MATTOON -- The City Council during its meeting Tuesday approved an ordinance that has the potential to save the city more than $200,000.
The council authorized the issuance of general obligation refunding bonds, and Dan Forbes, a representative of Spear Financial, says the sale will begin today.
"The market looks extremely good," Forbes said at the meeting. "Again, people seem to say there is a real supply-demand imbalance right now...Meaning yields are extremely low.
"I expect to have good reception for the issue."
The substitute bond interest rates are anticipated to be about 1.82 to 1.9 percent, Forbes said "which should result in savings to the city in the very high $200,000 range, and we may do even better than that."
Forbes added that Moody's having reaffirmed the city's A1 bond rating should help.
"There has been a tidal wave of downgrades in the bond market of Illinois communities," Forbes said. "Moody's, for whatever reason, is looking very hard at its ratings, and basically downgrading people. The ratings are affirmed; the ratings report, which you may have already seen, talked about prudent financial management (within the city)."
In other business, the council approved the bid specifications for a window replacement project at Mattoon Police Department. The specifications will include different options for the different sides of the building. Police Chief Jeff Branson said they have received different ranges of estimates that leads administration to believe that at the right price they might be able to replace every window this year.
"During one our white-out snows this winter we had a pretty good sized drift on the ledge inside the building," Branson said about the need to replace the windows. Council member Dave Cox said the energy savings will make the project worthwhile to complete as soon as possible.
Gill said previously that the city has budgeted $55,000 for the replacement of the south side windows first, however the bid will request cost estimates for the replacement of the others as well, which would require a budget amendment. However, if the bids come back at a higher cost, the council will hold off and replace the other windows in later years.

Minnesota Court of Appeals judges ruled Tuesday that a former lawmaker suing to stop a new Senate office building must come up with an $11 million bond if he wants to press his case forward.
A three-judge panel ruled that the surety bond is appropriate to protect the state from losses resulting from potential delays due to the litigation by former Republican Rep. Jim Knoblach of St. Cloud. The state had asked for a higher bond, while Knoblach's attorney has said any guarantee could deter him from continuing the case.
The bond must be posted by next Tuesday. If it is, arguments in the case would be held June 10.
Knoblach said he plans to appeal the decision to the Minnesota Supreme Court.
"I am not a member of the so-called 1 percent, and I don't have $11 million to post as bond," Knoblach said in a statement.
While the appeals court did allow for the expedited hearing next month, Knoblach said it makes no sense to require him to post an $11 million bond by May 27 to have the hearing "since I can't post such a bond."
The building to be erected across from the Capitol is projected to cost $90 million. Taxpayers would cover all but $13 million. The lawsuit is the last barrier to construction.
In the lawsuit, Knoblach has contended that the way the project was authorized was illegal because it was included in the 2013 tax bill rather than the typical public works package that requires a higher vote threshold to pass. A lower court ruled against him.

A Des Moines homeowner is struggling with home damage one month after her home caught fire.

Patty Toth said her neighbor, whose house fire spread to Toths home, didn't have liability insurance. Now Toth must figure out how to fix the damages.
Im a single mom who was laid off a month ago, so I dont have an extra $3,000 lying around to get anything repaired, Toth said. So right now were kind of stuck with a half-burnt house.
The siding on Toths home facing her neighbors house is peeling away and in need of replacement.
Early April 22, Toths neighbors home caught fire and sent three people to the hospital for smoke inhalation and burn treatments. Toth said she was told a lit cigarette on the front porch caused the fire.
Yes, they have a horrible loss and they did spend time in the hospital, and they are a victim of negligence of how the fire was caused, Toth said. But were victims also and theres no help out there for the secondary victim.
The fire did not injure Toth or her son. Because her neighbor does not have liability insurance, Toth said she had to go through her own insurance for repairs. She said the company will cover $5,500 worth of damages and will subtract the 2,500 deductible she cannot afford.
Toth said she cannot find a siding company that will make the repairs for $3,000.
I was going to have some friends come out and help re-side everything and tear everything down, she said. And I was told by the bank that I would have to pay out-of-pocket to do that and then get paid back.
