A reformed burglar has been hailed a hero after saving the life of an elderly woman while on his window cleaning round.

Jeff Rochford, who has 80 convictions on a criminal record that began at the age of eight, spotted June Hoyle, 78, through the window of her Stockton-on-Tees home as he set to work on her house.

Seeing she looked unwell and that her face had dropped slightly on one side, the father-of-three realised she was showing symptoms of a stroke and dialled 999 on his mobile phone.

His quick-thinking may have saved Mrs Hoyle's life as doctors later confirmed she had been having a stroke.

Mr Rochford said of the incident on Monday: 'I'm really glad that she's doing well in hospital and getting the care she needs.

VENICE - If a few more city boards say OK, people living in Venetian Woods will be able to watch a nightly light show.

Venice Area Beautification Inc. wants to install a fountain in a pond at Ruscelletto Park at the senior apartment community off U.S. 41 Bypass and Venice Avenue.

The plans are for the fountain to be colorfully lit for several hours each night.

Because it is a permanent installation in a city-owned park, the group needs approvals from the Public Art and Parks and Recreation advisory boards.

VABI President Judith Keeler said the project has the approval of the Venice Housing Authority and Venetian Walk residents.

The residents are thrilled with it and want another in front, Keeler said.

In addition to the visual appeal, Keeler said, the fountain will help aerate the water and prevent algal blooms.

Public Works Director John Veneziano said no other city-owned ponds have fountains for aeration.

VABI will pay to install the fountain and bring power to the site; the city will pick up the utility bill and equipment maintenance.

In Bellevue, there's a new addition to American Heroes Park.

KETV NewWatch 7 was there Wednesday morning as the city showed off a new fountain. It's the latest project at the 70-acre park, complete with special lighting at night.

Mayor Rita Sanders said it's important to showcase the special area.

"It is an entrance to the city of Bellevue and to actually Nebraska. This is where Nebraska begins," she said. "And so now we have what used to be a water treatment facility here on this site, and now we have a lake with a fountain for all the citizens to use."

The fountain and its maintenance are being paid for by the Bellevue Community Foundation.

More projects are planned for the park later this year.

Sanders said work to install a fishing dock and 300-seat amphitheatre will likely begin this fall.

More cities throughout the nation are adopting laws targeting homeless people without providing long-term solutions to help them, according to new report that cites El Cajon as an example of a city that treats homelessness like a crime.

The report was created by the Washington, D.C.-based National Law Center on Homelessness & Poverty, a nonprofit advocacy group that surveyed 187 cities about their policies on homelessness. San Diego and El Cajon were among the cities surveyed.

Tristia Bauman, a senior attorney for the center, said many laws that target the homeless are ineffective and often push people to neighboring cities or recycle them through the criminal justice system and back onto the street.

In El Cajon, almost 52 percent of homeless people dont have access to shelter, but the city restricts or bans sleeping in public, camping in public, begging in public and sleeping in vehicles, according to the report.

El Cajon City Manager Doug Williford did not return phone calls seeking comment Wednesday.

Bauman said being ticketed can create significant setbacks for homeless people, who may have their cars and possessions impounded, making it more difficult to find work and shelter.

A criminal conviction on a record can prevent someone from obtaining a housing subsidy or low-skill, low-paying job, she said. Essentially, they are creating a scenario where they make the problem worse.

San Diego laws cited in the report prohibit sleeping in public places, obstructing public right-of-ways and sleeping in cars.

A police officer who works with homeless people in San Diego said such laws are necessary and can even be used to encourage homeless people to get the help they need.

Sgt. Teresa Clark, with the San Diego Police Departments homeless outreach team, said laws that restrict sleeping outdoors and blocking walkways are needed, but usually are only enforced when people are uncooperative.
