stingy taxpayers? I would add that our governor may need a hearing aid. She keeps talking about a roads funding plan in which she would shift millions of dollars from other state agencies and give it to the DOT for road repair. She talks about $100 million in shifted dough. She obviously is hard of hearing because the DOT has been yelling for three years that it needs about $1.5 billion per year to fix the roads. That is 15 times what she is proposing, and we are already $4.5 billion behind in what the DOT needs.

'DEDICATED': Ted Hayes of Woodruff says he can appreciate Norman Parr's gratitude for the repairmen who came to his rescue and went the extra miles when his air conditioner failed. I recently had a very similar situation. My air conditioner went out late on a Saturday afternoon, and my wife had planned a lunch event for the next day. It was too late to reschedule. I called Jody Lamb at Lamb's Heating and Air in Woodruff, and Jody said he had several service calls ahead of me but would be here if he could. He arrived around midnight, and he stayed almost an hour. He had our unit running, and we had cool air that night, and my wife had her Sunday event as planned, says a grateful Mr. Hayes. A couple of years before that, when we had cooling problems, Jody went to Charlotte to get a part and came again in the dark of night to fix it. These service representatives many times exceed our expectations of them, but they are dedicated to serving their customers, and, like Mr. Parr, I appreciate them.

I want to get out.

The Stroller: Road repair?

Pine Tree Club in Wildwood, MO

DEERFIELD, ILOak Residential Partners, LLC, has just bought three multi-family properties with a total of 670 units in two separate transactions. In the first, Deerfield, IL-based Oak acquired the 268-unit Evergreens at Mount Moriah Apartments located in Durham, NC in a joint venture with an institutional private equity group. In the second, it acquired a two-property Missouri portfolio consisting of the 252-unit Westbrooke Village Apartments in Manchester, and the 150-unit Pine Tree Club Apartments in Wildwood.

These properties, both in suburban St. Louis, were acquired in a joint venture with an internationally-based high net worth family. Oaks share of equity for the three acquisitions was contributed from its initial co-investment fund, ORP Apartment Portfolio, LLC. The fund consists of high net worth investors and family offices.

We are excited to complete these acquisitions and add these three properties to our growing portfolio of multi-family assets, says Rick Wise, managing principal of Oak Residential Partners. Our equity partners share similar investment strategies and provide us with access to capital which enables us to take advantage of great investment opportunities such as these.

The Evergreens at Mount Moriah was built in 2001 and consists of 268 apartment units in 12 garden-style buildings and 608 open parking spaces on 32.22 acres. It features unit layouts with 9-foot ceilings on lower floors and 15-foot vaulted ceilings on the top floor, a 3,500-square-foot clubhouse, fitness center, business center, outdoor pool, tennis court, beach volleyball, gazebos, and an outdoor spring fed pond. Oak has hired Greensboro, NC-based Hawthorne Residential Partners to manage the property.

Pine Tree Club Apartments, built in 1987, consists of 10 three-story buildings on concrete slab-on-grade foundations. The property has one-, two-, and three-bedroom units ranging from 805-square-feet to 1,340-square-feet. Amenities include clubhouse, fitness center, laundry center, basketball and tennis courts, hot tub, sauna, tanning bed, and carports.

Westbrooke Village Apartments was constructed in two phases. Phase one was built in 1984 and consists of 144 units in 8 three-story buildings. Phase two was built in 1986 and consists of 108 units in 6 three-story buildings. It contains one-, two-, and three-bedroom units ranging from 704-square-feet to 1,143-square-feet. Amenities include clubhouse, fitness center, laundry centers, tennis court, racquetball court, hot tub, sauna, tanning bed, garages, and carports. Oak has hired Farmington Hills, MI-based Village Green Management Co. to manage both Missouri properties.

Company officials say that although all three were well-maintained, each was also underperforming due to the previous owners lack of capital. Oak plans to launch a rebranding and repositioning program that will enhance property management, upgrade the amenities and exteriors, and make interior renovations to select units. Between the properties, Oak plans to spend about $3,500,000 on the upgrades.

All three properties provide an excellent opportunity to invest needed capital, reposition, and add significantly to the bottom line returns, says Adam Levine, managing principal of Oak Residential Partners. These opportunities fit perfectly into Oaks business strategy to improve and reposition multi-family properties achieving above average return for our investors.

