Oak-Land Spring Cabaret
Community members of all ages will enjoy a casual evening of entertainment at Oak-Land Junior Highs Spring Cabaret. This event features the schools two jazz bands and an assortment of student performances. There will be a silent auction and refreshments for sale. Proceeds provide Oak-Land band students with scholarships for summer music camps and lessons. The Spring Cabaret will be held 7-9 p.m. Tuesday, April 29 at Oak-Land Junior High, 820 Manning Ave, Lake Elmo. There is a $5 admission fee, with free admission for kids under 12.
Spring kayak excursion
Celebrate the spring migration with a paddle on the St. Croix River. Join a guided kayak program 7:30-11:30 a.m. Saturday, May 3 from Minnesota Interstate Park to Osceola Landing to learn about the return of these summer residents and how the Riverway provides them with such a special habitat. 6 miles, 4 hours. Registration deadline is April 30. For all programs, kayaks and related equipment, including a personal flotation device, will be provided. A 30-minute paddling instruction and safety session will occur prior to departure and must be attended by all participants. Participants should have previous paddling experience and must be 18 years of age or older. The cost is $35 per person and space is limited to 8 participants. Septic system replacement loan program
Washington County announces the launch of the Washington County Subsurface Sewage Treatment System (SSTS) Low Interest Loan Program, to assist homeowners with replacement of noncompliant septic systems. The county is using funds from the Minnesota Department of Agriculture (MDA)s Agricultural Best Management Practice program, by serving as a local lender. Several other counties, including Carver County, have programs like this in place. The county is partnering with the Washington County Housing and Redevelopment Authority (HRA) to administer the program. Funds will be available to any property that is not connected to city sewer services, including businesses. Loans will be made on a first-come, first-served basis, with no income or asset restrictions. The failing systems must meet certain criteria, before the loan is issued. Loan term options include 5, 8 or 10 years, with interest rates ranging from 1.5 percent to 3 percent. Interested applicants will apply to the HRA, which will conduct a financial review before the county approves a loan. Loan payments will be made through a special assessment on property taxes, typically due twice a year in the spring and fall. The county also has a small amount of cost-share grant funds to assist lower income residents with replacing noncompliant SSTS in homes. Cost share grants range from $4,500 to $6,000. These funds are only available to residents who meet certain income guidelines, and are made possible through the states Clean Water Fund. Wastewater plant operators honored
The Minnesota Pollution Control Agency (MPCA) recently recognized Gary Johnson from Metropolitan Council St. Croix Valley for maintaining a perfect compliance record with their wastewater treatment permit during 2013. This year, Metropolitan Council St. Croix Valley wastewater treatment facility was among 128 wastewater facilities statewide to receive this award. To be eligible for this award, facility operators were required to submit all monitoring reports to the MPCA correctly and on time, demonstrate consistent compliance through monitoring or surveys and employ staff certified by the MPCA in wastewater operations. The awards were presented at the 77th annual Wastewater Operations Conference on March 26 in Brooklyn Park. The annual conference brings together wastewater operators throughout the state for training and professional education. In Minnesota, there are about 1360 municipal and industrial wastewater treatment facilities.

STUART A Palm Beach-based Mexican restaurant hopes to serve its signature margaritas and tacos in the old Rookies building by the end of the year.
Officials with Cabo Flats Cantina & Tequila Bar announced Wednesday the company will open its third location in the historic building near the foot of the Roosevelt Bridge.
Weve had a lot of people from Stuart and the Treasure Coast that have been coming to our Palm Beach Gardens location for four years now, said Adam Robin, Cabo Flats director of operations. It is our pleasure now to open this new Cabo Flats in their backyard and make our famous margaritas and fresh food available to more of the Treasure Coast.
The original Cabo Flats opened in 2009 at Downtown at the Gardens in Palm Beach Gardens and a Delray Beach location opened in 2013.
Robin said the Stuart restaurant could open in November or December in the old Rookies building built in 1926 as the Rob Roy Hotel. He said the company has plans to continue expanding and could have five locations across the state by the end of 2015.
Hog Snappers Shack and Sushi, a popular Tequesta-based restaurant, is under construction next door near at the site of the former Bubbas Fish Camp. Hog Snappers is expected to open in mid-August.
Jeff Hardin, president of Straticon Construction Services, and with his wife, Christine, bought the 1.34-acre site containing the former Rookies and Bubbas in February 2013.
Rookies and Bubbas have been closed and vacant for about 10 years and were considered an eyesore near the south foot of the Roosevelt Bridge.

Newcomers to the Ruidoso area often hear the story of a fearless Wendell Chino, who led the Mescalero Apache Tribe for more than 40 years until his death in 1998, and how he defied federal and state officials to create Mescalero Lake.
Local engineer John Shaw, who directed construction on part of the dam that formed the lake, said while Chino certainly possessed enough drive and ambition for his tribe to go head-to-head with government officials, the project was federally funded and routinely inspected as it went up in the valley off Carrizo Creek. Besides his memories and a still-clear grasp of details true to his engineering training, Shaw also possesses a publication distributed by the tribe that he secured when he arrived in 1972, touting a new tourism complex. The booklet opens with a photograph of Chino, who appears to be in his early 50s.
"He was quite a gentleman," Shaw said. "I worked with him and built two of the parking lots at the old Inn."
A section of the booklet states that the tribe was in the process of developing one of the finest tourism complexes in the United States to be called the Cienegita Resort Hotel, named after a stream that runs through the area. Cienegita means "marshy place" in Spanish.
"This multi-million tourism triad will consist of the largest ski area in the Arizona-New Mexico southwest, a resort hotel beside an 18-hole golf course and 100 surface acre lake, and a dude ranch and hunting lodge," the booklet states. "This complex will provide the terminal tourist from the Midwest, a year-round variety of activities centering around the best facilities available."
The resort had been on the tribal planning boards since 1962. Numerous studies were completed and seven small dams to protect the large dam were completed, along with core drilling and geohydrological investigations, according to the publication.
"The resort, golf course and large dam will be under construction in the very near future," it said, adding that the dude ranch was to be named the Rinconada Dude Ranch and Hunting Lodge for bird and big game in a 10,000-acre game preserve. The total tourism complex would occupy more than 30,000 acres of virgin land and scenery. Ruidoso's population was listed as 4,000.
Shaw said he worked for the Arkansas Highway Department almost 10 years during summer, college and later after graduation from the University of Arkansas, overseeing construction of Interstates 30 and 40 in central Arkansas. He then was hired by Dick Rowand, owner of a new company, who wanted him to be his engineer in the Little Rock area, overseeing five or six projects.
"One Thursday he said he wanted me to go to New Mexico with him that next Monday," Shaw said. Being single at the time in 1972, abrupt trips were no problem,
