    And Santa Barbarans are not going to approve City Council district elections, at least not in my lifetime. Its more likely to rain for amonth.

    Never mind that our present at-large voting system is profoundly unfair, undemocratic, and corrupt to boot, according to former city attorney BarryCappello.

    What? The good citizens of St. Barbara, so proud of their imagined good-government nobility, are unheedingly perpetrating some Chicago-ese crime against itscitizenry?

    So it seems, and Cappellos preparing the groundwork for a lawsuit against the city, citing the California Voting RightsAct.

    Councilmembers, however, are not only opposed to district elections but declined in a recent tie vote to even let the public decide. I had a long phone conversation on the subject the other day with bombastic former councilmember Leo Martinez (its impossible to have a short one withLeo).

    NewMark Merrill Mountain States, owners of the mall, have announced that August 1 will be Day One of the mall's demolition. The 100-ton excavator and claw will have a target as it proceeds to tear into the building: a giant Gamma Acosta mural being painted on the former Sears building, on the northwest corner of the mall.

    "We've got the old (Twin Peaks Mall) logo going up, so it's representative of the old mall going away," said Luke McFetridge, regional property manager for NewMark Merrill.

    McFetridge said his connection with Acosta grew out of conversations he had been having with Joanne Kirves, executive director of Longmont Council for the Arts. He said the two have been talking about some ideas for how Village at the Peaks, the new center that NewMark Merrill is building on the mall property, might be able to support the local artists' community in Longmont.

    Demolition under way in remodel of ISUs historic Normal Hall

    TERRE HAUTE The sounds of heavy equipment, impact drills and even a large wrecking ball are evidence of a renovation under way at Normal Hall, Indiana State Universitys oldest academic building.

    Demolition is on a structure added to the historic building in the 1950s for book storage.

    It only had seven-foot ceilings, so it could only be used for storage. It is well built, with steel frame and concrete, and there is lots of reinforcing steel in the concrete, so it is a difficult demolition, but they are making good progress on it, said Bryan Duncan, ISUs director of capital planning and improvements.

    A wrecking ball is being used to break through the reinforced concrete flooring.

    Demolition work is about 30 percent completed, Duncan said.

    Work includes some selective demolition of interior walls on the original Normal Hall, dedicated in 1910. That work is for the placement of new electrical, mechanical and plumbing systems, Duncan said.

    Separate piles of steel beams, concrete and reinforcing bar can be seen on the site next to the Richard G. Landini Center for Performing and Fine Arts. Those materials will be recycled as part of the bid from Bloomington-based Weddle Brothers Building Group, the general contractor on the project, Duncan said.

    Work started in May on the $16 million renovation project, scheduled to be completed in July 2015.

    A glass-enclosed atrium will replace the 1950s section, as the new Normal Hall will house the University College and Center for Student Success, which is to provide freshmen and other students with primary instruction, tutoring and advising.

    While the building has been primarily used for storage or office space, ISU has maintained the building, including replacing windows and its roof within the last 15 years, Duncan said.

    Belleview commission sets ceiling for millage rate higher than current taxes

    BELLEVIEW During this week's City Commission meeting, the panel entertained a citizen-led presentation on building the proposed splash park for less money and set the millage rate ceiling higher than last year's rate.

    While the proposed splash park was not on the agenda, Gerri Gerthe of Kids Helping Kids approached the commission during a portion of the meeting open for public comment.

    Gerthe, through Kids Helping Kids, has so far donated $3,833 to the city's splash park fund. Initial city estimates put the park cost at about $300,000. So far, the city has secured slightly more than $91,000.

    But Gerthe questioned why the estimate is so high, and brought with her Jeff Hagwood, chief executive officer of SplashinPads, a Tampa-based company that manufactures, delivers and installs the pads, and provides additional services if there is a problem.

    Hagwood showed the commission plans to make the pad happen for $90,000.

    Hagwood said by phone Thursday that the proposal features a 45 foot by 45 foot pad with 30 geysers coming up from the surface and an additional 15 features including a large lady bug, crocodile, spray cans, dump buckets and a spray bench.

    The original design used a recirculation system for the water but, looking further into the proposed space, Hagwood suggested using existing infrastructure instead.

    Commissioner Robert Bo Smith, who has experience in construction, agreed with Hagwood that the $300,000 estimate seemed high.

    I'm sure this can be made to happen for a lot less than was thrown out, Smith said.
