    Community galvanizes to help 85-year-old east Bakersfield man

    Herbert Jackson's front yard was a whirlwind of strangers Monday morning.

    Plumbers, electricians, county code enforcement bosses, volunteers, reporters and a politician swirled around the battered tan home on Monticello Avenue in east Bakersfield.

    Jackson isn't one to ask for help, friends said.

    But an avalanche of help descended on him last week after his home was boarded up by code enforcement officers.

    A community effort aimed at making his home livable again, coordinated on social media and powered by political pressure and media coverage, blossomed.

    On Monday, Jackson was just worried about keeping out of the way of "the traffic."

    "I'm going to let them do it their way," he said.

    VIOLATION

    Jackson, 85, has owned the Monticello property since the 1950s.

    He and his late wife had the modest home built when their twin daughters were born and they raised their family in it.

    An interactive house has been launched online to help people protect their homes from burglars by improving both exterior and interior home security.

    The interactive house is part of the Cambridgeshire Constabularys current Get Closer campaign, which aims to show residents how to strengthen the security of their home.

    The page has three main sections, with the first allowing the viewer to take a tour both inside and outside the interactive house. This includes detailed information on how to maximise the security in specific areas such as the front door, garden shed and the garage. The advice given includes stressing the importance of security hinges on doors and putting up gates and fences.

    In the second section, a self-assessment survey is available to complete which allows the tool to highlight any further preventative steps that would improve the homes security. The survey also provides an indication of how safe the viewers house currently is, using a red, amber and green coloured results page.

    A list of useful organisations are provided in the third section which offer additional support and guidance for home security. These organisations include Neighbourhood Watch, Crimestoppers, and Immobalise contact details are also listed on the page.

    Burglary prevention lead, Detective Inspector Dan Pawson, said: Burglary is traditionally one of the forces highest recorded crimes across all districts with more than 2,000 reports a year, predominantly due to insufficient security. Good, high quality security doesnt have to cost a fortune but can make a big difference.

    Clearlake Planning Commission grants time extension to Monte Vista Homes project

    CLEARLAKE, Calif. The Clearlake Planning Commission last week granted a four-year extension of a use permit with additional conditions for a subdivision project that has been put on hold for several years due to the state of economy.

    The project, referred to as Monte Vista Homes, proposes development of single family homes or duplexes in the area of 3595 Old Highway 53.

    Actions at the July 1 meeting also included approval of a mitigated negative declaration of environmental impact related to the project and intent to adopt such.

    Clearlake City Manager Joan Phillipe said a notice of intent to adopt the mitigated negative declaration must be publicly noticed with a 20-day review period.

    She said the resolution is to be scheduled for adoption Aug. 5 to provide sufficient time for public notice.

    Additional conditions attached to the extension of the use permit concern infrastructure requirements, which applicant Owen O'Donnell said were acceptable.

    Conditions pertain to drainage and run-off, flood zone regulations, lighting and clarification indicating all utilities are to be installed underground.

    An amendment concerning the formation of a street maintenance district also was included in the action.

    Phillipe said there are several types of districts that can be formed, each requiring an election of the property owners.

    She said it is important to condition the project in such that it requires the formation of the street maintenance district prior to the selling of parcels at the time in which there is a single property owner.

    Water board leaves lawns alone

    CHIEFTAIN PHOTO/CHRIS MCLEAN Sprinklers are having to work overtime to keep grass green in recent very hot temperatures, but the water board is not going to restrict watering.

    Other cities in the West ration water, use block rates to discourage water waste and even pay property owners to rip out sod.

    Pueblo does none of those things, and a couple of people who attended last weeks state water plan meeting at Pueblo Community College wondered why.

    Its driven by economics, said Terry Book, executive director of the Pueblo Board of Water Works. Using less water drives up rates. That puts more of a burden on poorer customers. Its a complex question.

    For years, the Pueblo water board has seen a decrease in water use that began after the city put outdoor watering restrictions in place following the 2002 drought.

    NLEx operator now also into fences

    CLARK FREEPORT- From expressways to fences.

    The Tollways Management Corp. (TMC), operator of the North Luzon Expressway (NLEx) and the Subic-Clark- Tarlac Expressway (SCTEx) has ventured into producing and selling eco-friendly fence system named TeMCrete.

    The first of its kind in the country, TeMCrete is a pre-fabricated concrete panel and post assembly fence system.

    Instead of steel, the fence is bamboo-reinforced making it energy efficient. It is easy to install, strong and economical too, TMC said. TMC stressed that the tongue-in-groove design of the post members makes the structures installation easier.

    The fence is durable, sturdy and protected against theft. Compared to other pre-fabricated and conventional fence system, TeMCrete is stronger as it maintains a 3,000 psi concrete strength, it added.

    It took TMC about two years to develop the technology and secure the post. Now it serves as the perimeter fencing system of both NLEx and SCTEx. The product is patented under the Intellectual Property Office and passed the requirement of the National Structural Code of the Philippines, TMC also said.

    TMC announced that this innovative fencing system is now commercially available and can be used for residential subdivisions, property and land development enclosures.

    Fence to protect orchids raising safety concerns

    CIRCULAR Head Deputy Mayor John Oldaker has questioned the move by the Department of State Growth, formerly DIER, to erect fences along Temma Road to protect rare orchids.

    The fence on the eastern side of the road is 750metres long and the fence on the west is slightly shorter.

    A spokesperson from the department said there are several threatened orchid species that are only found in the Tiger Creek Flats part of the West Coast, one of the species has less than 40 known individuals in existence.

    NEW FENCE QUESTIONED: People from the Marrawah region have been going to Circular Head Deputy Mayor John Oldaker with complaints about the fences along Temma Road that have been put up to protect rare orchids.

    "One environmental mitigation measure is the construction of roadside post and wire fences on both sides of the road, which will minimise the opportunity for vehicles and pedestrians to access areas that contained threatened orchid species," the spokesperson said.

    "The fences are located in a similar position to typical roadside safety barriers beyond the guideposts and are designed to break off on impact to reduce the risk to motorists."

    Cr Oldaker said there were more safety concerns that the department did not consider when creating the fence, which he describes as similar to a bridge barrier.

    "The issue will be that there is cattle running about down there and if a beast gets in on that road, and they will, at night time once you put lights on stock and they've got no way to get out then it becomes a road safety issue," he said.

    Cr Oldaker said he had people from the Marrawah region come to him with complaints about the fences.
