Senate office building, target of GOP, moves ahead ST. PAUL Minnesota finance officials plan to sell $85.3 million in bonds next week to pay for construction of a Senate office building that has become a political flash point.
The Department of Minnesota Management and Budget advertised the sale Tuesday and said it would be tentatively held on Aug. 5. State officials plan to begin construction of the four-story building near the Capitol within a few days of the sale.

The review follows the report by senior counsel Sen Guerin into Garda malpractice claims by Sgt Maurice McCabe, which was critical of the department.
The Cabinet will now proceed with the recruitment of Mr Purcells replacement.
Speaking this afternoon, Minister for Justice Frances Fitzgerald said the newly-appointed secretary general would play a pivotal role in managing and embedding the recommendations of the report in the workings of the department.
She thanked Mr. Purcell for his contribution to the State including his service to the Department of Social Protection and his 23 years service in the Department of Justice and Equality, including as Director-General of the Irish Prison Service and most recently in his role as Secretary General of the Department of Justice and Equality.
She also thanked the review group for their time and effort in preparing the report and described its key findings as serious and hard-hitting.
She acknowledged the report found fault with leadership, management and oversight systems referring particularly to the existence of a closed secretive and silo driven culture, significant leadership and management problems and ineffective management processes and structures to provide strong strategic oversight of the key agencies.
The Department of Justice and Equality must become a 21st century organisation to meet 21st century challenges. Leadership and management practices in place in the department must equally be transformed to provide an effective workforce setting in which all staff can achieve their best, she said.
While the findings of this report are challenging, the report is also highly constructive in that it maps-out, though its extensive recommendations, the pathways forward for the department.

Diseased or dying trees in Norwich which are chopped down will stand a greater chance of being replaced, following a rethink by council leaders.

Norwich City Council cut its tree planting budget by 60,000 in 2011, which left just 35,000 for planting trees in the citys conservation areas only.
It is a policy which has continued and which led to a petition last year.
People, including Green Party campaigners, urged the council to think again, saying trees needed to be replaced in other parts of the city, rather than just conservation areas,.
At a recent city council meeting, people living in St Philips Road, off Earlham Road, urged the council to replant trees which had been cut down and not replaced.
Rochelle Wilson, on behalf of residents, said: The situation is urgent and we know other areas would like trees too. We understand that there are financial pressures that the council is under, however we would like to know how we can work with the council to keep Norwich a healthy, leafy city.
And, in response, Keith Driver, the city councils cabinet member for neighourhoods and community safety, announced that the council had reconsidered its approach - so trees outside conservation areas would now be considered for replacement.

Businesses exhibiting in the Labor Day Weekend show hope to match those national gains with strong sales during and following the event. If tradition holds true, said Berube, they will!
