    Demolition begins on Jewett School

    EVANSDALE | A backhoe dug into the former Jewett Elementary Schools east wing Tuesday as workers began demolishing portions of the building.

    Both the east and west wings, along Collins Avenue, are being demolished by Rod Frickson Backhoe & Trucking of Evansdale. A central area of the building that stretches to the south toward Brookside Drive will remain.

    It is the first phase of demolition, said Mary Kettwig, president of the Evansdale Economic Development Corp. The nonprofit organization bought the building from the Waterloo Community Schools in 2010 for its Community Life Center.

    Future demolition would include the buildings south wing. A few of the classrooms and the gym will be left, said Kettwig, after that work is done. The center will include meeting rooms and a refurbished gym.

    Right now, Evansdale doesnt have a community center, a senior center, said Kettwig.

    A small group of people gathered as demolition got started, most of who are connected to the EEDC.

    Its been a long time coming, and its a big sense of accomplishment, said Bonnie Happel, who is on the organizations board, and was a student at the school for one year when it went through eighth grade.

    I never went to school here, so Im not so emotionally invested, said Dottie Wear, another board member. Its just good to see progress. This has been on the drawing board so long.

    Sherri Mastin went to elementary school at Jewett, starting with kindergarten in 1975. The Tampa, Fla., woman happened to be in town visiting family as demolition started and came down to watch and take pictures.

    I guess its kind of surreal, because Ive heard its going to happen for so long, she said. I guess kind of the end of an era.

    Civil War-era building demolition could delay Bassett apartments

    In a move that could delay construction of a four-story mixed-use project in the Bassett neighborhood, city planners say a Civil War-era building slated for demolition should be saved.

    The Keller Real Estate Group is proposing 18 apartment units over first floor commercial space at the corner of East Main and South Bassett streets. It would require demolishing the two-story painted brick building at 502 W. Main St. and another older house next door.

    But a new report from city planner Heather Stouder says the 502 building, while not a designated landmark, warrants some attention. Granting a demolition permit, she says, is potentially inconsistent with the 2012city Downtown Plan which urges preserving historic buildings that contribute to the essential character of downtown and its neighborhoods."

    Instead of backing a demolition permit, city staff is recommending Keller find a new location for the building and is offering to help with that moving effort.

    As a relatively small building, this should be technically feasible, so long as the structure is sound enough and so long as a suitable site nearby can serve as a receiving property, writes Stouder.

    The project is before the city Urban Design Commission Wednesday and is tentatively scheduled for the Plan Commission on Monday.

    The city Landmarks Commission also reviewed the project last month and while not asked for an official ruling, expressed regret over the continued loss of the architectural history of the neighborhood.

    Constructed around 1866 there are conflicting reports to its exact age the building at 502 W. Main has served as a family residence, a hotel, a grocery store, a pizza parlor and a liquor store. Most recently its been home to Daffodil Parker Floral Designers.

    Keller has owned the building since 1999 and while its been well maintained, the developers say its not worth preserving and could be difficult to move to a new site because of its age and fragile condition.

    The project has created some conflict for Keller architect Ed Linville, who has worked on historic preservation efforts in the past.

    K-25 demolition project receives American Nuclear Society award

    Oak Ridge, Tenn. The successful demolition of a former gaseous diffusion facility has been honored by the American Nuclear Society.

    The American Nuclear Societys Decommissioning and Environmental Services Division selected the K-25 demolition project to receive its Project Excellence Award. The K-25 building, located at East Tennessee Technology Park (ETTP), was built as part of the Manhattan Project in the 1940s. The facility was shut down in 1964 after two decades of producing enriched uranium for defense and commercial purposes. As the massive, mile-long building began deteriorating, its demolition was considered one of the highest priorities for the environmental cleanup program in Oak Ridge.

    URS | CH2M Oak Ridge LLC (UCOR), the U.S. Department of Energys cleanup contractor in Oak Ridge, completed the demolition project on Dec. 19, 2013. The demolition was completed ahead of schedule and under budget.

    Demolishing a contaminated gaseous diffusion building certainly poses challenges, but we brought a lot of talent to the project that was complemented by the skilled and knowledgeable workforce already in place, said Steve Dahlgren, UCOR D&D Manager. Working with DOE and our union leadership, we have been successful at both expeditiously and safely completing this project.

    The Project Excellence Award recognizes efforts and achievements on a specific project that has contributed to the advancement of any one or all of the fields of decontamination, decommissioning, or site reutilization. The individuals specifically recognized for their efforts are Jim Kopotic, former DOE Oak Ridge Environmental Management (OREM) Portfolio Manager for ETTP; Wendy Cain, OREM K-25/K-27/K-31 D&D Projects Manager; and Steve Dahlgren, UCOR D&D Manager.

    Completing K-25s demolition, the largest demolition project in the DOE complex, is a major step toward our ultimate goal of converting ETTP into a private sector industrial park, Cain said. We are honored that the American Nuclear Society is recognizing this successful project with its prestigious Project Excellence Award. This was truly a team effort that involved the expertise and dedication of many individuals.

    The award will be presented June 16 at the societys summer meeting in Reno, Nevada.
