Faced with a light summer agenda Monday night, the La Caada Flintridge City Council sought to refine city development standards alongside Planning Commission members and later denied a Glendale resident's claim the city violated the Americans with Disabilities Act.
In a special joint meeting with the city's Planning Commission prior to its regular meeting, the council discussed a recent van tour in which members from both panels journeyed through La Caada looking for examples of where home-design mandates might be clearer or better applied.
Topics of concern included regulations regarding basement additions and the construction of light wells around basement windows, whether accent turrets on single-story homes should ever be a part of the city's second-floor review process and what constitutes a neighborhood when considering aesthetic compatibility.
Robert Stanley, director of community development, showed photographs of homes approved by the Planning Commission. Some showed neighborhood consistency done well, while others demonstrated a need for further improvement.
One example a two-story on Hillard Avenue surrounded by single-story, mid-century homes raised the question of whether "neighborhood" consists of homes on a single street, or the larger surrounding area.
Council members agreed there was no easy answer, especially if today's determinations failed to hold up tomorrow.
"We've always said (just) because it's a street of single-story homes, that doesn't mean it's going to stay that way," Councilwoman Laura Olhasso said.
Mayor Mike Davitt agreed it was difficult to legislate continuity.
"To me, you're going down a slippery slope when you try to define a neighborhood," Davitt said.
During the regular meeting, Council members heard comments from Carole Weling, a Glendale resident with grievances about La Caada's general noncompliance with state and federal laws passed to accommodate individuals with disabilities.

Patrick Murphy from Unique Home Solutions shows us why window maintenance is important this time of year.
Here are some things to look for while checkout your windows. Patrick recommends checking the condition of the window frame and sash. Use a metal probe to look for signs of rot, which could indicate moisture infiltration. Check for signs of moisture in double or triple-paned windows. This indicates that the seal has failed and has to be replaced. A failed seal reduces the insulation capacity of your windows. The sun can cause certain areas of the frame to become brittle and warp. Paint may have peeled off in certain areas. If you have weather stripping on your windows, check the condition during inspection. Make arrangements for replacement if the stripping has worn out. Check for any gaps between the window casing and wall. These can be filled with a latex caulk.
Replace all worn out weather stripping. This helps to reduce air and water leaks. It also helps to secure the window in place. Use spray-form insulation or caulk to help you seal your windows. Recaulk the exterior of the window around the outside to ensure proper seal.
Re-paint wooden and metal window frames every 3 to 4 years. It helps protect them from the elements and maintains their appearance. Always apply paint onto windows that have been well cleaned. Be careful not to paint over moving parts or a shut window, as the window will get stuck.
Attend to any cracks, holes, and splinters in the window promptly. The longer you to take to address damaged areas, the more the window will deteriorate. Once you identify the rotted sections in woodenwindows, use a screwdriver to clean out the bad wood and then fill the cracks and holes with epoxy putty. Use several layers for the best results. Once the putty dries, smooth the area with sandpaper and then apply primer and paint. Like damaged frames, cracked or broken glass requires your immediate attention. Repair or replace your windowpane quickly to secure your home and prevents accidental cuts by the broken glass.

WELLSBURG - Replacement of boat docks at the 12th Street boat ramp and of brick sidewalks on the Town Square and along three blocks along Charles Street were among issues discussed by Wellsburg Council Tuesday.
City Manager Mark Henne said he'd arranged for the docks to be removed because they had deteriorated during the icy winter, arranged for someone to transport them away and advertised for new ones.
But Henne's plans met some snags. First Ward Councilman Mike Mitchell suggested some hardware on the docks could be worth more than $1,000, so Henne arranged for the docks to be returned and council agreed to hold a public auction for the material.
City Attorney Bill Cipriani said concerns also arose when bids were sought for the new docks because Merco Marine, a local manufacturer of docks, provided the specifications for them while also submitting a bid.
Cipriani said he doesn't believe Merco's intention was to create specifications in its favor but it created the appearance of an unfair advantage, which violates a city ordinance designed to ensure competitive bidding.
He added the state Ethics Commission ruled against such practice in a similar situation.
Jon Meriwether, vice president and founder of Merco Marine, said he created the bid specs to aid city officials, who didn't seem sure about what they wanted, and to ensure the city would receive durable docks.
He said the docks he described wouldn't be difficult for another dock manufacturer to produce.
But council agreed to seek bids again, this time making a general request for bids for several 20 foot long sections of dock.
Second Ward Councilman Paul T. Billiard said because the docks likely won't be built until after summer, it would be wise to store them until after winter.