Fences, a Seattle alt-pop band helmed by Christopher Mansfield, is gearing up to release a new album in October, and Tuesday, July 29, they'll premiere the project's lead single "Arrows" on the Seattle radio station KEXP. The band has an established underground following, but the song could thrust them into Hot 100 territory: It's catchy, packed with emotion, and features Grammy award-winners Macklemore and Ryan Lewis.

This isn't the first time Mansfield and Macklemore have worked together. The duo met years ago while gigging around Seattle, and Mansfield co-wrote a song on Macklemore's 2012 album The Heist ("10,000 Hours"), and was featured on 2011's "Otherside Remix," which he co-wrote.

Fences is a good friend," said Macklemore. "Hes fu---d up in the same way that Im f----d up. Because of that, our lives relate beyond the music. Ive always admired his talent for illustrating with words and evoking imagery. Weve made a bunch of stuff together over the years and this here song about Arrows is my favorite one weve done."

"We have the kind of relationship where we call each other up and the answer is always just, sure, whatever you need," Mansfield said. Once Macklemore was added to the track, he said Lewis was the obvious choice for production. "He was by far the best person to wrap it up and put the bow on it," he said.

Fences is known for tortured love songs and emo anthems, but "Arrows" has a slightly lighter touch than the songs on its self-titled debut album from 2010. It's largely about empathy, he said, and trying to let go of control in the search for your identity.

"Part of the reason I wanted Macklelmore on the song is because he speaks his mind about the fact that he doesn't always feel like he has control over his story," Mansfieldsaid. "But he also understands that sometimes, it's okay to go with it."

Mansfield signed to Atlantic's Elektra Records imprint last year, and was connected to Death Cab for Cutie's Chris Wallaand Of Monsters and Mens Jacquire King. Both Walla and King are listed as producers on "Lesser Oceans," along with Ryan Lewis.

"When I heard Chris Mansfield's demos for this album, I knew I had to work with him," said Elektra president Jeff Castelaz. "The songs he and Fences cohort Benjamin Greenspan created for Lesser Oceans capture those moments that pass most of us by in our hectic lives."

The album is available for pre-order tomorrow and will be out Oct. 14. Pre-orders include "Arrows" and "Songs About Angels," which he uploaded to YouTube earlier this month.

Its been a minute since we heard new music from Macklemore & Ryan Lewis. And while it sounds like well have to wait a bit longer for the proper follow-up to their smash breakthrough, The Heist, there is a new Mack track out there.

The lead single from Seattle band Fences, Arrows, is a bouncy bit of alt-pop produced by Lewis and featuring vocals from Macklemore and is just the latest hook-up between old friends Mack and Fences leader Christopher Mansfield, with the latter earning a co-writing credit on the Heist track 10,000 Hours.

While Mansfields pleading vocals and impressionistic emo lyrics focus on breaking out on your own and out of the shadow of your parents, Macklemores verses touch on the exhausting treadmill of fame and fortune. Cant hit those brakes/ This is what you wanted, huh? he raps. But you got it all in vain cause you forgot who you are/ Right as the world learned your name it goes.

Mansfield said the pair have the kind of relationship where when the phone rings they are always there for each other. And once the rapper was on board, Lewis was the only logical choice to handle production. The song dropped on Tuesday (July 29) and Macklemore couldnt have ben more excited. Its out!!!! Yes. #arrows, he wrote.

At press time Arrows had already risen to #82 on the iTunes Top Songs list. The song will be featured on Fences upcoming album, Lesser Oceans, due out on October 14. Fences will perform Arrows with Mack and Lewis at the Outside Lands Music & Arts Festival on August 9.

Macklemore Returns, Swinging For The Fences On Arrows

Just off the train from the Newport Folk Festival, Bob Boilen jumps at the chance to share a song by The Oh Hellos, his favorite discovery of the weekend. On "The Valley," the Texas band thunders and strums its way to a glorious sing-along chorus. Robin Hilton follows that with a premiere from Frazey Ford, whose soulful voice reinforces the celebratory mood of "September Fields."

Bob takes us in a different direction with Sun Kil Moon's devastating "Carissa," Mark Kozelek's autobiographical account of the freak accident that killed his cousin. Feeling the need to brighten the room a bit, Robin plays Fences' bouncy pop tune "Arrows," featuring a guest verse from Macklemore and production by Ryan Lewis.

Later in the show, Bob shares GOAT's "Hide From The Sun" before Robin plays new music from the full-throttle, jangly, punk rock trio Spider Bags.

Bob closes out the show with Zola Jesus' "Dangerous Days," a high-powered dance-rock tune that gives him the energy needed to pick up his suitcase and get home for some much-needed sleep.
