    Two firms vie for the right to study the Downtown jail

    County Commissioners Court will select either MNK Architects or Wiginton Hooker Jeffry to perform the study that will help determine whether the Downtown jail needs to be replaced or repaired.

    MNK Architects is an El Paso company. Wiginton Hooker Jeffry's main office is in Plano, Texas. Both companies have formed teams for the study that include other local and out-of-town companies.

    MNK Architects has associated with GSBS Architects, a firm with offices in Salt Lake City and Fort Worth, to compete for the project.

    According to a presentation, MNK and GSBS together have worked on more than 115 jail projects. Their team includes companies such as Latta Tech, which specializes in security consulting, and AB&P Engineering from El Paso. MNK representatives said they are familiar with the Downtown jail and the city's building code.

    Jim Wiginton, president of Wiginton Hooker Jeffry, said his company has built 40 jails more than 30 in Texas and five in New Mexico. The company has a long relationship with ASA Architects, which has had an office in El Paso for about 20 years. Together they built the Doa Ana County Jail. Another local company associated with this team is Walter P. Moore engineers, Wiginton said.

    MNK Architects and Wiginton Hooker Jeffry were considered after the county's purchasing department issued the request for qualifications to 151 engineering firms throughout the country and received five consultant proposals back.

    MNK Architects and Wiginton Hooker Jeffry were the top finalists as their proposals were rated as equal by the county's evaluation committee. The evaluation committee included members of the El Paso County Sheriff's Office, the public works department, the auditor's office and the purchasing department.

    Commissioners Court is expected to make a decision in two weeks.

    The purpose of the feasibility study is to determine "the best overall operating cost savings" for the Downtown jail over the next 15 years, said Kennie Downing, county's purchasing agent.

    "We are looking for a long term cost savings goal," she said.

    Strong Retail Pipeline Signals Global Shift to Growth

    Downtown Summerlin is among the largest US retail projects now under way.

    NEW YORK CITYThe Americas contain by far the largest share of shopping center space at north of 2.25 billion square feet, with the US alone accounting for more than two billion square feet of the total. That preeminent position wont change by the end of 2016, although China will add more than four times as much new retail space as the US over the next two years: 161.3 million square feet compared to 36.7 million feet domestically, even if the Americas have more projects under construction.

    That Asia should lead the way with retail development, even as economic growth in the region slows slightly, bodes well for the global recovery generally. So says Cushman & Wakefield in a report issued Monday to coincide with ICSC RECon.

    Retail real estate development is often seen as barometer as the global economy shifts from recovery to growth, says Matt Winn, global retail COO and head of retail in the Americas.While the South American economies have slowed, Brazil, Colombia, Peru and Chile will all see additions to their supply in the next few years.

    Winn adds that even in the US, where the ratio of shopping center space per capita is higher than everywhere else in the world, there are projects of more than 400,000 square feet apiece under way. Among the largest of these is the retail component of the Howard Hughes Corp.s Downtown Summerlin master-planned development, scheduled to open in October in a Las Vegas neighborhood not all that far from where the retail industry has gathered for RECon.

    An encouraging backdrop for development is improving global economic fundamentals and increased consumer confidence, says C&W. Global GDP is forecast to grow at 3.4% this year, the highest rate since 2011.

    C&W notes that household spending will play a significant role in the realization of GDP gains, with spending in the US, the euro zone, and China leading the way. Although its growth has eased in recent years, China is still expected to record a global best 4.5% rise in consumer spending in 2014, a number that will accelerate to 5.1% in 2015.

    More than 1,650 new shopping centers were delivered between 2012 and 2013 across the Americas, Europe and Asia. This represents about 210 million square feet of gross leasable area, or about 7% of overall existing inventory. The US, Russia, Brazil, Mexico, India and China drove the majority of the newly added space.

    India and China will continue to loom large in development this year, with Asia accounting for well over half the 14 global development pipeline of 125.6 million square feet, to the point where James Hawkey, C&Ws retail services leader for the Asia-Pacific region, warns of oversupply in some Chinese markets. Even so, the worlds most populous continent will end 16 with inventory of about 450 million square feet, a fraction of the 2.3 billion square feet the Americas will contain by then.

