    Cops: Elderly man lost thousands in tree-trimming scam

    Two men are accused of bilking a 75-year-old Winter Park man out of tens of thousands of dollars for tree removal and foundation repair work that was never completed, police said.

    One of the men, Kenneth Caron Jr., 42, was charged last year in Maitland with running a similar scam.

    According to Winter Park police, a woman solicited the man to complete work on his home. Her son, John Anthony Hadden, 34, and Caron then started taking payments from the victim for work that was not done nor needed, police said.

    Winter Park police Sgt. John Bologna did not have an exact figure but said it was between $20,000 and $100,000.

    "It's unfortunate with the elderly, they are very trusting," Bologna said. "(The victim) trusted these individuals."

    The investigation started in mid-March. After interviewing the victim, authorities uncovered the scam, Bologna said. Caron and Hadden were charged with second-degree exploitation of the elderly.

    Caron, also charged with burglary of dwelling, is being held in the Orange County Jail on a $10,000 bond. Hadden was arrested last month and posted a $2,500 bond.

    Caron was accused last summer of taking nearly $20,000 from an 83-year-old Maitland woman in another tree skimming scam. In that case, authorities alleged he approached the woman and said the trees were "too long" and had termites. He said they had to be cut down immediately because they violated city code.

    He was charged with third-degree exploitation of the elderly. The case is still pending.

    State corrections records show Hadden was sentenced in May to three years probation for trafficking stolen property.

    ARCADIA The Woo family would like a once-stately ash tree that came crashing down on their Yarmouth County home Saturday safely removed from atop their roof.

    But Patsy and Keenan Woo say they are having a hard time finding someone to tackle the project.

    That used to be a carriage house years ago, and now its a big room, Patsy Woo said Tuesday, pointing toward their renovated family room.

    What they believe to be a giant ash tree lies on the roof, exactly where it fell.

    When the tree fell Saturday during the worst moments of Arthurs fury, with wind gusts reaching more than 100 kilometre per hour, the Woos thought all was lost.

    Damage is still being assessed.

    We dont know yet, Patsy Woo said about estimated repair costs.

    Theres no holes in the roof, but we cant really see what damage there is until we lift everything off the house.

    The ancient ash appears to be more than one tree growing together in multiple trunks.

    Woo saw the tree come down in a moment of shock and awe.

    Idaho agency pays $56,000 for asbestos complaint

    BOISE, Idaho (AP) The Environmental Protection Agency says Idaho inmates were exposed to asbestos when they were sent to work at an Idaho Transportation Department maintenance shop without proper training or equipment.

    The federal agency announced Tuesday that the Idaho Transportation Department has agreed to pay nearly $56,000 to settle the allegations. Though the transportation agency agreed to pay the penalty, it didn't admit or deny the allegations.

    ITD spokesman Reed Hollinshead wrote in an email that the state agency shares the EPA's concern regarding the health risks posed by asbestos, and the agency didn't become aware that the asbestos was present until after the inmate's work was completed.

    The EPA says the transportation department hired inmates from the St. Anthony Work Camp in eastern Idaho last year to remove old flooring from an ITD building in Rigby. But the EPA says the department didn't test for asbestos first, instead relying on a 25-year-old test of a single sample taken in the building in 1989. That sample didn't show asbestos, but repeat tests done after an inmate and a correctional supervisor complained showed that the glue in the flooring contained asbestos and asbestos dust was on the walls. The federal agency says at least three recent samples should have been tested before the work began.

    John Pavitt, an air compliance inspector for the EPA region that includes Idaho, said the federal agency discovered the problem when the correctional officer in charge of the inmate work crew contacted him last year.

    "He told me that they had been on a job site in April 2013, and things had gone wrong on the job. They were worried that they were exposed to asbestos dust," Pavitt said. "Nobody had training, nobody had respirators, and the normal controls weren't used."

    The job was to remove tile and tile glue from the floor of a breakroom in an ITD maintenance shop as part of a renovation, Pavitt said. The correctional officer and an inmate both suspected that there was asbestos in the materials, Pavitt said, but an ITD official assured them the material was asbestos-free. The correctional officer was still wary, though, and saved a piece of the material so he could have it tested later.

    The inmate crew used a mechanical buffer and other tools to chip away the tile and remove the glue from the subfloor, Pavit said, and then they dumped the old tile in a community trash bin. From there it was carted to a landfill that wasn't supposed to accept asbestos, he said.

    The correctional officer sent his sample off for private testing, and when it came back positive for asbestos, contacted state health officials for help, Pavitt said. Those officials referred him to the EPA, but because of sequestration and the government shutdown during the summer of 2013, the investigation process was slow.

    In November months after the two-day demolition job in April was complete Pavitt contacted the Idaho Transportation Department, which hired an independent consultant to examine the breakroom. Asbestos dust was on the walls, and a sample of the tile glue found under a baseboard was positive for asbestos, Pavitt said.

    TENANTS safety in Oxford tower blocks is being given a boost with the introduction of a new sprinkler system.

    The improvement will be included in the 18m redevelopment of the city council blocks, following a request from the countys fire brigade.

    The council agreed on Thursday to spend an extra 1.74m on its plans to redevelop the five towers.

    Balconies are also to be enclosed and more parking provided following requests by residents during the consultation process.

    City councillor Scott Seamons said: The fire service came to us and said we should put sprinklers in, and the rest of the changes reflect what came out of the consultation.

    Residents said they wanted the balconies to be enclosed. We are doing this job once, so we want to do it properly and make it as good as it can be.

    As well as the new sprinkler system and the enclosed balconies, the extra money will also pay for landscaping and more parking.

    Assistant chief fire officer Simon Furlong said: We have been working in partnership with the city council to ensure that the tower block are refurbished to provide a safe living and working environment.
