    Utah deer crossings 'successful' but not perfect

    A new set of elaborate wildlife crossings under Highway 89 east of Kanab in southern Utah has reduced vehicle collisions with deer.

    KANAB After a round-trip migration by several thousand deer, a new set of elaborate wildlife crossings under a highway in southern Utah is being labeled a qualified success.

    But the experiment has not been without problems both animal and human in nature.

    Last year, a partnership of government agencies built 12 miles of fencing and large wildlife underpasses to reduce vehicle collisions with deer on U.S. 89 east of Kanab in Kane County.

    "I think the general perception is that it has been successful," said Kevin Kitchen, a spokesman for the Utah Department of Transportation.

    Vehicle collisions with deer have been reduced substantially since deer began migrating under the highway instead of across it, Kitchen said.

    The system of fences and underpasses is one of several designs being tried across the country as states try to reduce the costs of such accidents in dollars and deaths of deer and humans.

    Surveillance images show that deer are sometimes skittish as they approach the underpasses, but most will eventually walk under the highway.

    "The behavior of the animals is one of the things we really have to look at as we take a look at the design of these structures and fences and the different types of crossings," Kitchen said.

    Police: Drunk driver crashes through three fences, damages church grounds

    BONNEAU, SC (WCSC) -

    Police say a Moncks Corner man crashed through three fences and damaged church grounds in Bonneau, and now Bonneau's police chief is calling for safety improvements on that stretch of road.

    When he bought his home a few months ago, Steven Fort had no idea he would be dealing with fixing fences.

    Police say Fort's house is located right around a curve that speeding cars can't handle.

    Two weekends ago someone drove into one of his fences. A tree stump stopped the car from going through it.

    Early Sunday morning, while Fort was out at Bonneau Beach it happened again. This time, the car plowed through it.

    "I'm telling you, I couldn't believe it when I walked out here and I was amazed. This can't be again and then realized he went all the way through the yard and I was really blown away, Fort said.

    Police say the driver, 38-year-old Kevin Davis was driving drunk and kept on going.

    Cops say Davis plowed through a chain link fence and a third fence on Fort's property, then crossed the road and did damage to some church grounds.

    Bonneau's police chief says it could have been worse.

    Vehicle crashes through northwest Lawton fences

    LAWTON, Okla._A woman was injured after she drove off a busy Lawton road, through a fence and into a backyard.

    This incident has two families saying "not again" as a car came flying off Rogers Lane only to a stop a few feet away from a home.

    "There's a car in the backyard, we come in and trees are down, fence is down," said Sue Easterly after the car drove through her backyard.

    Its a car accident that has neighbors along Rolando Drive in disbelief, even tears, thinking about "what if" as crews work in rainy conditions to remove a car from a backyard that veered off Rogers Lane.

    "If today wasn't a rainy day, it's summertime, my girls would have been outside playing and who knows," said Easterly.

    The black Mercedes first drove through Easterly's wooden fence, coming to a stop just feet away from her neighbor's home.

    "I want to say about three feet from actually hitting the brick. I came home from work and I saw the car, I mean, just so close, it made me feel uneasy," said Kristen Hull whose backyard is where the car came to a stop.

    More than a dozen homes between 67th and 78th streets are protected by a brick wall, but at the brick wall stops at 78th Street and because of the lack of protection, cars have driven through the fence. Neighbors say this isn't the first time either.

    "Last year, came probably ten or fifteen feet away from my bedroom while I was in bed," said Hull.

    "There are only three houses here, why can't we have a wall here too," said Easterly.

    At Wiley Plaza, a vision of what a 100-year-old department store/office building renovated into 73 apartments and a couple of floors of commercial space is starting to come into focus.

    Thats especially the case on the second floor, where new interior walls have been framed, Sheetrock hung, joints mudded and sanded, a coat of primer applied and baseboards and trim nailed into place.

    And in the southwest corner, a show apartment will be finished within another month. Kitchen and bathroom cabinets, sinks and a bathtub have been installed and doors hung. The walls have been covered with a coat of taupe paint.

    Although the show apartment will be finished, interested renters still wont be able to see it for months because of the ongoing construction.

    Jay Manske, one of the principals in the development, and Keatin Herder of Key Construction, said the first apartment is being finished out now so that all concerned can sign off on the color selections before they get any farther into the job.

    On Tuesday, bankers involved in financing the project took their monthly tour of the progress.

    The third floor isnt far behind the second. Walls have been framed, drywall hung and bathtubs installed. Workers were applying joint compound to the drywall and sanding it down. Meanwhile, cabinets and doors have been brought up to the floor in preparation for their installation.

    On the fourth floor, nearly all the drywall has been hung, but the job of applying joint compound hasnt started yet.

    On the fifth floor, framing for interior walls is complete but the drywall process has barely begun, because workers are still installing plastic pipe leading to kitchens, bathrooms and utility closets.

    On the sixth floor, workers are sweeping up dust and small bits of debris from the interior demolition and installing interior wall studs.

    Paving scam alert

    A scam alert this afternoon.

    Kingsport police are urging residents to be wary of paving scams.

    Police say scam artists are out this time of year, trying to get your money by pretending to be a legitimate busines.

    This is certainly not a new issue, as paving scams often surge in the Spring and early Summer each year.

    Kingsport police say the single most common technique used by paving scam artists consists of the following ruse:

    A scam artist will drive through a neighborhood looking for a driveway that stands out as one that could possibly be in need of repair. He will then stop, completely unsolicited, and approach the homeowner. He will claim that he has some material (asphalt) on his truck that is left over from another job that he can offer at a special reduced rate.

    K.P.D. offers this advice: If you encounter anyone touting anything remotely similar to the above narrative, STOPthis is almost always a scam. Ask the individual to leave your property and do not enter into business negotiations with them.

    In a recent incident in Kingsport, a paving scam artist verbally offered to re-pave an average size driveway for $2,600. Upon completion, he handed the homeowner a bill for an exorbitant $26,500.

    Additional Paving Scam Techniques to be Cautious of:

    1) Scammers will often be vague about how much a job will actually cost. Always get a firm quote in writing detailing exactly what work is to be done complete with a mutually agreed upon price.