    Morganza 'finally in the home stretch'

    The U.S. House approved a water projects bill Tuesday that includes authorization for the Morganza-to-the-Gulf levee system to protect Terrebonne and Lafourche parishes from storm surge.

    U.S. Sen. David Vitter, R-La., said the Houses overwhelming support for the Water Resources Development Act signals smooth passage by the Senate in a vote expected later this week.

    The House vote today is a great sign of overwhelming bipartisan support for our bill to provide significant coastal restoration, hurricane and flood protection, reforms to the (U.S. Army Corps of Engineers), accelerated projects, and, of course, jobs, Vitter said in a news release. Its easily one of the most important bills for Louisiana well pass this year, and were finally on the home stretch.

    Clearing the House was a relief for local officials because the project was previously omitted in an earlier version of the House water resources bill.

    Vitter is the lead Senate Republican negotiator for the bill, which authorizes but does not pay for billions of dollars of water-related projects nationwide.

    The vote was 412-4. All Louisiana representatives voted in favor, including Houma-Thibodaux area representatives Steve Scalise, R-Metairie; and Bill Cassidy, R-Baton Rouge. Both have joined Vitter and Sen. Mary Landrieu, D-La., in pushing for Morganzas authorization in the bill.

    Today is a huge step forward in making sure our communities are protected from future storm surge like hurricanes Katrina and Rita, Cassidy said in a news release. Secure ports, well-maintained harbors and adequate infrastructure means more trade, which means more jobs.

    The bill contains several provisions that directly benefit Louisiana, including:

    Authorization for Morganza-to-the-Gulf.

    Mboweni Declines South African Ruling Party Post to Parliament

    Tito Mboweni, the former chairman of AngloGold Ashanti Ltd. (ANG) and an ex-governor of South Africas central bank, declined to be appointed to Parliament, indicating he may not take a post in President Jacob Zumas cabinet.

    Mboweni, 55, who was nominated as a lawmaker by the ruling African National Congress, withdrew his name from the list, ANC Secretary-General Gwede Mantashe told reporters in Cape Town today, without disclosing the reasons for his decision.

    Zuma is set to name his cabinet a day after he is sworn into office for a second term on May 24. Mboweni had been cited by some political analysts and economists as a possible replacement for Pravin Gordhan if Zuma fails to reappoint him to the position.

    While South Africas constitution enables the president to appoint two cabinet ministers who arent members of Parliament, Mantashe indicated Mboweni was unlikely to be in the running for such a post.

    I do not know what the logic would be of withdrawing from the lists and then still wanting to be a cabinet minister, he said.

    Mboweni was reappointed to the ANCs national executive committee, the partys top decision-making body, in 2012. He resigned from AngloGold on Feb. 17, to focus on his increasing portfolio of professional commitments, the company said at the time.

    The ANC also named party Chairwoman Baleka Mbete as speaker of Parliament and reappointed Stone Sizani as chief whip.

    Miller locker room to receive update

    It's almost like going to a closeout sale when it comes to the Miller Middle School boys locker room - everything must go.

    Two floors of the locker room will be renovated this summer with not much salvageable in the remodeling project, according to District Architect Dave Schulze.

    "Everything is not useful," Schulze said.

    There are many reasons these locker rooms will get construction attention this year, including the need to be handicap accessible and the fact it's time for an update.

    "None of this has really been remodeled since the early 1960s," Schulze said.

    The Marshalltown School Board approved plans for the remodeling at a meeting Monday and is expected to approve construction bids at a June 16 meeting.

    Construction costs are expected to be approximately $414,000, which is well above the $300,000 budgeted in the five-year capital improvement plan for the project.

    While School Board President Sherm Welker said he was not pleased with the projected cost being over the planned budget, he did say this work "needs to be done."

    Todd Rosenberger, physical education teacher at Miller, said to have fully operational lockers and showers and an overall update will benefit students.
